First off, I'm already seeing what I expect from Duterte even before he is proclaimed the next president. He already hit the ground running by appointing people in his cabinet this early. He already told the police force to vacate their positions if they are known corrupt, including generals. The police seems to catch more criminals and curfew violators now.

What do you expect to happen under Duterte? Here are a few of my expectations:

Firecracker-free na ang mga lansangan sa susunod na New Year's eve.

Implementation of 911.

Federalism

Curfew for kids.

End of Laglag-Bala.

Passage of FOI Bill

Nuclear power plant soon to rise in the PHL & more renewable energy sources

An alternative Malacanang would be built in Davao.

House arrest for Ate Glo (Arroyo)

Streamlining of how court cases are heard

Progressive income tax system

Pay raises for our uniformed men & women

Paiimbestigahin muli ang nangyari sa Mamasapano

Charter Change -- easing of restrictions on foreign investors.

P2,000/month SSS pension will be signed by Duterte.

Faster internet

Death penalty for capital crimes (drug trafficking, kidnapping, rape, robbery, murder)

11 new Supreme Court judges will be appointed.

Hiring of cabinet positions & heads of govt agencies will not be based on PN0Y's KKK system (Kaibigan, Kabarilan, Kamag-anak + Kaklase) but on merit system.

More train systems will augment the current Metro Manila train system we have now & new ones will be built in other parts of the country, particularly in Mindanao.

More drug rehabilitation & treatment centers will be built to deal with the drug problems. In 2003, he offered a P2,000 monthly allowance to drug addicts who personally approached him & committed to kick the habit. The same program could be implemented for addicts even here in Metro Manila.

More power plants would be built hopefully.

The NPA & the Communist Party of the PHL may end their rebellion. JoMa Sison & Jalandoni will return to the PHL & could be given govt posts. And we can all sing 'Kumbaya'

Police salaries may be increased from P75,000 to P100,000 within 3 yrs.

Bank Secrecy Law will be lifted for public officials.

Anti-Dummy Law will be passed. PN0Y, watch out! HAHAHA! Joke lang!

Monitor front-line govt offices using real-time video & audio surveillance.

Special criminal courts might be created to speed up resolution of serious crime cases.

Constitutional convention might be held on the 1st year of Duterte's term to incorporate the federal system & modify the economic clause in the current Constitution.

Reduction of red tape in acquiring business permits by limiting requirements to 5 signatures & imposing a 30 to 60-day processing time.

Expansion of CCT program + loans to the poor so they can start a small business. More sari-sari store & carenderias?

Establishment of tourism, agricultural & industrial hubs in the countryside to create jobs & decongest Metro Manila.

Specialized hospitals (heart, lung, kidney, etc) will be built in Visayas & Mindanao.

Free irrigation & subsidy for fertilizers & seeds for farmers.

Govt-funded food terminals with cold storage facilities will be built.

A separate Dept of Fisheries, from the Dept of Agriculture will be created.

No income tax for workers earning P20,000 & below.

End of contractualization.

A bank for OFWs will be created.

Unnecessary permits & procedures for OFWs will be abolished. YEY!

I wish our govt buys trains from the U.S., Europe, Japan, Korea or Australia, instead of buying them from China. These countries help us then we turn around & buy from China who continually screw us by selling us their substandard or hazardous products, poisoned food products and occupy islands that are rightfully ours. F U China! (wish ko lang)

Develop Clark Airport more as an international airport. I do hope that they close down NAIA & make Clark or Subic or some other low-traffic areas as future international airport sites.

Build magnet schools & more state of the art universities.

Teacher salaries would be raised.

(hard to implement this one is...Yoda-speak yan)

No more names placed on govt projects.

We may see these things happen or become a reality in Metro Manila also:

1. Davao City's 911 system equipments are all US-made. All services are free.
2. Davao City also uses the California Traffic Light System (the most modern in Pinas), which is sensorized, centralized to its Traffic Center.
3. High-tech CCTVs (the most modern in the PHL)
4. Public Safety Command Center powered by IBM, making Davao City the only Smart city in the PHL.
5. Davao City system is the fastest to respond to crime & disaster.
6. The most modern hospital equipments in Davao City are not found in private hospitals but in a govt hospital -- the Southern Philippines Medical Center (formerly called Davao Medical Center).

Co-terminus officials who were appointed by PN0Y's administration who performed well would be made to keep their posts. Not everyone will be replaced. But say Buh-bye to Abad, Abaya and perhaps LINA of Bureau of Customs & Honrado of NAIA.

He is known to drive this taxi at night to monitor Davao City. Masipag talaga siya and he cares about what's happening in his area of responsibility. For sure our president is NO N0YN0YER!!!!

China eyes better ties with Philippines under Duterte

If ambulances like this is used in Davao City, which are similar to what we have in the U.S., we might soon find them also on the streets of Metro Manila.
Posted Image

Aside from the USA and Canada, Davao City is the only place in the world with the 911 Emergency System. The ambulances in Davao City is FIRST-WORLD quality and size like the ones in America. Dito sa Metro Manila you have to pay about P2,000 in cash to get an ambulance service. I know that because we availed of an ambulance service last month lang.

No more videoke after 10PM

Liquor & smoking ban (yeah, Singapore, eat your heart out) in public places.

You can no longer walk around in public SHIRTLESS.

If minors are caught violating curfew their parents would be arrested after 2nd violation. Warning only on first.

He intends to sell the presidential YACHT ((BRP) Ang Pangulo) and use the money to build a hospital for veterans.

No more travel junkets & aral-lakbay for all govt people
Duterte: 'Yong mga seminar-seminar, it costs a lot of money. It's pure junket. No more seminars na 'yong mga tao, pupunta ng Maynila.
Duterte: No more lakbay-aral.
BELAT! Buti nga sa inyo.
Duterte: Being a barangay official doesn't give you a right to go around the Philippines at your pleasure.
Duterte: I almost fell off my seat when I saw a lakbay-aral in Hong Kong.

Luxury vehicles or cars for govt personnel would be banned. Digong himself will drive his favorite pick-up truck. Ummm, should we nickname the prez 'Jethro'?

Powerful firearms will not be allowed for private citizens.

Shoot to kill is authorized if criminals fight law enforcement. I have a new name for the presumptive prez-elect. 'Duterte Harry'...oh, diba? Uy, original joke ko yan. Don't wear it out

Gibo Teodoro is being eyed for a govt post. He gained a lot of weight plus receding hairline. But good to see him back on the limelight.

No padrino system in hiring appointees. If applicants use a padrino (a congressman, senator, etc) to back them up, they are automatically disqualified.

Duterte: Don't call me for favors, promotions

Duterte will focus on suppressing crime in the first 100 days.

Duterte: Nako-kornihan po ako sa mga adulation. I don't want it. Hindi ko type 'yan. So adulation is definitely out the window. :kk3:

Duterte: This is a democracy, not a royalty. I am just equal to you. We obey the laws. He said he hates yung pa-BOW BOW sa kanya. So wag magBOW at magTSUMIKAP.

Duterte: My classmate from law school, our valedictorian, Art Tugade, is going to be DOTC secretary. I heard nothing but good things about Tugade. Me, personally, it's my first time to hear about him.

Duterte to Alan Cayetano: You are my vice president. I offered Alan the DFA or the DOJ.
http://gmane.ws/1TgI6FT
Pwede ba yun? Senador pa si Cayetano. Pwede bang cabinet member at senador at the same time? Yari si BINAY. Sipsip na, Binay!

FOI will be implemented for the Executive branch of govt only. Congress will have to pass an FOI Bill to cover all 3 branches of govt. However, the prez at this time can legally issue an Exec Order (EO) to cover the Executive branch. This option was presented to PN0Y before but he didn't do anything. He probably didn't want the public to know their shenanigans.

Duterte: All applicants (for government positions) must allow their names to be published. Makapag-apply nga. Gusto ko PAGCOR

Duterte to military generals: Do not go to me for silent promotion.
http://gmane.ws/1TgI6FT

Duterte: They have to realize I am with government, and I am the enemy also. But I offer my hand of peace to (Joma) Sison.

Duterte: I will ask the Congress to restore death penalty for heinous crimes using licensed firearms.
Duterte on proposed death penalty: 'Yong talaga completely severed 'yong ulo sa katawan, I would like that.

Duterte: Ang problema sa gobyernong ito is corruption. People are made to wait until they die (kapag may application). This has to change.
Duterte: I hate seeing people queueing. I will see to it that clearances and business permits will be processed within 72 hours.

Duterte to corrupt gov't officials: Those who are already contaminated, resign or retire.
Duterte to corrupt officials: Prepare now for combat duty.

Duterte to Congress: Do not insult people just because you are there. Be civil.
http://gmane.ws/1TgI6FT
He added, if they do he would padlock Congress. YEY!!!!

Duterte to govt employees: Do not be ashamed to smile because wala kang ngipin. Magpalagay ng pustiso at tumawa ka.
Duterte to gov't personnel: I ask you with sincerity, smile and be courteous.

Duterte: The war against drugs must start at the barangay level.

Duterte on drunk driving: Ang thinking ng Pilipino, aksidente lang when it's not.

http://gmane.ws/1TgI6FT
Hulihin nyo si Wurtzbach. DALI! I want copies!

Nya-a-ahhh!

Duterte to taxi drivers: You must have loose change at all times. Dapat 'yong mga malalaking pera, ipa-convert ninyo to smaller amounts.

Duterte: Itong Abu Sayyaf, takes time. Sometime in the future, we just have to talk about real issues.

Duterte: I want to know from the previous administration why we lost the Scarborough Shoal. Why can we no longer operate in the area (Scarborough), when that is part of the Exclusive Economic Zone.

Duterte: DepEd Sec. is Peter Laurel. Jess Dureza will handle peace process.

Duterte on cabinet secretaries: I need young men, but I need brilliant ones.
ME: Oh! Oh! (*Me, raising my hand furiously) YOOHOO! Over here, sir!

Duterte: I have always considered the women in my life as the top (priority).
HEHEHE! Parang may sexual connotation.

Duterte: Noong isang gabi, si Inday Sara was in tantrums kasi galit siya sa Task Force na umistambay sa bahay niya.

Duterte: I will control or suppress crime. I cannot stop it, because there are crimes you can hardly stop.

In 2015, Duterte said he may not last 6 years in office. He said it here:
https://t.co/RTByUj0Lga
Duterte, who used to smoke, has admitted that he has Buerger's disease,...and Barrett's disease. If his life is cut short, HOLY MOLLY, Leni Robredo would be the next prez. BALIK ang mga DILAW. I'd rather have BONGBONG win the recount. Otherwise, we all just have to pray to God to prolong Duterte's life.

I think I read somewhere that Duterte intends to convert the president's plane into an air ambulance (for airlifting patients). Good idea! It's not as if the PHILIPPINES is that rich to have our own presidential plane. He can just charter a plane if he has to fly somewhere for a state visit or take a commercial flight (1st CLASS if he wants) just like everybody else.

Here is part of my WISH LIST:
I hope Duterte reverses or supersedes PN0Y's order to privatize a number of our public hospitals and instead remodel or flip & expand them into very modern state-of-the-art medical facilities & medical research centers. Privatizing them indicates a FAILURE of the STATE, a PN0Y trademark. I also hope DU30 raises the salaries of nurses, doctors, & other medical specialists working there.

Rodrigo Duterte presidency will highlight Noynoy Aquino's incompetence
https://t.co/rpT51c12HE

Atty Ferdie Topacio: Everything will be fine. Duterte has more wisdom than PN0Y and his Cabinet combined. I'm telling you.

Duterte has vowed to scrap pork from the government, according to reps of militant party-list groups.
https://t.co/eCjSNXo5XU

Some people may suggest abuse of authority when fear is used to control the criminal urges and unconstitutional actions of some of our citizens, our uniformed men & elected officials. We just have to strengthen the check & balance in our govt to prevent that from happening. The administration of PN0Y dissolved that delineation of powers between our 3 branches of govt. The new Congress & Senate should make some corrections in our laws so that does not happen again. Hopefully federalism & constitutional change will correct that problem in the future. I would also suggest to Duterte, if I ever met him, and to our reps & senators to come up with a law that would give the Bar Association of the PHL (is there one?) the power to nominate & choose our Supreme Court judges so that these judges are not beholden to the president. Such a law would truly make the judiciary independent.

Pardoning of ex-pres Gloria Arroyo (but she refused the pardon).

Duterte said he won't go after PN0Y and Binay. What happened to his anti-corruption stance?

Release of political prisoners. I believe there are 300+ political prisoners during GMA's time and about 543 political prisoners under PN0Y?

Ex-pres Ferdinand Marcos being burried in the Libingan ng mga Bayani. Some groups are objecting to this.

Duterte promised to have a MASSIVE reshuffle of generals.

SAF will take over Bilibid prison.

Incoming Health Sec Ubial says the Duterte admin will move to refile the bill vetoed by PNoy raising the salaries of nurses.

Accg to SWS, Du30 would have d lowest net trust (26%) of an incoming Pres since Ramos. PNOY had d highest (64%)

The mining industry will be curtailed. Here is Duterte's opinion on local mining:
Duterte: Mainit ako sa mining because they are destroying our lands.

ERC: Expectations reasonable that DUTERTE will give priority/attention to making power rates more affordable & competitive.

He has other priorities:
Duterte: Don’t expect me to prosecute Aquino, Binay

No more #6 car plates for cabinet members.

Plano nga bang ipa-abolish or tutukan ng todo?

The Catholic church influence on the govt or its policies will be greatly diminished. Duterte calls Catholic Church 'most hypocritical institution'. He also challenged the bishops to a debate so that he can expose, before assuming office on June 30, these alleged sins of the church. He also said he can name bishops who allegedly took mistresses.
"You ask so many favors even from me. I can show you the letters... 'Pag mayroon kayo, hingi dito, hingi [doon] tapos kung magsalita kayo, kayo lang ang marunong," he said.

The business practice of "ENDO" will end but contractualization will continue.

The profit from PAGCOR will go to HEALTH (to pay for drugs, patient care, etc).

Incoming DOJ chief sets probe on DAP
https://sg.news.yahoo.com/incoming-doj-chief-sets-probe-000000993.html

Incoming Justice Secretary Vitaliano Aguirre II revealed yesterday that his marching orders from incoming president Rodrigo Duterte is to pursue corruption cases and spare no sacred cows. The high court ruled that acts and practices under DAP, an economic stimulus program meant to address government underspending, violated the doctrine of separation of powers and the provision prohibiting inter-branch transfer of appropriations. Senior Associate Justice Antonio Carpio and Associate Justice Arturo Brion tagged President Aquino and Budget Secretary Florencio Abad as the authors of DAP and they could be held liable for the illegal act. Carpio and Brion said Aquino and Abad are not covered by the doctrine of operative fact and cannot invoke good faith in evading liability for unconstitutional acts. These included the withdrawal of unobligated allotments from implementing agencies and their use as savings prior to the end of the fiscal year as well as the transfer of savings of the executive to augment the funds of agencies outside the department.

If GMA is being investigated for intelligence funds then N0YN0Y should also be investigated for DAP. The Palace had released some P144.38 billion in DAP funds from 2011 to 2013.

Duterte will honor contracts entered into by his predecessor, PN0Y, unless there are irregularities. Duterte is so unlike PN0Y. Duterte's predecessors have been accused of changing terms of government contracts. Gloria Arroyo rescinded her predecessor's contract with Germany's Fraport AG to build Terminal 3 of the NAIA, prompting a court battle for compensation.

Duterte plans to lengthen the validity of Philippine passports and driver's licenses. From three years, the driver's licenses will be valid up to five years, while renewal of passports will be every ten years from the current 5-year validity.

Duterte also mentioned plans about lowering electric & water rates, internet fees, gasoline prices and income tax.

Iba talaga ang presidenteng ito. He is so unlike PN0Y. I can't wait for PN0Y to get the hell out of Dodge. Ilang araw na lang!

So what did Duterte do on his FIRST DAY in office as PRESIDENT? Read on...

Unprecedented events on the first day of Rodrigo Duterte presidency
By Manila Today - Jul 1, 2016
From: http://www.manilatoday.net/unprecedented-events-on-the-first-day-of-rodrigo-duterte-presidency/

President Rodrigo Roa Duterte took his oath of office, 12nn of June 30 as prescribed by the Constitution, inside the Malacañang Palace. Outgoing President Benigno Aquino did not declare a special holiday on his successor’s oath-taking, unlike all post-Martial Law presidents had, explaining that this was what the new president wanted. While it could have still been done so more Filipinos could watch or come out this day, the inauguration prepared by the team of the new president did not seem like it was one that invites pomp and pageantry nor throngs of adoring public. It was within a hall that held only 500 people. The lunch menu was the staple of ordinary Filipinos: munggo, fried bananas, etc. The President’s attire was a Davao produced barong and a pair of relaxed, light-colored pants.

But those are not the only unique details observed or events that took place. Declaring himself a socialist and a Leftist, President Duterte had other unconventional acts planned and carried out on his first day on the job.

Here are other first-times on President Duterte’s first day as head-of-state.

Prez invites progressives inside Malacañang
Posted Image

The president sent out members of his Presidential Security Group to ask the leaders of groups participating in the then-ongoing rally in Mendiola to come inside the palace and meet him. Breaking rank and clad in rally garb, mostly denims and slippers that does not pass the palace dress code, leaders of Bagong Alyansang Makabayan (BAYAN), Karapatan, Kilusang Mayo Uno, Kilusang Magbubukid ng Pilipinas and Kabataan Partylist among others walked from Mendiola to the palace to meet with the newly sworn-in president. The activists entered the palace just as the formally-dressed inauguration guests were leaving.

Groups marched from San Andres Bukid and Welcome Rotonda to Mendiola in time for President Duterte’s inauguration to hail quick developments in the peace process with the new administration as well as bring to the president a compendium of the people’s agenda gathered at the National People’s Summit held on June 29 at the University of the Philippines Diliman Film Center. The people’s agenda includes a 15-point program for nationalist and progressive change as well as a more detailed agenda for the first 100 days.

The meeting with President Duterte lasted for 40 minutes. In his Facebook account, BAYAN Secretary General Renato Reyes said they “discussed a wide range of issues including contractualization, destructive mining, ancestral lands, land reform, the release of political prisoners on humanitarian grounds, increasing the budget for health services and education.”

The last time progressives were invited to the palace was 15 years ago, when Gloria Macapagal Arroyo has just succeeded ousted President Joseph Estrada and was still open to consult with sectors and movers of the EDSA People Power 2.

First cabinet meeting aired live

President Duterte’s first cabinet meeting after he took his oath was televised by the government broadcast outfit and was also aired live over Facebook.

Among his marching orders in the meeting was the banning of online gaming to curb gambling and people put to good use their time and money. He also wanted the government gaming corporation PAGCOR to channel all its earnings for public hospitals and health services. PAGCOR was reported to have earned P 35 billion in 2015 and has always had yearly earnings of not less than P 30 billion. He also directed the Department of Health secretary to go to Cuba and learn about their health services.

The inauguration of the president was also streamed live on Facebook, said to be the first in history.

Prez spends time with poor on first day

Posted Image

Even before winning the elections, the president said he would rather spend his inauguration with poor people or invite poor people living under the bridge so he can share with them the food prepared for this occasion. He even went on to say he did not want an elegant feast for the rich or for dignitaries for they are already rich or could afford that kind of meal.

“Actually, ito ‘yung unang utos sa akin ni Pangulong Duterte. Sabi niya nais niya na pagkatapos niyang [manumpa] bilang pangulo, makasama niya kayo, tayo, ang mga pinangakuan niya ng pagbabago [Actually, this is the first order given to me by President Duterte. He said he wanted to be with you, us, people to whom he promised change],” shared Department of Social Welfare and Development (DSWD) Secretary Judy Taguiwalo to the guests of the solidarity dinner.

Sen. Alan Peter Cayetano, Pres. Duterte’s running mate in the May elections and who said he was asked to be part of that night’s advance party, spoke briefly and reminded Tondo, Manila residents how their campaign started in Tondo. The president was back in Tondo, Manila on the first day of his administration. He also acknowledged the quick action and preparations made by the DSWD to realize the president’s desire to be with the poor on the day he took his oath.

Prez to open Malacañang to public

Starting his speech in the solidarity dinner, President Duterte said he would open Malacañang Palace to the public for many Filipinos have not even seen or stepped inside the presidential abode. He said he would prioritize allowing students to visit the Palace and ask all other interested to come when most students have had a chance to visit.

“Pag naubos na ‘yung mga estudyante at panahon na ninyong pumunta, magdala lang ho kayo ng kumot at unan at pwede na kayong matulog doon [When all the students have visited and it would be your time to visit, just bring a pillow and a blanket and you could sleep there],” was the president’s invitation.

“Kung buong Maynila po mayaya ko at makapasok po sa Malacañang, pwede ho buong Maynila doon tayo matulog. Kaya lang magtindig na kayo matutulog kay marami ho talaga [If I would be able to invite the whole of Manila, we could sleep there. But we would sleep standing because it would really be too crowded],” he said.

Hotline for complaints

The president also said he has requested from telcos Smart and Globe the number 8888 where the people can text any or all of their complaints.

“Kung kayo ay inabuso, kung kayo ang pinagsamantalahan, kung kayo ay may hindi nagustuhan sa gobyerno, tumawag kayo day and night, at ‘yung mga importanteng problema nakikita ko, aksyunan ko kaagad [If you were abused, if you were taken advantage, if you have any complaints with the government, call [the hotline] day and night, and I would get to see the important problems too and I could act on them],” said the president.

He only asked the people to refrain from making any prank calls or falsifying information.

And at the end of the day, the Philippine National Police reported zero crime rate during the inauguration of the president, an occurrence observed in recent times during the boxing matches of Manny Pacquiao and the height of the Aldub Kalyeserye.

Nakakamangha di ba si Duterte? No other president of our country ever done what he did on his first day. I can live with 6 more years of him.

This was taken from The Standard editorial "Hurrying the process":

Quote:

IN AN address Thursday night, President Rodrigo Duterte said he would implement the executive order on freedom of information next week, immediately after he has reviewed the draft submitted to him during a Cabinet meeting.

The order will be called “Operationalizing in the Executive Branch the people’s constitutional right to information and the state of policies of full public disclosure and transparency in public service and providing guidelines therefore.”

The order will only be binding to executive officials, Duterte emphasized, because of the separation of powers of the different branches of government.

Over the course of many congresses, different versions of the freedom of information bill have been submitted. Discussions and debates have taken place, under different political contexts and legal nuances. Six years ago, then-presidential candidate Benigno Aquino III ran on the platform of transparency and good governance, promising to enact an FOI Law that would shed light on all government transactions.

Alas, these were just flowery promises, soon to be forgotten when Aquino won and started what he called the Daang Matuwid administration. In the most recent Congress, the Senate passed its version but the House failed to advance a counterpart.

While this was supposed to be a legislative failure—after all, lawmakers may not have been keen on making it easy for citizens to gain access to public records—it was also a reflection of the lack of will and sincerity of Aquino who is known to make legislators toe the line when he wanted to.

It's about time. Aquino failed to deliver on his promise to pass the FOI Bill and yet his approval rating wasn't severely affected. Duterte, on the other hand, still gets criticized by so-called "neutral bloggers" & certain civil society groups :vomit: this early in his presidency for whatever reasons and yet they were so quiet during Aqu*no regime. Duterte will issue an executive order covering only the EXECUTIVE branch of the govt to allow freedom of information even before his first 100 days. Many YELL0W followers are still so bitter about Duterte winning. Many of them still keep bashing Duterte kahit hindi pa mainit yung inuupuan ng ating bagong presidente. The seriousness and pervasive spread of the drug problem is worse than we thought. And yet PN0Y had his head in the sand not knowing what was going on under his watch. Ang mga DILAW sobra pa ring bilib sa kanya inspite of that. :bg:  Go figure. When will they see the light? :isip: :pataymali:

Nothing wrong with that. :bg:

I'm scared for Du30. The president should be careful for the sake of the nation. Many enemies of the state, political enemies and criminal elements are most probably wishing him harm: Posted Image Pres. Duterte set a good example for the citizenry to emulate/follow even inside Malacanang. Ito siya pumipila and waiting for his turn. WEH! I've seen VIPs on the road get escorted by cops on motorcycles and flashing their lights, as if telling other motorists to get out of their way, and weaving through traffic at high speed. Isn't that a silent version of "walang wang-wang"?

President Duterte is a working president. He is no noynoyer.

Duterte's SONA won’t blame previous administrations. :lolol: May pinatatamaan ang presidente. Malalim ang hugot. HAHAHAHA!

Duterte's first 100 days is one of the most efficient first 100 days of any Philippine president. So many things are happening that are being initiated by the president in just a few weeks of being elected. What an outstanding president we have now!

Due to poor garbage management and practices of local government units, President Duterte is creating a team to look into the intelligence & discretionary funds of LGUs.

Duterte wants probe on intelligence, discretionary funds of mayors, governors
By CNN Philippines Staff

The President expressed his dismay over the “inability” of mayors and governors to manage garbage in their areas.

He pointed out that local officials “could effectively manage” their garbage since they are given discretionary funds.

"Many localities in the country are so dirty and yet the mayors are not doing anything about it," the President said.

"I will create a special team. I will review pati yung intelligence funds ninyo. Yan ang pinakamadaling mapasok sa bulsa eh. Yung mga mayor na hindi performing, you make your city clean and peaceful," he said.

President Duterte also said officials who have beautiful offices and who use expensive vehicles should be ashamed of themselves.

About a week ago, I hailed a cab and while I was on it the cab driver told me a story about Duterte that his cousin experienced inside Malacanang. You see his cousin is a doctor inside the Malacanang clinic (clinic for the destitute). According to his cousin, Duterte gave them a surprise visit. The staff thought they saw the president leave the Palace grounds. So they relaxed and kicked back. Little did they know that Duterte would enter through the FIRE ESCAPE and stealthily get inside the clinic. He scolded them for not doing anything. :bg: Lahat daw sila nangatog. Yung mga nahuling walang ginagawa during work hours naka-receive daw ng memo of termination after a week or so. Also the president's people audited their drugs/meds supply and found out that a lot of the medicines are unaccounted for. Ayun, huling-huli sila. No media people were present during the surprise visit of the prez. He went to 3 or 4 departments to give them surprise visits they would soon not forget.

Duterte does not want to be addressed as "His Excellency" and he doesn't want the Senators to be addressed "Honorable".

No more fashion show at Duterte's SONA though to be honest those gowns worn by elected politicians and their wives in the past looked HIDEOUS & tacky and the past SONA might as well be called "PHILIPPINE COMIC CON". :quot: :bg: This time, guests are required to wear formal business attire which I think is more appropriate like what they do in the U.S. Of course, the fashion designers are bitching and saying "Fashion is part of our culture". But when it is used to flaunt extravagance while so many Filipinos are starving, have no jobs, and homeless wearing very expensive gowns become offensive. Also, the food that would be served include itlog na maalat, pandesal, kesong puti & other cheap snacks. No expensive stuff there. I also have a feeling that the militants who traditionally protest vs the sitting president during the SONA would be invited inside the venue of the SONA. It's a bold departure from the security practices of previous administrations. To that I'd say "HOORAY!" Duterte is truly a president of the people.

Noynoy should have been called "His Incompetency". :laff:

"To my mind Duterte is the only leader we’ve had who will dare effect the systemic changes that we need..."

You can't see street children in DAVAO CITY asking for food. PARENTS MUST be responsible. This will probably also happen in Metro Manila as well as the whole country.

Duterte: Free WiFi in public places.

In his SONA he mentioned "bullet train" and installing fiber optics? He also mentioned building a train system in Panay and Mindanao.

The 8888 Citizens Complaint Hotline will be launched at the same time as the launching of the 911 Emergency System. Sabi ni Duterte pag may nagcomplain daw and he finds out the complaint is valid, lagot daw yung mga guilty parties.
For a HAPPY LIFE, keep your MIND FULL and your BOWELS EMPTY. ;-)

See how so many politicians, police, and judges are involved in the drug trade in the PHILIPPINES as revealed by Duterte in this speech a few hours ago. I was so shocked at this. I pray that our president don't get harmed by the powerful & rich people that he crosses. Saludo ako sa presidenteng ito. Super kakaiba. Super patriotic!

President Rodrigo Duterte delivers a speech with no holds barred as he identifies so-called "narcopoliticians" and "narcojudges" in the Philippines.

Speech of President Rodrigo Duterte during his visit to the battle casualties
Naval Station Felix Apolinario (NSFA) in Panacan, Davao City

I would like to address myself to the Communist Party of the Philippines.

I would like to talk to you about the rules of war. Kasi po if it is to your advantage, and I’ve been around in government for the last 40 years, you are the very first to cry foul when something goes wrong even in the handling of prisoners. Marami pong sundalo na dinemanda ninyo under the Geneva Convention in the handling of prisoners. But one of the important, and may be a very humane provision, iyang binabawal po iyong landmine. I cannot understand for the life of me that if it is to your advantage, you invoke the Geneva Convention provisions. And yet, time and again, I’ve been the mayor of the city sinabi ko sa inyo, akala ko ba sumusunod tayo ng Geneva Convention? Or would you like that I would also order the Armed Forces na gamitin ninyo ang landmine pag kayo ang naka-posisyon at in-ambush ninyo – which is which.

It cannot be a different rule for you and a different rule for the Armed Forces of the Philippines and the police. Or would you rather na tabla tayo na sabihin ko sa kanila start using the landmines for offensive or defensive purposes.

We’re having talks, you better decide now – tonight – nandito ako sa Davao. You may hear it maybe or if it is there – decide now. Gagamit ba tayo ng landmine? Kasi kung gagamit tayo I will order the Armed Forces to prepare the explosives also, iyong ordinance, para tabla. Lahat tayo. I can understand. Iyong prinsipyo mo – prinsipyo mo – fine.

We’ve been at war for almost 45 years. That’s why I’m pleading to everybody including the Communist Party of the Philippines to continue with the peace talks. I have kept my silence despite the ranting of Sison. Hindi na ako… kasi kung mayor lang ako pwede – pwede talaga – but then I carry the burden of a nation and so I just have to control my mouth. But this cannot go on. This crazy thing about just the landmine, ito nag-buk iyong mukha nawala na. And this has been going on for 45 years.

Anong nabigay ninyo sa Pilipinas actually? You cannot even hold a barangay. Influence? Yes. Why? Patayan eh. Kayo lang man ang abante diyan – because you hold the gun. Aba’y exasperated ako sa… you must decide now. Because if I hear another explosion that would kill the civilians and the soldiers - sometimes sumasakay sa truck, anak ng… pamilya iyan. When you blow up an army truck, alam mo iyang mga sibilyan na iyan, hindi iyan sibilyan – mga pamilya iyan umuuwi doon sa kampo. Because they’re human beings and the practice really is to bring the family within the camp vicinity or parameters.

Ako. Bigtime leaders ninyo pinayagan kong ilibing dito. These guys were sad but I told them that, you know, we are in government. Wala tayong magawa eh. We cannot exhibit the same behavior because dala-dala natin iyong gobyerno. Wala tayong magawa. Then in pursuing a quest for peace I have to do it I told them. Do not be angry at me because, you know, it would just really worsen.

Ngayon pag ganito, if the talks failed, meron tayong usapan – I would insist you include the landmine issues or else no talks at all. Then we fight for another 45 years. Walang problema. Mag-recruit ako ng isang milyong Pilipino – fight.

In the 45 years, anong nakita ninyo sa pamilya ninyo? Nakita mo iyong anak ninyong lumaki? Have you elected a single leader here in Davao. Manalo lang kasi na-ticket. And yet I carry ba yan, kasi pareho ang damdamin natin.

The problem is arms struggle. I can be a communist party member but I will never go to war. Iyang armadong pakig bisug ang problema. No, I’m not trying to understand me. I’m saying now. Stop the landmines o you tell the leaders at itong gobyerno ko – get out from the talks. Alam mo bakit? I am now invoking the Geneva Conventions. It is part of the international law not only of the Philippines but around the world. Either you stop it or we stop talking. Fight na lang – another 45 years.

Is that the life that you really need? Iyong mga lider ninyo hindi naman nananalo. So anong gusto ninyo? Either you stop it now or I’m ordering the government panel to come home.

I’m not pleading this time. That’s an ultimatum.

I hear another explosion killing people, not only soldiers, killing people - no talks.

The Defense Department is asking for 20 more thousand troops. Dito muna sundalo kasi may giyera tayo, for peace. Ikansela mo iyan. We sacrifice the hungry and the poor para may panlaban tayo. Patayan. Iyan ang gusto ninyo, di sige. Hindi naman ako mahirap kausapin eh. Pag iyan ang gusto mo, God.

Now, I’m reading now the personalities in the Philippines. It might be true. It might not be true. But then iyong sinasabi ninyong due process isa iyan. Baka sakali ma-demanda itong mga taong ito – administrative or criminal – then they should have due process – presumption of innocence. Lahat iyan sa Constitution ibigay ko iyan but my mouth is – walang due process dito. Iyong due process has nothing to do with my mouth. Walang proceedings dito, walang abogado.

It’s very important for the people to know the state of things or conditions in this country. That is my sworn duty.

Hindi ninyo ako mapigilan. And I am not afraid of… sabihin ninyo na ikulong ako pagka – fine. Wala akong drama diyan. At sabihin ko sa inyo totoo - I can… pwede kong iwanan ito ang Presidency. Ayaw kong magpakita nga Manila because I could cause traffic. I’m finished, I’m done. Trabaho ko is to take care of the Filipino. Period.

Now there are things that are really reaching crisis and it’s not even epidemic – kayo, Carol – it’s pandemic.

You know, two years ago sabi ng PDEA three million addicts. Noon iyon – two, three years ago – I remember. Sabi nila 92% of the barangays in the Metro Manila are contaminated with drug use. At alam ko talagang nagka… it was really spreading like wildfire. And I was scared for my country kasi Filipino ako. Ngayon Presidente ako, I have to worry sa lahat ng mga anak ninyo. Why? Because kung three million iyon – two years or three years ago – incremental, ibig sabihin tumubo talaga iyan – maraming na-contaminate naman kasi iyong natamaan maghanap ng biktima iyun para suporta niya. Iyon namang isa – and it’s a vicious cycle – it is almost an internecine affair amongst sa ating Pilipino.

So ito, droga. I said sorry. Meron ditong tumawag sa akin. But you know if there is a rule, a law, either you enforce it or none at all. Pero not this one because this is not personal to me. Hindi ko kayo kalaban. Wala akong samang loob sa inyo. Pero galit na ako ngayon. Kasali ka na. Someday magkikita tayo.

To, doon sa Iloilo many times, almost desperate, mayor, ang droga. So we just pray, just pray that I will win and may be in the fullness of God’s time I will take care of this problem. Alam mo, maski saan kayo magpunta aabangan ko kayo. Gusto ninyo gisingin ninyo ako para… ito sabi niya, hindi… maybe I believe you. He’s a personal friend. Kasama namin iyan sa kawsa, but I’m sorry because your name appears here.

Omar Solitario Ali – Marawi City. He used to be the… I said alam mo magkaibigan tayo, Rama, Solitario - either I read all or I read not, I cannot play. Sa trabaho kong ito, I cannot play. I would like to just give you the advice. Once you hear your name mentioned here, if you are somewhere, you are now relieved of your present assignment. Report to the PNP within 24 hours or I will order the entire Armed Forces and the police to hunt for you. Nasa sa inyo iyan.

Police Inspector Rolando Batulayan (Retired). Police Superintendent Maristelo Manalo – PNP-CIDG. PCI Roberto Palisoc – Station 7 MPD. Superintendent Ciceron Ada (Retired). PCI Eric Buenaventura – Navotas. Non-commissioned officers.

Kaya dumating tayo dito eh, you know why? Kayo iyong enforcer and you allowed yourself to be used. You are working for the government, ang nagbubuhay mo noon na bata pa kayo, bago, ang Pilipino. Pagdating ninyo, nasaan kayo? Nandito na kayo. You destroyed the country. You want a country now? Sabay na lang tayo. You have infected today iyong nag-surrender lang, ha?

There are now 600,000 Filipinos addict – pusher and user. That’s treason. Kumbaga noong old times treason now is a state of war and you’ll become a spy and there is a war going on. But actually in the olden times it’s treason. That’s a crime against the country of the Republic of the Philippines.

E after six years ano? Say goodbye to your promotion. Maghintay kayo six years. Say goodbye. Hindi ka na ma-promote. Either you’re a cynic, sigurista ka or you are a coward. We will file… wag na iyong criminal, beyond reasonable doubt, e marunong ka e pulis kaya. Administratively, you’re dead. You separate yourself from the PNP. Do not destroy the young men and women who are true to their country diyan. Huwag ninyong sirain ang PNP; huwag ninyong sirain ang Armed Forces, bagay which is a consolation to you, guys, here, wala.

PO3 Johnny Mahilum – QCPD Station 6 Batasan. Doon siguro pinapasa iyong congressman na iyon. PO2 Celito Melendrez – Binangonan Police Station.

Actually ngayon lang ito, as corrected, I have retrieved validation pagdating – raw lang iyong akin eh. Tanggalin mo iyong protector-protector, kasi hindi natin sigurado iyan, or take what. Baka sabihin niya iyong bata niya, e huwag mong galawin iyan, bata ni Duterte iyong security niyan, parang ganun. So I had it revalidated. And again when I saw the mayors na kilala ko, I had it revalidated. Ngayon lang ito pinasa sa akin.

PNP officers: General, tapos na ito, Vicente Loot (Retired). General Valerio – Santa Barbara, Iloilo (Retired). General Bernardo Diaz – Region 6. General Idio – RTC of Calbayog City. Police Superintendent Floro (Retired) – Antique PNP and City Director. Police Superintendent Kashmir Disomangcop – COP of Iloilo Base Commander. Police Superintendent Delia Paz – Chief RDIDM. Wala ito, sabihin mong pulitika. PIC Vicente Vicente – Chief of Police Banate. Superintendent Romeo Santander – former chief Intel Cebu.

Kaya umabot tayo ng 600,000 tibuok, ano bang tibuok? Buong Pilipinas kasi may naglaro. Gaano bakit kadali? Bakit napakarami po? How is it that is in this magnitude? It is because government personnel were into it. Iyan ang explanation. Kung anu-ano lang diyan ang shabu-shabu. Kaya dalawa, tatlo, apat. Extra judicial killing, maybe. Pero sabihin mo nagpatay ako ng tao nakatali na, you must be crazy. Extra judicial killing.

At alam mo sa totoo, I’ll share with you a secret that you do not want to believe. Iyang mga pusher bangag iyan. And the first thing alam ninyo kung meron kayong mga… di ba sinasabi may nagha-hunting sa akin, meron taong sumusunod. Because the first thing that will destroy the mind or the mindset is paranoia – paranoid – kay magdala ng baril.

Ngayon sabi nitong mga NGO, itong mga newspaper, bakit patay lahat? Bakit may baril? Planted? Maybe one or two. May back up iyan - tatlo, apat iyan sila may dalang armalite.

Ngayon, I hope and I pray that he would make it. Tinamaan sa dibdib, shattered. Iyong isang pulis… I forgot I apologize for the lapse of memory, iyong namatay he was serving a warrant, droga, patay. O iyong mga NGO ngayon, mga newspaper, mga… we respect your views but kindly explain to me. Kung sina-salvage iyan bakit mamatay itong pulis. Ngayon he’s hanging between life and death. Kindly tell me. Bakit?

Barilin mo. Hostile iyang bunot-bunot. That ain’t that way. Illegal? No, of course not. Human rights violation.

Ngayon, itong mga NGO, you’ve been repeating this kind of sloganeering that, you know, drug addiction is a disease, is an ailment. Sakit iyan, hindi natin patayin. Dapat igamot. Okay. Saan bang opisina ninyo? Sino yan, iyang NGO? Hala, sige, ipagamot mo. Sabi mo sakit iyan. Sige, bigay mo. Kayo na ang bahala.

Human rights? United Nations? Come here. You lecture dito. I ordered the listing, I ordered the validation. I’m the one reading it and I am the sole person responsible for these all.

Now, I am ordering those mentioned here, I said: report to your chief PNP 24 hours. You are hereby relieved of your, whatever your position there. Umalis kayo diyan, mag-report kayo. I said I’ll be harsh.

Lahat ng mga mayors dito na-mention, I’m ordering the PNP chief tanggalin iyong police supervision and cancel any and all private arms na naka-lisensya sa kanila. They’re all cancelled. Go out to the naked. Go out naked to the world and show your kalokohan ninyo.

Lahat. Military, pulis, pag ikaw assigned sa security, go back to your mother unit immediately. Tapos iyong cancellation of the firearms licenses and permits – sa lahat nang minention na ito – are ordered cancelled as of tonight.

Lahat kayong judge or whatever, you report to the Supreme Court. Police, you report to PNP Chief. And sa Army, you report to the Chief-of-Staff – General Visaya – 24 hours lahat. You do not do that, I will order the Armed Forces of the Philippines and the entire PNP to hunt for you.

Salamat po.

Duterte singles out Ongpin in anti-oligarchy pitch
http://news.abs-cbn.com/business/08/03/16/duterte-singles-out-ongpin-in-anti-oligarchy-pitch

President Rodrigo Duterte promised on Wednesday to “destroy” the country’s oligarchs, saying they were making money out of the suffering of the poor.

The 71-year-old chief executive, who won the May 9 elections on an anti-establishment platform, singled out embattled businessman and former Trade Minister Roberto Ongpin, whose online gambling business has been imperiled by a government crackdown on vices.

“I’ll give you an example, publicly, Ongpin, Roberto. Malakas kay [Ferdinand] Marcos noon, trade minister, I think. Malakas sa succession: [During] Ramos he was a hanger on and kay Gloria [Arroyo], PNoy. Now he owns the online [gambling],” he said.

“These are the guys na umuupo lang sa eroplano nila, umuupo lang sa mga mansion nila kung saan-saan yung pera nila nagpapatak, parang metro ng taxi. Sabi ko, destroy,” he said.

Duterte declared last June that he wanted online gambling stopped, prompting regulators to renew the license of Ongpin’s PhilWeb Corp. on a per-month basis.

Adding to Ongpin’s woes is a P174-million insider trading fine imposed by the Securities and Exchange Commission over his 2009 purchase of Philex Mining shares. The businessman secured on Monday a 60-day restraining order from the Court of Appeals.

Duterte also reiterated his demand for businessmen to stop “endo” or rehiring employees on contractual basis to avoid paying benefits and higher labor costs.

“Ako mag-warning lang: Stop contractualization or patayin kita,” he said.

“You know why kaya ako magsalita ng ganun ang Presidente? While I am here, may [legal] immunity ako,” he said.

We have a no-nonsense president that is all about getting the job done. He has already eclipsed PayNot comparing them in their one month in office. Makikita mo talaga kung gaano kabagal ang action during PayNot's time.

So full of HOT AIR! Magkaroon muna kayo ng halos 90% approval/trust rating at tsaka kayo magyabang.
