Sen. Alan Peter Cayetano on Sunday disputed a recent report by the US-founded international non-government organization Human Rights Watch (HRW) claiming that President Rodrigo Duterte's war on drugs campaign "could amount to crimes against humanity" targeting poor Filipinos living in urban areas.

During an interview with dzBB radio, Cayetano, the running mate of Duterte in the 2016 elections, alleged that the HRW report was incomplete and thus inconclusive because the organization did not interview the police or get the side of the government on the issue and just checked police reports and interviewed the relatives of those who were killed in drug-related shootings and encounters.

He also said that out of the more then 7,000 cases of drug-related killings, HRW only looked into less than 30 cases.

"Hindi naman pala ininterview ang pulis. Di pala nila ininterview ang side ng gobyerno. Ang (ininterview lang nila) 'yong mga kamag-anak," he said.

The senator further said HRW's criticism of the Duterte administration's war on drugs campaign stems from an "ideologically different" perspective as the organization, according to Cayetano "wants to legalize the personal use of drugs."

"(A)ng kanilang stand, ang gusto nila, pag ang droga ay gagamitin for personal use, gusto nila ilegalize ito. Gano'n ang stand ng grupo na 'to...Napakalaki ng eskandalo...'yong mga international media...kinakalampag nila pero hindi napapag-usapan na...from the start, iba ang paniniwala nila, na ilegalize ang droga," said Cayetano.

"At least sa Pilipinas, pare-pareho tayo ng premise na talamak ang droga...Hindi gano'n sa HRW. Sinasabi nila, baseless ang claims ng President on narco emergency [At least in the Philippines, we have the same premise that the use and trade of illegal drugs are widespread...It's not like that with HRW. They say the President's claim on narco emergency is baseless]," he added.

In its report, titled, “License to Kill’: Philippine Police Killings in Duterte’s ‘War on Drugs’,” HRW said “Duterte’s ‘war on drugs’ could more aptly be described as crimes against humanity targeting the urban poor."

“Our investigations into the Philippine ‘drug war’ found that police routinely kill drug suspects in cold blood and then cover up their crime by planting drugs and guns at the scene,” he said HRW emergencies director Peter Bouckaert. “President Duterte’s role in these killings makes him ultimately responsible for the deaths of thousands.”

Since he took office last year, various counts place the death toll thus far in Duterte's war on drugs at anywhere from more than 7,000 to more than 8,000 and steadily rising despite his order suspending police anti-narcotics operations following the discovery that a Korean businessman had been abducted and murdered by a gang of law enforcers.

The HRW report relies on the accounts of 28 witnesses to killings and relatives of the victims, as well as journalists and human rights activists.

Why do religious organizations always have an opinion but NEVER offer a solution?

One of my friends heard mass at St. Joseph Church last week. The service got extended because of the long sermon by the priest, according to my friend. Sabi ng friend ko, "Galit na galit daw yung pari kay Pres. Duterte." Muntik na daw mag-walk out yung friend ko.

The Church keeps on complaining about EJK. Yet when the govt asked the Church to participate in their drug raids, the Church/CBCP refused to be part of these raids. Kalurkey! EJK had been going on even during PN0y's time and yet the Church weren't so vocal during that period. The number of deaths due to EJK during PN0y's time were almost the same as they are today. Why didn't the Church complained before? Biased? The drug trade took off only in the previous administration. The Church cannot sweep that under the drug. The narco trade infiltrated the PNP during Penoy's administration. The KKK plundered. Illegal miners prospered. The Mighty Corporation escaped the scrutiny of Pn0y's BIR Kim Henares. Why was the Church so quiet then? List of abuses of the former administration is long. We all know that previous admins allowed/turned a blind eye &/or were in cahoots with rogue cops.

Paradiang said those they visited knew him. He was also familiar with them. He then took the opportunity to talk to his parishioners about the Archdiocese’s community-based drug rehabilitation programs.

“We know that the Archdiocese has successful drug rehabilitation programs like SuGod (Surrender to God) and Labang (Lahat Bangon), but how will our parishioners know about these programs if we don’t approach them and talk to them about it?” Paradiang said.

The drug dependents under the SuGod program of the Archdiocese are treated in a facility in Liloan, while those of Labang are treated in a facility in Barangay Subangdaku, Mandaue City. Paradiang clarified, though, he had no intention to disobey Cebu Archbishop Jose Palma when he joined the police visits. He said he plans to meet Palma and talk about his experience, and hopes he can convince him to allow the priests to join the Oplan Tokhang. Palma earlier discouraged the priests from joining the activity, saying it is not their calling.

“I believe it is not for the interest of the people or for the Church, for that matter. Oplan Tokhang may have started with vested intention, but it has gained an unfortunate and bad reputation,” he said.

He said the Church can help in the government’s fight against illegal drugs through its rehabilitation programs.


Thank you and may God bless you, Father Paradiang. You set a great example to all priests. May other priests follow your lead. You put the CBCP to shame.

This is amusing. JP (we call this guy/priest "jp") was a student of Broderick Pabillo, now a bishop in Manila. Pabillo is spearheading "anti-EJK" community-awareness activities. (He was in front of the crowd that held a procession during the EDSA anniversary last Feb.) Stuff like "Oplan Tokhang" should be very easy for Salesians: all they do is go around... Later in the day, they just go back to their home-base, their convents and pop a cold drink and stuff delicious servings of good meals down their bellies. It's a pretty comfortable, assured existence being a religious (a member of one of these so-called 'congregations' or 'orders').

Point is: they actually have so much time and resources in order to do a lot - especially to re-educate for employment - to effectively address all sorts of menace in society (like the proliferation of drugs). Digong, through his genuine effort to pull the Philippines out of the rut, is actually putting these priests/bishops, nuns, etc. to shame.

But, not a bad start and publicity for jp... :)

This is the Social Media Age. Gone are the days when mainstream media direct the narrative to whatever direction you want it to go. Just look at the last presidential US election or the result of Brexit vote. The more you sanitize real news or you cherry-pick which news you want to report on, the more people will refuse to believe you and the more people will seek out alternative sources of news.

FYI, you are no longer that powerful ever since the Birth of Social Media.

So stop WHINING! Your industry is dying. The more mainstream media insists on peddling viewpoints that don't conform with realities faced or witnessed by many, the faster you will lose credibility.

Corrupt media is the PR machine of oligarchs, druglords, narcopoliticians, rapists, criminals and some corrupt church people!

Dear AMERICA,

US State Dept:
We have a very sustained & deep concern when elements of drug war in PH are operating outside the rule of law.

How about a very sustained and deep concern when elements of the war on terror result in innocent civilians slaughtered?

Excuse us but the drug trade is operating by definition outside the rule of law. Any better suggestion how to destroy something like that? You want us to cuddle them like babies? AY, CARAMBA! Kalurkey! :kamut: :kamutulo: :batok:
