With investigations of corruption during Gloria’s presidency on hold, there are subtle signs that corruption is slowly making its way into P-Noy’s fledgling administration.
A case in point was a recent article written by columnist Ramon Tulfo under his “On Target” column, to wit:
“One official in the Aquino administration allegedly collects P20 million tong every month from gambling lords through some police regional directors. This official just took over from his counterpart in the previous administration. Most of the P20-million collection allegedly went to a Palace heavyweight in the Arroyo government. But since P-Noy hates ‘dirty money,’ the official gets all the take.”
Whoever that administration official is, I’m pretty sure that P-Noy is aware of what’s going on. If the allegation was proven to be true, it would provide P-N0Y with an opportunity to kick off his anti-corruption campaign by firing that official in his administration who’s pocketing “dirty money.” If there is one thing that corrupt officials fear most, it’s punishment. And as to that “Palace heavyweight” in the Arroyo government who had been receiving “dirty money” from the gambling lords, the Truth Commission should easily find out who that “heavyweight” was. There weren’t that many… perhaps only one.
Corruption is like weed: if you don’t kill it, it will grow and spread rapidly until the entire landscape is full of weed. That’s what happened to Gloria’s presidency when four days after she assumed the office from ousted president Joseph “Erap” Estrada, her justice secretary planted the first seed of corruption in her administration which then grew into a dense “jungle” over a span of nine years.
Indeed, beyond “wang-wang” politics awaits a grand opportunity for P-N0Y to show his 90 million “bosses” that there is no place for corrupt officials in his administration.

Customs Commissioner Lito Alvarez is making it hard for his subordinates to fraternize with smugglers.
When he ordered the filing of criminal charges against customs employees, along with the shippers, for attempted rice smuggling, he sent a clear message that he meant business.
Alvarez won’t go out of business filing charges against his subordinates because there will be more. And more.
He should train his sights on two customs officials—a man and a woman who have a sexual liaison—who protect smugglers.
I like what the Aquino administration is doing with regards to government officials and executives who are getting paid so much, some reaching up to several millions. With the government not having enough financial resources to meet the public needs, overpaid government officials are a luxury and perhaps should be replaced by people who maybe qualified but more efficient and most of all affordable.

Apart from Tulfo's exposé, former Pangasinan Archbishop Cruz dropped this shocking allegations:

The former archbishop challenged President Benigno Aquino III to stop jueteng in line with his campaign promise of a clean government.
Aquino, for his part, challenged Cruz to name the officials and provide concrete evidence to back his claims.
“That was a calculated statement. I did not say that out of the blue,” Cruz told the ABS-CBN News Channel (ANC) on Sunday. “If asked, I would name names because it’s not a secret. It’s common knowledge and here he comes asking me to prove it. As I said, come on, be real.”
When asked for his assessment of the jueteng situation in the country, Cruz said “it is worse than before.”
According to Cruz, the illegal numbers game is still rampant in the Visayas and Mindanao.

Ilang buwan pa lang si PN0Y may exposé at scandal na agad? WOW! They don't waste any time. They hit the ground running. Sa lahat ng bumoto nung nakaraang eleksyon, aren't you glad you did? LOL! During the last campaign period, I often read or heard opponents of PN0Y making claim that it may be true that PN0Y is not corrupt but some of the people around him may be. I did not put much stock on such claims. After all it was happening very close to the election time. More people would make more outrageous claims and allegations at around that time, I presume. If these allegations are proven to be true, then those anti-PN0Y people are spot on.

Failon and Webb also bemoaned the return of "wang-wang" or siren users, motorists who flaunt traffic rules by running against regular traffic, and Metro Manila Development Authority enforcers fleecing drivers and other road users once again.
The two complained that the Aquino government performed well only during the first two weeks that it has been in office, but then, after this two-week period, everything has returned to what they used to be under previous administrations.

P-Noy should remember that the “bottle” was what really cost former president Joseph “Erap” Estrada his presidency. If you mix the spirit from the “bottle” with the power of the presidency, it could produce an elixir that would give you an illusion of “absolute power.” And to paraphrase Lord Acton, “absolute power corrupts absolutely.” While Jojo is merely the “Little President,” a lot of people see him as tall as the President. And together they cast a giant shadow.
Things are starting to become normal in the practices and behavior of the people of the current administration.

According to reliable sources, among them allegedly are: Nelson Laluces (LTFRB chairman), Gallan Diaz (LRA), Chito Cruz (NHA), Kim Henares (BIR commissioner); Amor Amorado (deputy senior executive secretary), Linda Uy (Court of Tax Appeals), Menardo Guevara (Truth Commission), Joy Crisologo Escolin (director, Bureau of Customs), Carlo Aquino (MECO), Joyet Montana (MECO), Robert Martinez (deputy chair, SMBA), Desse Rusaro (MMDA), Baba Jasmin (DOT assistant secretary), Leah Tanodra (DOJ undersecretary), Anju Nereo Castigasor (Bureau of Customs collector, Davao) and Val Suarez (PSE president). That’s 16 in all!
Except for Ms. Tanodra who is a career DOJ official and who fully deserves her promotion, I do not know any one of those named above.
My informants tell me there will be more appointees from Class 1985. The question is: Is Noynoy aware of this? If not, wouldn’t that say a lot about Ochoa whose rise from a city administrator to the country’s administrator appears to have truly gone to his head?
As one observer commented, Noynoy’s bosom buddy may yet prove to be his greatest undoing, unless he does something about it soon! His bosses, the majority of the Filipino people, including me, who have reposed their trust and confidence in him want him to succeed!
Is this true or just a black propaganda against PN0Y?

Take for instance, future ex-foreign secretary Alberto Romulo who committed an illegal and immoral act by putting his household maid and her husband as personal driver in the DFA payroll. How about Executive Secretary Paquito Ochoa, shouldn’t he be fired or asked to resign too? He made his bosom buddy break the law by making Noynoy sign the appointments of three DFA undersecretaries which are against the law.

Noynoy, for the sake of his presidency which we all want to succeed, should allow his shooting buddy, DILG Undersecretary Rico Puno, to exit gracefully. No amount of denial on Puno’s part regarding the allegations made against him by a man of the cloth known for his integrity will remove the jueteng stain that now covers him, not to mention his bungling of the hostage-taking incident. If he is a true friend of Noynoy, he should just go. Wala nang pakeme-keme pa.
Noynoy, on the other hand, would be well-advised to conserve the substantial trust and goodwill he still enjoys from his bosses by letting Puno go.
Punong-puno na ang mga tao sa Puno. We thought we already got rid of one when Gloria Arroyo left. And now…
