FORMER commissioner Alberto Lina has left the Bureau of Customs in bad shape, failing to hit any of its revenue targets for the six months of the year, records show.
All ports under the bureau’s supervision were also unable to hit their respective goals in April and May this year.
For the first half of the year, the bureau collected only P190.27 billion out of its P238.32-billion target, for a P48.05-billion shortfall.
Weeks before Lina stepped out of office, then incoming President Rodrigo Duterte identified the bureau as among the three most corrupt agencies in the government, along with the Bureau of Internal Revenue and the Land Transportation Office.
Last month, President Duterte ordered new Customs Commissioner Nicanor Faeldon to rid the agency of corrupt officials and personnel.
“I already have the raw information but I still have to validate it... I hope Faeldon would do his thing and stop corruption in Customs,” the President said, adding that unscrupulous Customs officials and employees have “long lived in luxury.”
In April, the bureau posted a deficit of P8.47 billion, with import duties and taxes collected reaching only P32.45 billion as against the monthly target of P40.92 billion.
The Port of Manila posted the highest shortfall at P2.36 billion, followed by the Manila International Container Port at P1.77 billion; Port of Limay at P1.36 billion; Ninoy Aquino International Airport at P762.7 million; and Batangas at P500.6 million.
The same collection downtrend was registered in May after the BOC’s top ports again suffered huge collection deficits, contributing to the agency’s P8.83-billion shortfall for the month.
The Port of Manila again suffered the biggest deficit at P2.03 billion followed by MICP at P1.74 billion; Batangas at P1.37 billion; NAIA at P1.01 billion; and Limay at P825 million.
Collections from the five ports account for close to 85 percent of the monthly revenues of the BOC, the government’s second largest revenue-generating agency.
Aside from the top five ports, collections were also down in other ports across the country—San Fernando by P520.5 million; Legaspi by P73.1 million; Iloilo by P274 million; Cebu by P621.2 million; Tacloban by P70.3 million; Surigao by P8.6 million; Cagayan de Oro by P808.6 million; Davao by P1.23 billion; Subic by P2.13 billion; Clark by P38.4 million; and Aparri by P252.3 million.
The Port of Zamboanga was the lone port to exceed its target of P84.6 million, with collections reaching P109.4 million for the first six months of the year.
With the agency’s whopping shortfall, Duterte said Faeldon has a lot of work to do to reverse the downtrend in the revenue collection for the rest of the year, in particular in undertaking a no-nonsense campaign against smuggling of commodities, including agricultural products. Rey E. Requejo
Earlier, agricultural groups said the volume of smuggled agricultural produce like onions, garlic and carrots surged last year, resulting in about P3.7 billion in revenue losses for the government.
Citing discrepancies between United Nations data of countries reporting shipments bound for the Philippines and local agency’s monitoring of inbound cargo, agriculture stakeholders said smuggled onions alone may have ballooned sixfold.
Data from the United Nations Commodity Trade Statistics Database showed that China, India, The Netherlands, the United States and Hong Kong shipped a total of 49.3 million kilos of onions but the Philippine government counted only about 31 million kilos.
The difference of 18.3 million kilos could only mean the rest was brought in illegally, said the Samahang Industriya ng Agrikultura (Sinag), an umbrella organization of agricultural stakeholders.
The UN data also showed China sent 138 million kilos of garlic in 2015, but the Philippines monitored only 23.6 million kilos—a difference of 114.4 million kilos.

NINETY-EIGHT percent of projects of the Department of National Defense (DND) in the last two years did not undergo public bidding, Senator Teofisto Guingona 3rd said on Tuesday during the resumption of the Senate Blue Ribbon committee hearing.
According to Guingona, he learned about the “very alarming” situation from the Defense department itself based on the documents it submitted to the committee which is currently investigating the controversial P1.2 billion helicopter deal.
Guingona said of the 35,000 contracts awarded by the DND to private contractors in 2013, only 650 went through competitive bidding while the rest were negotiated.
The situation was repeated in 2014 where only 420 of the 32,000 contracts went through public bidding.
“This certainly raises some questions which I hope the DND officials can answer in the coming days,” Guingona said.
The senator said the situation was alarming because of the thousands of contracts offered by the DND, only two percent underwent a competitive bidding process.
DND Undersecretary Fernando Manalo confirmed Guingona’s report but he noted that the figures were based on the submission of different units of the Armed Forces of the Philippines (AFP) and different offices of the DND.
He added that bulk of the procurement contracts were undertaken by battalions which only involved small value procurements.
The DND official also explained that the battalions were allowed to undertake small value procurement. Manalo vowed to submit to the blue ribbon committee the breakdown of contracts, the mode of procurement and the kind of items procured. He maintained that all procurement contracts were justified and above board.

Henares claimed they placed CCTVs at factory of Mighty Corp. Yet they failed to stop Mighty from using fake tax stamps. Defective ang CCTV nila? O nagbubulag-bulagan lang sila? Pero si Pacquiao wala namang nakatutok na CCTV sa kanya, todo ang singil ni Henares sa kanya ng tax. :wink: :warfreak: :no:

5. Almost 2 years since typhoon Yolanda wrought havoc, the majority of typhoon victims still live in TENTS despite the huge donations from the Global Community. Donations of which, $90 billion cannot be accounted for.
6. Metro Manila was given an allocation of P28+ billion “IRRIGATION FUNDS.” Even though Metro Manila has no single rice field anywhere.
7. We now “Import” Rice, Garlic, Onions, Ginger, Galunggong and Salt, despite being an “Agricultural nation” surrounded by vast bodies of water.
8. We have become the “Global Dump-site.” We just “Imported” 400 Container crates containing garbage and other assorted wastes from Canada. Do not be surprised if “Imported Garbage” eventually appears from countries such as Japan, South Korea and Germany. Eventually reaching the Bureau of Customs.
9. Balikbayan Boxes are now subject to “Random Inspections” and taxation if it exceeds $500 in appraised value. An unprecedented feat which no previous administration even thought about.
10. Misappropriated billions upon billions of Public Funds at the stroke of a pen. Yet, didn’t create an Executive Memorandum. Released those funds without GAA approval. And justified his actions by stating it was “Done in Good Faith” to “Boost the Country’s economy through Massive Government Expenditure.”
11. Sent the PNP-SAF 44 on a mission to capture an International Bombing Terrorist. Then when the mission went awry, intentionally withheld orders to send reinforcements, which naturally resulted in the Massacre and eventual Mutilation of the valiant SAF 44. And then blame them for not “Coordinating” with the enemies of the State.
12. Consistently blame his predecessor, former president Gloria Arroyo for the last 5 years of his monumental blunders and Fiascos, while at the same time taking credit for her accomplishments.
13. Brainwashed his followers. Converting them into mindless fanatics and having them believe all of his lies, including his being: “Irrefutable and Infallible” since he can do no wrong. After all, he is the only son of a “Hero & a Saint.” This blind fanaticism can only be matched by the North Korean people’s fanaticism of the Kim.
14. Presented a graduate of his K-12 program during his final State of The Nation Address. Even though the K-12 program had only gone into effect, earlier this school year.
15. Boasted of having completed around 12,184 kilometers long “Farm to Market Roads,” which until now, no one has actually seen. Experts estimate that these roads, when connected end to end would stretch from the Rizal monument in Manila to Rodeo Drive in Hollywood, CA.
16. Consistently defied Commission On Audit directives (and the Transparency clause of the Constitution as well) to have his PSF (read: Presidential Pork Barrel) audited.
17. Borrowed a total of $100 billion from other countries in just the 1st quarter of 2015.
18. Boasted of achieving the Next Tiger Economy status under his “Able and Inspired Leadership” which did not translate to Poverty Alleviation, Sustainable Job Generation and bringing down the prices of the most Basic Commodities.
19. Caused the National Debt to balloon to P6.4 TRILLION which means every Filipino, including the unborn, already owe in excess of P61,000 each.
20. Defined the horrendous Metro Manila traffic as: “Sign of Progress,” despite estimation by analysts that the traffic problems cost the economy billions in lost revenues every day.
21. Berated and belittled the priests and other clergy in front of the Pope during his recent Papal visit.
22. Told the grieving families of the slain SAF 44 that they are now “even” as he also lost his father Ninoy, who was gunned down in 1983.
23. Declared that the P700 million Fertilizer Scam during Gloria’s term as being “Much Bigger” than the P10 billion Janet Lim Naples PDAF Scam.
24. Exerted undue influence on the Legislators to have a sitting Chief Justice Impeached, by releasing billions of Public Funds as “Rewards” on a non-Culpable Violation of the Constitution.
25. Openly defied the Supreme Court by insisting that his DAP is legal and that the SC was wrong in declaring it as unconstitutional.
26. Intentionally defied the ruling on the Civil Service Code on Appointments. And exerted undue influence on the Commission on Appointments just so his “Appointees” finally got the CA nod, after having been rejected by the CA at least three times.
27. Appointed a new Chief Justice who failed the Psychiatric Evaluation. It being the 1st requirement to be even considered as candidate for the Supreme Court.
28. Privatized 75 Government Hospitals, depriving millions of Filipinos their guaranteed rights of access to Free and Affordable Medical care.
The above are just some of BS Aquino’s wonderful achievements. I am sure given time this list would continue to blossom. But as of this writing, the man does have 9 months to go. Who knows what he can come up with in that time?
Well, there is always the Bangsamoro Basic Law. Isn’t there?
Yes! BS Aquino is indeed “The Best President” who brought Shame and Indignity upon his people. And his country!

It is a fact that today's problems are mainly just the product of the previous admin's incompetence and stupidity.The Philippines has it bad. Salamat kay Noynoy Aquino at De Lima at lumago ang illegal drug trade ni Peter Lim. The drug trade owes so much to the LP leadership and their Yellowturd followers.

Gusto ba nilang lusobin o bombahin yung mga islang yun? Gyerahin natin sila? The Chinese have been laughing at us ever since they started building those structures there during PNoy's time so stop blaming Duterte for the failures of Panot. And that was like many years ago—and we did not stop them nor did our so-called ally, Uncle Sam. So we won the case in Arbitral Tribunal but what did we get out of it? Our fishermen couldn't even fish there when we won the case. Buti pa ngayon, they can do that now.
