Senator Risa Hontiveros’ act of distributing anti-Marcos book on high school students met serious reaction, after Citizen Watch Group respond with administrative cases.

On Tuesday, CWG legal council Atty. Pacifico Moises said his client is preparing to slap the senator with five administrative cases against the senator.

Moises said, among the charges are grave abuse of authority, political corruption, and oppression. He also said they are finalizing the other two. The lawyer also added that a separate case about Philhealth funds allegedly used by Hontiveros during her campaign period might be filed.

“We believe Sen. Hontiveros action is against her oath as a senator of this country. I think she is gravely abusing her authority. Only the department of Education has the right to distribute books among students, and even privately donated books must seek DepEd’s approval”, Moises said.

Moises also said that Hontiverous has no direct jurisdiction on students, whether in public or private schools.

Hontiveros earlier has distributed the anti-Marcos books among Quezon City high school students, and promised to continue doing so in her six years term as a senator.

Citizen Watch Group is a non-government, non-partisan, and non-religious organization that focus on monitoring social, political, and civil welfare of the Filipino people.

“Although many believed that former president Ferdinand Marcos committed serious crimes during Martial Law, our politicians should leave everything to history and they should not influence the minds of younger generation”, CWG Tomas Bautista said.

“It is a criminal offense against the Filipino people if a politician use his/her position and authority to gain his/her personal satisfaction, and we believe what Sen. Hontiveros doing is purely personal,” Bautista added.

Moises is expected to submit the papers to the Office of the Ombudsman on Monday. By then, Hontiveros camp will only be informed once the cases are filed. /Dave Salamanca – Quezon City

Some of Duterte's enemies openly claim they support him. But I suspect some of them secretly talk against him or secretly plot for him to fail or highlight his failures. While some cannot hide their open opposition and hatred for him. Simply go to the most popular social media sites (Facebook, Twitter for example) and you'll know what I'm talking about.

An open letter of Philippine Military Academy (PMA) alumni to their Bok Antonio Trillanes had gone viral last week. It came after the recent public inquiry of the Philippine Senate on drug-related killings in the country.

The open letter generally voiced out their disappointment to Trillanes' demeanor during the inquiry. Trillanes tried to kick co-senator Alan Peter Cayetano out of the session and even tried to prevent him from interpellating a witness by shutting off the latter's microphone.

The entire spectacle was aired live on national TV and online. Netizens instantly voiced their reactions and condemnation on social media after witnessing the deplorable acts of the mutineer senator.

It can be recalled that Trillanes led two mutinees against the Arroyo administration, the Oakwood Mutiny in 2003 and The Manila Peninsula siege in 2007.

Previously, the group also published an open letter in support for Police Chief General Ronald 'Bato' Dela Rosa for his efforts to eradicate crime, corruption and illegal drugs in the country.

Bato and other high-ranking police officials have been undergoing scrutiny at the senate inquiry for several weeks now.

Dan Jimenez of PMA Batch '77, the original writer of the two letters, explained their merits.

In a post on TheLongGrayLine, a Facebook group dedicated to PMA alumni and current cadets, Jimenez detailed the need to speak up.

In less than a month, we have sent out two missives that have gone viral. One was for supporting Bato de la Rosa as the unwavering Chief, PNP in the war against drugs, the other was condemning Sonny Trillanes for his boorish behaviour in the EJK senate hearing. In both messages, the underlying impetus was our beloved alma mater, the Philippine Military Academy. In praising Bato and condemning Sonny, the utmost consideration was the continuance of the Academy's mission. Do her graduates adhere to what she imparted? Are they embodying Courage, Integrity and Loyalty?

Many a time, the whole Alumni Corps was blamed for the infractions of a few. Many a time, each graduate was tainted with abuses, with corruption, with conduct unbecoming of a PMAyer because of those whose behaviour obliterated what we all hold dearly. We were all lumped in the despised basket of misfits, laughed at and ridiculed. We answered in humble protest and closed our ranks and cited the heroes who gave up everything in the service of the country and people. That, yes, PMA was not to blame.

We did realize that words and strong rebuttals could only be as good as the actions that would back them up. That PMAyers must prove each and everyday that we are what we claim to be to the Filipino people. That we are worth the high pedestal they put us on. That their tax money was well spent in sending us to school. That they can emulate us and be proud.


The post also cited how much regard and trust President Duterte gave to PMA graduates. The unprecedented number of 'PMAyers' currently holding posts in top level positions in the government confirms that.

The post ended explaining why all PMAyers should rally behind those who 'fight the good fight and finish the race' and the need to condemn those who 'err for self aggrandizement, power and wealth.'

The post also recognized that theirs might just be words, but history tells that words have made 'a lot of swords useless across time.'

Joey Cuisia, our former ambassador to Washington, said the US will hike its foreign military assistance to the Philippines in 2016 to 120 million US dollars. In 2015 it was 50 million dollars and 175 million dollars in economic assistance. This is for granting the US access to five Philippine military bases. Cuisia said the hike in military assistance is the biggest in 15 years.

Cuisia says we should be thankful for such a big hike and hinted we could lose it if we move closer to China and Russia.

With all due respect to our Amboy, I think Cuisia was a bad negotiator. $120 million in military aid in exchange for access to five bases? Is that all he could get in exchange? Pitiful. If he was more competent, he could have gotten at least a billion dollars for our military.

In 2014, total US foreign assistance package was 43-billion US dollars. Out of this total, the Philippines got 178 million in development assistance and 50 million in military assistance. In contrast, in FY2013 Egypt got 1.57-billion in total aid of which $1.2-billion was military assistance. Tiny Jordan got 1.2-billion of which 332-million was military assistance. Mexico got $420-million and tiny Lebanon 376-million. None of them have given access to their military bases.

US assistance to the Philippines has always been peanuts. In fact, the biggest donor in foreign assistance to the Philippines in a single year has been Japan with $2.66-billion US dollars. If I had to give access to our bases, I consider Japan much more deserving. But that is what we get when we have Amboys as our ambassador to Washington.

The Congressional Research Service in its report to the members of the US Congress showed in its Table 2 US Assistance to the Philippines for 2012 was $157.8 million, for 2013 $173 million. In a news report from Washington dated April 28, 2013 reprinted by Philippine Star it reported that the U.S. gave $178 million for 2014. It seems like the U.S. has taken us for granted. But it's also because we've displayed our unworthiness that invites scorn. It's about time for the Philippines to take a strong stand on becoming independent from Uncle Sam especially with our foreign policies.

Wala tayo sa top 10? We were undervalued since the start. The US is taking advantage of our country...paying the least possible money and gets maximum benefit.

We arm our pocket by doing business with China & other countries like Russia so that we can have enough resources to buy the military hardware that we need or want. That's what China did to become a military superpower, by doing bisniz with the world, including its biggest adversary, the U.S. and then they armed themselves afterwards to become a Military Might.. They didn't become a superpower by receiving American aid but did it by their own efforts.

Even if China or Russia pours in a ginormous amount of aid it does not mean we should be beholden to them as well because, like the US, they also have their own interests in mind. In this case those tiny islets and shoals that once belonged to us. The Chinese are building rehab centers for us soon. Let's be sure they build enough to house 3M addicts. After all we paid billions of pesos (or dollars) for their shabu.

Chief PNP De la Rosa (Bato) was asked, by an American writer of business mirror newspaper in Pia Hontivero's CNN Town hall show "PRRD 100 days" in Camp Aguinaldo, this question:

Understanding Duterte’s Position on South China Sea vs. The Interest of the West

The South China Sea area is actually more important to the US and Europe than to the Philippines. Lying in that vast body of water is an international waterway where 5 Trillion US Dollars in global trade passes every year going to the Western countries. If China controls the whole stretch of the waterway, including overflight thereon, global trade to Europe and US will become more expensive. The adverse impact of it to the West will be very costly. This explains why US and Europe were supportive of the Philippines and they were all urging China to respect the decision of the Permanent Arbitral Tribunal favoring Philippines on our claim. Duterte’s position on the issue however, is not subservient to the West. When he declared that he is pursuing an independent foreign policy, he is bent on negotiating with China directly instead of becoming confrontational as the West wants him to be. Duterte is aware that our court victory is an empty one for lack of enforcement mechanisms on the decision. Neither the US nor the West and even any of the UN instrumentalities can help the Philippines enforce that decision. It solely relies on China’s recognition for which it has already repeatedly rejected.

If we decide to confront China by force, which country will come to help us? The NATO military arsenal cannot be stretched to the South China Sea because its forces are confined to Europe in an attempt to contain the Russian military flexing in Europe and Mid-east. Germany will never come to aid the Philippines because of its trading relations with China. France will be a reluctant potential ally because of the external threats it has been facing. Great Britain will never send its military planes to the Philippines because it has been courting China for trading relations as an aftermath of the Brexit. If we use diplomacy, particularly by bringing the issue to the halls of the UN and asking the members to enjoin China into accepting the decision, we should take note of the fact that more than half of the countries in the UN are having trading relations with China for which they cannot afford to severe ties with, much less with ASEAN. What we see here is purely “politics among nations” at work & Philippines must be careful on its approach and for which Duterte has shown a great deal of expertise in terms of diplomatic maneuvering.

Given that scenario, we are left with US and Japan at our side to help us in our confrontation with China. However, America is heavily indebted to China and the level of its trading relations with China outweighs any possibility for any war between the two. But the more serious question which should bug us is this: Is US really a true ally in this conflict? When Duterte brought out the issue on Bud Dajo Massacre in 1906, he wanted the Filipinos to revisit our alliance with the US in the light of his intention to adopt an independent foreign policy. During World War II in 1941, we fought side by side with America where we lost more than a million Filipino lives. It was never our war, yet we were invaded by Japan because America was with us. After the war, US government helped Japan in its reconstruction efforts financially and economically until it became the world’s second largest economy next to US until to date. What happened to the Philippines as an ally which gave up more than a million lives defending America? While a miniscule of assistance were given to us since World War II, these were handed out with strings attached and were designed to continue US interference in our internal affairs.

Now, America and its allies in Europe want to use us again as a pawn to serve its economic and political interest in the South China Sea – to keep that international water way navigation-free. On the other hand, our main interest in the area is fishing right as well as exploiting the rich mineral resources underneath. From all indications, China is mainly interested in the control over that stretch of international waterway militarily as part of its hegemony over the region. Duterte believes that by negotiating directly with China using the decision of the court as our leverage, we can get most of what we want. However, Duterte believes that we cannot successfully negotiate with China if we remain under the shadow of Uncle Sam. Hence, the need to project an independent image to convince China that we are negotiating with them in good faith sans any influence from the West. This left US and Europe in quandary on how to protect their interest over South China Sea with the revolting posture of Duterte. The only way is to get Duterte out and replace him with a pro west Philippine President.

This partly explains why the West is anti-Duterte and all forces including traitors from our country are now in global conspiracy to get him out of the presidency by using all sorts of issues to discredit him, e.g. his foul mouth.

I bow to whoever wrote the above piece. Whoever you are, you made it so crystal clear as to what is really happening at the forefront and the background of this West Philippine Sea situation. The author also showed us how the U.S. value us as allies. Thank you so very much. Now I know who I should be siding with.

Super-typhoon Nina makes landfall in Bicol while Leni Robredo takes a trip to New York. Nina's is, in some respects, comparable to Typhoon Yolanda. And yet Leni Robredo would rather be in safe New York than be with her kaprobinsiya in their hour of need and distress. Did Leni talk to or meet billionaire Fil-Am lobbyist Loida Nicolas-Lewis while she was there? Did Loida finance Leni's trip? *Crickets* lang ba ang maririnig natin kay Ombudsman Concheatah Moral-less, gaya ng pag-patay-mali niya sa mga allegations tungkol kay De5?

I heard some talk about her not being able to cancel her New York Christmas vacation because it was planned a long time ago. So what if it was planned 10 years ago? Do the needs of her people not trump her pleasures? Ang mga nasa laylayan ba ng Bicol ay nasa New York? Ano bang laylayan ang ibig niyang sabihin? Vera Wang or Versace gown laylayan? If being a vice-president is so valuable to her, why can’t she be a vice-president when it matters the most? I read another talk about her not being able to cancel her NYC trip because staying in Bicol during the holidays brings back many painful memories of her late hubby. Are her personal feelings more important than her mandate to serve the people or as the Liberal Party Youth puts it, her mandate to be the “mother” of our nation? Can she really face her people and say these (quotes from Thinking Pinoy article):

We ilonggos & his mistahs describe him as " TALAWAN " or COWARD kasi ayaw pumunta sa gyera sa bundok gusto mag schooling lang at mag opisina sa HQ.

He is a paid political mercenary but has no balls in actual combat & confrontations ika nga puro daldal lang at porma na parang asong ulol ....he was never a combat officer & a be-medaled soldier itanong nyo sa mga mistah nya kung anong klaseng tao sya alam nila halos lahat na " Talawan " sya ....at tunay na Sundalong Kanin!

Dilag was not satisfied with Hontiveros' answer to the question of Mr. Rod Dingle, a co-participant of Dilag during the event. The question was "Recently, the European Union had voiced concerns about things going on back in the Philippines. How can we as members of the international community assure the international community that all is well in the Philippines?"

Here's the answer of Hontiveros:
Thank you sir Rod. I think, I think, sorry, I think the best assurance and the best way that we can assure our fellow citizens of the world, especially, kayo po, you are Filipinos living abroad and they have more direct access to you for example here in Australia than to us who live in the Philippines.

I suppose the best way that you can reassure them either that things are well or that we are constantly trying to improve the situation, we never give up that hope and that dedication to continually improve our situation as a people is first of all just to show them and I’m sure you’re already a witness to that, that we just like any other people, we value common human values of the worth and the dignity of every person, mutual respect for each other, that is the effort to continually address not just political but also economic and social means and problems of Filipinos wherever we are and in whatever country we make our new home. I’m sure it’s very evident to them gaano tayo kasipag at katas ang work ethic, how we contribute continually to the economy back home but to our second homes, our new countries, by our very high work ethic and the productivity that we contribute to whatever sector or industry we may place ourselves in in those countries.

I know also that one way that the international community keeps picking ups signals from us that we are continually working on our problems is, for example, just the high and sustained volunteerism, bayanihan that we always show every ordinary day and even under the worst circumstances like after Yolanda, or HaiYan, that we showed how, no matter how challenging changing conditions are in the whole planet, ang mga Pinoy when, when the need is even greater, we lean back together to help each other. So these are some of the ways I think that we can reassure or we can, we can tell other peoples that regardless of our political, economic and social challenges, that we never let go of trying to find the best possible solutions. Even when the conversation becomes difficult, that we’re always trying to debate with each other if we need to in a mutually respectful manner. So I don’t think they can do any better than that. And if we can do that and we can do that more and more, as time goes by, then they will realize again, as they realized in the past that we are a people just like them.

Dilag then proceeded asking a follow up question:

"... You were demanding that the President allows the UN to come into the Philippines and investigate. Where is the honor in that? How can we be honorable when we malign our own community, our own people, in suggesting that there are crimes going on done by the government, against its own people. Parang hindi fair na kami nagpapakahirap na baguhin ang imahe ng mga Pilipino at ng Pilipinas sa international community and yet paulit-ulit na naririnig namin sa inyong mga politicians na dina-down niyo ang sarili niyong bansa. Naapektuhan kami, naapektuhan ang mga OFWs. We are around the world and we all have to put up with that and we all have to, we’re at the forefront in other words, nasa frontier kami, nasa harapan kami, kami yung nasa trenches na humaharap sa mga foreigners na nakikita ang sinasabi ng mga katulad ninyo na senators. You hold office okay? So people will listen to you whether we like it or not. So, paano naming mababago ang imahe, kung paulit ulit na sinisira ng kapwa naming Pilipino? ..."

This is the continuation of the verbal tussle of Dilag and Hontiveros:

Risa: Salamat Miss Lualhati. Kung basahin niyo po ulit yung statement ko, hindi ako nag-demand kay Presidente. Nag-urge. And it was in response dun sa comment kay VP Leni na, ano, na-mislead ang UN or ibang international observers lalo sa mula sa perspectives

Lotti: They were.

Risa: ng human rights. Well that is ah, that is arguable, yun yung isang pinagdi-diskursohan natin these days.

Lotti: Come on!

Risa: Oh well let’s just agree to disagree, I can respect your opinion about that. So ang, ang salita which I chose very deliberately, because, was to urge, to urge the government. And those deaths, those dead kababayan of ours, they are by Philippine national police’s own statistics. Ah, more than half of them recorded as kill during police anti-drug operation and

Lotti: That’s not what the stats say, though.

Risa: Yes, yes, that’s what the PNP’s statistics show. And uhm, about three, uh, three-fifths of the stats at any one time from the PNP, deaths due to anti-drug operations, and about two-fifths of those, what they call DUI, deaths under investigation, including those attributed to vigilante groups. So uh, and so as citizens, and I know because I’m a PNP widow, as citizens, even those deaths under investigations which was attributed to vigilante groups who take advantage of government’s war on drugs to commit their killings and sweep them under the cover of the anti-drug war, even those DUI which is what the PNP also calls them, uh, people look to the PNP at least to investigate, so that the families left behind, the survivors can seek justice, if they believe that their family member was wrongfully killed. So when the comment was these international groups were misled which is arguable, therefore I said then if that is what the government believes, then I urge them to invite those groups to conduct their investigation. Any those groups cannot come in unless invited by government.

Lotti: Thank God for that!

Risa: (Laughs) Well, so that was the spirit of my statement urging the government. And it is, with all due respect also, it’s not paninira. It’s an attempt as a legislator, we are a separate and co-equal branch of government, to call the attention of the Executive, or at times, of the Judiciary, to when we think that the Executive is not implementing a law properly, or the Judiciary is misinterpreting it on constitutional grounds, and the other branches do that to us also, the judiciary checks us other two, the executive checks us other two and so on and so forth. And so, as a member of a separate and co-equal branch of government when I see something that may need correction or a gap that may need filling, it’s my duty, it’s my work for which I was elected to work in the Senate, it’s my mandate, meaning, it’s an order to me from the voters that I should point it out. And I’d like to say that I really take pains that when I point something out, I don’t leave it at that. I try to study the issue further and propose an alternative. That’s why there are also, as I was discussing with Sir Rado earlier, some proposals I’m making in terms of how to more effectively and cost-efficiently address our problem with illegal drugs, how to support the PNP in its security centre reforms process. So that’s what I can say, that uh, I’m trying to do my job as a legislator, uh and as a Filipino.

Malou Tiquia in her Facebook account lashed out on Senator Risa Hontiveros for "dissing the country abroad" and being questioned by an overseas Filipino worker.

During a speech in Sydney, Australia on March 22, Hontiveros encountered Australian based Filipina Lotti Dilag who questioned her stand on President Rodrigo Duterte's war against drugs.

Hontiveros has been advocating for the investigation of the United Nations on the recent war against drugs.

Dilag criticized the Senator's loyalty to the country as statements such as hers would make for a stained reputation for the Philippines.

Tiquia went to the defense of the OFW and criticized how Hontiveros painted Duterte as a murderer.

"So, a Senator of the land disses her country abroad? Are we under a dictatorship for you to do that? Good an OFW stands against you! An OFW! She works hard for her family and contributes to country while you traveled n will be spending taxpayers money while on official business, only to shoot us, who pays your salary," she said.

She questioned what happened to Hontiveros while she worked under the Aquino administration, and called her a "shame".

Tiquia also expressed her disappointment at how Duterte is being attacked by the media.

"Who halted the illegal drugs campaign to ensure problems met in operation are settled? Who directed rogue police be identified and disciplined by sending them to hardship posts? Who stood by Col. Marcos, et al and said let the Rule of Law take place? And indeed the Rule of Law found Marcos et al guilty of the death of Espinosa? Who reached out to the author of #PalitUlo? ,"

"Who broke protocol to talk to the VP at the PNPA? Who invited the VP n her kids to dinner? And you have the gall to say let the two leaders meet and build consensus? Sino ba ang sumisira sa Pilipinas?" Tiquia said.


Hantavirus was awfully quiet during PNot's regime as if all was well. Her hypocrisy is oozing out of her nose, ears and other orifices.

University of the Philippines student regent Raoul Manuel in his Facebook page lambasted Senator Risa Hontiveros after the latter claimed that she moved out of the senate majority "out of principle".

The very first Summa Cum Laude of UP Visayas said that if Hontiveros was in fact for justice, then she should have been vocal about the human rights violations of the previous administration.

"Umalis daw sa majority out of principle. Ayaw daw maging kasabwat ng rehimeng walang respeto sa karapatang pantao. Eh kumusta naman yung pananahimik natin sa human rights violations, extra-judicial killings, pagkakait ng lupa sa mga magsasaka, etc nung presidente si Noynoy Aquino? Ano to, selective lang dapat ang paghahanap ng hustisya?," Manuel wrote.

Kung totoo yang sinabi mo, Hantavirus, bakit sumama ka sa line-up ng Lapiang PWEste noong nakaraang presidential election? Was that just an optical illusion? Sabi nga ni Raoul Manuel, "WOW! NAKA-DRUGS KA, TEH?"
