The most glorious Republic has been through much in these past months, its first since being torn asunder millenia ago. Two galaxy-spanning wars have taken their toll on our planets, and yet we stand tall. We have lost allies and gained new brethren, and yet our unity remains unparalleled. We have certainly seen our share of valleys, but I can honestly say that we have always reached another peak, and each peak has been higher than the last. Today, we stand alone as the largest alliance in the galaxy.
Recognizing where we have been and where we are at, our government undertook to create a new Constitution, to take us into a new frontier greater than any we have ever imagined. The old ways of doing things must always be reviewed, and made better. This constant evolution of method, in combination with an unchanging purpose, is what sets us apart.
As Supreme Chancellor, and more importantly, a Senator, it is my pleasure to announce the new Constitution of the Galactic Republic.
May it serve us well.

THE AUTHOR’S PREAMBLE Many men have often pondered and disputed as to the correct intentions of THE GALACTIC REPUBLIC. However, it is of this AUTHOR’S intent and design to correctly and properly codify them into a concise, clear, and readily accessible tome of knowledge, available to all, and held from none. Many an hour, handkerchief, and bottle have been consumed in the creation and maintaining of the information contained herein. Their sacrifices have not gone without reward, however; one should greatly appreciate the consumer in respect to the product delivered. It is always a task for the heavy hearted to correctly be commissioned with such a task, but it a task which the AUTHOR loves. It is not often one can sit idly doing what one loves, and that is the AUTHOR’S express delight. Not to say that the AUTHOR is above what is written in the document, for this is a falsity most unnerving to the AUTHOR’S honor. Indeed, the AUTHOR is strengthened by the writing of the document is without question. What may seem the BURDEN for some is a BLESSING for others, and it shall remain true in this instance. Without further adieu, restraint, or contemplation, the AUTHOR is proud to transcribe and present THE CONSTITUTION OF THE GALACTIC REPUBLIC… Signed by Necoho of the Planet Margate
THE PREAMBLE As delivered on the Fourteenth day of the October month on the Three-thousandth and ninth year of the Galactic Calendar, or on the Fourteenth day of the October month on the Five-thousandth and ninth year of the Ancient Calendar, or on the First day of the October month on the Five-thousandth and ninth year of the Imperial Calendar. Delivered with the approval of the Galactic Senate and the Blessing of Almighty Admin to the Galactic Senate and assembled dignitaries of the Galaxy:
While man and beast labor upon a seemingly inconsequential and insignificant island-like orb sitting among many more globes glistening in a sea of ether drifting out in the Great Beyond, one man looks into the sky, sees a far away speckled sphere floating beyond his comprehension, and ponders upon his life, his goals, his honor, and answers he cannot verify without the help of a divine intervention or miracle. Who is to say that there is not another man looking upon the first man’s glistening dusty sphere and not crying out also? Untold billions of men cannot stand to hear their questions unanswered, so they all cry out. They all beckon forth to the cosmos with questions which cannot be answered. These questions which affect our lives, our pasts, and our futures created a yearning for knowledge which has so far gone unquenchable. These men, once united, will break the chains placed on the human soul, and finally have the answer to the unanswered, and be able to take another step toward pure enlightenment. The MEMBERS are entitled to all the vestiges of the this SOCIAL CONTRACT, and in turn agree to be loyal to REPUBLIC first, foremost and without question. It is the REPUBLIC which unites those many, many men all seeking the unspeakable. It is the REPUBLIC which longs to create an amicable bond between all men, and see to the PROSPERITY, and PROTECTION, and reciprocal LIBERTY of all who choose to be enveloped in its folds. It is the REPUBLIC which sees to the COMMON DEFENSE of those in need, and likewise to the MUTUAL BENEFIT to all those involved, and the LIBERTY to follow ones destiny to greatness. It is the ANSWER to which all questions rise, and the QUESTION from which all answers are seeking to satisfy. It is the republican duty of the GALAXY made extant here forth known as THE GALACTIC REPUBLIC.
ARTICLE THE FIRST – ENTRANCES AND EXITS, UNFORCED AND FORCED
SECTION THE FIRST – SUPPLICATION AND ADMISSION-SHIP It shall be henceforth decreed that any sound, mindful, and proper member of the galaxy may request entrance into The Galactic Republic. It shall fall upon the duties of those already accepted into The Galactic Republic to place the Applicant on trial. The Government of The Galactic Republic may ask what questions they please for a full 72 hours, pending the Applicant has not been denied or accepted beforehand. Any mistakes or inaccuracies in the Request are subject to denial of entry into The Galactic Republic. To become a fully vested member of The Galactic Republic the consent of the government shall be given, and only with the consent of the General Ministry or Chairmanship. Only than shall a suppliant of The Galactic Republic become a member of the Galactic Senate of The Galactic Republic.
SECTION THE SECOND – UNFORCED TERMINATION OF MEMBERSHIP Any member of The Galactic Republic shall be able to terminate their admission into The Galactic Republic upon their own liberty and choosing. The Galactic Republic is entitled to collect any fees, debts, and/or tithes as it shall see fit upon any member taking their leave of The Galactic Republic. Fees, debts, and tithes shall only be levied against a member of The Galactic Republic if they shall be appropriate and just.
SECTION THE LAST – FORCED EXILE FROM THE GALACTIC REPUBLIC If any member of The Galactic Republic shall be found lacking in duty, ability, skill, quality, or loyalty, they can be and shall be forcibly removed from The Galactic Republic and placed into exile. Exile may only be enacted pending a Two-Third quorum of agreement by the Galactic Senate after a single week (7 days) be given for voting, or finally by a unanimous decision rendered by the collective Government of The Galactic Republic.
ARTICLE THE SECOND – THE CIVILLY ELECTED REPUBLICAN EXECUTIVE BRANCH
SECTION THE FIRST – THE SUPREME CHANCELLOR The Supreme Chancellor shall have the full executive authority within and without The Galactic Republic pending and applying to all matters pertaining to The Galactic Republic. The Supreme Chancellor is the Senate embodied into a single form, and shall be treated as such. The Supreme Chancellor shall be deemed as they shall see fit to under the general constraint of these Articles of Confederation and Constitution. The Supreme Chancellor shall appoint all Vice Chairs and have the final say in any and all decisions in regard to The Galactic Republic.
• SUBSECTION THE FIRST OF SECTION THE FIRST OF ARTICLE THE SECOND – OFFICES AND PROGRAMS NOT GUARANTEED UNDER THIS CONSTITUTION The Supreme Chancellor shall have the right to establish other offices or programs as they shall deem fit to supervise, organize, oversee, advise, or otherwise interact with any department or organ of The Galactic Republic. The scope and power of such created roles shall be deemed firstly by the constraint of the Supreme Chancellor, and secondly of this Constitution, by whom the Supreme Chancellor must be in compliance of at all times. Any sort of office created by the Supreme Chancellor serves at the leisure of the Supreme Chancellor, and shall be directly overseen by the Supreme Chancellor, unless otherwise stated by the Supreme Chancellor. • SUBSECTION THE LAST OF SECTION THE FIRST OF ARTICLE THE SECOND – VACANCY Should the office of Supreme Chancellor be vacant for any reason, a special election shall be held within the Galactic Senate for a new Supreme Chancellor. The Vice Chairs shall reign as a Triumvirate until the Galactic Senate elects a new Supreme Chancellor.
SECTION THE SECOND – THE VICE CHAIRS The Vice Chairs shall be composed of at least three members of the Galactic Senate and shall each be responsible for the Vice Chair-ship of Security, Diplomacy, and lastly Internal Affairs. Each Vice Chair shall be appointed to one of the above mentioned departments and shall remain Vice Chair of that responsibility until they resign or are impeached.
• SUBSECTION THE FIRST AND ONLY OF SECTION THE SECOND OF ARTICLE THE SECOND – VACANCY Upon resignation or impeachment the Supreme Chancellor shall appoint a new Vice Chair to fill the vacancy, pending the remaining Vice Chairs must confirm the new appointment unanimously.
SECTION THE LAST – THE GENERAL MINISTRY These Offices of the privileged, henceforth known as the General Ministry, shall be composed of members of the Galactic Senate elected by their peers to a position of leadership within The Galactic Republic. The Ministry shall be of two months in length, and there is no term limit on any position that any member may hold. The Ministry shall be composed of at least five departments as follows:
• SUBSECTION THE FIRST OF SECTION THE THIRD OF ARTICLE THE SECOND – THE OFFICE OF THE HIGH ENVOY The High Envoy shall be overseen by the Vice Chair of Diplomacy, and shall serve as Chief Ambassador to other alliances. • SUBSECTION THE SECOND OF SECTION THE THIRD OF ARTICLE THE SECOND – THE OFFICE OF THE GRAND ADMIRALTY The Grand Admiral shall be overseen by the Vice Chair of Security, and shall be in charge of the defensive and offensive operations of the Galactic Senate's Navy and Marines. • SUBSECTION THE THIRD OF SECTION THE THIRD OF ARTICLE THE SECOND – THE OFFICE OF INTERGALACTIC BANKING COMMITTEE The Chairman of the Intergalactic Banking Committee shall work hand in hand with and overseen by the Vice Chairs of Security and Internal Affairs. The Chairman shall be in charge of the daily finances and financial record keeping of The Galactic Republic. • SUBSECTION THE FOURTH OF SECTION THE THIRD OF ARTICLE THE SECOND – THE OFFICE OF THE REPUBLICAN CHAMBERLAIN The Republican Chamberlain shall be overseen by the Vice Chair of Internal Affairs. The Republican Chamberlain shall have the power to recruit new members into The Galactic Republic, along with the proper maintaining of the justice system, along with the general maintenance and upkeep of the off-site forums. • SUBSECTION THE FIFTH OF SECTION THE THIRD OF ARTICLE THE SECOND – THE OFFICE OF THE DIRECTORY OF SPECIAL SERVICES The Director of Special Services shall be overseen directly by the Vice Chair of Internal Affairs. The Director shall be in charge of maintaining the culture, education and member participation of the Galactic Senate. The Government shall have the right to confer with the Director to properly execute the Director's role in the Government. • SUBSECTION THE LAST OF SECTION THE THIRD OF ARTICLE THE SECOND – VACANCY In the case of a vacancy within the General Ministry, a temporary head of said vacant department shall be appointed by the Supreme Chancellor for the rest of the term. This appointed leader shall hold said office until the next election time.
ARTICLE THE THIRD – THE GALACTIC SENATE
SECTION THE FIRST – THE RIGHTS OF THE GALACTIC SENATE The following rights of the Galactic Senate shall not be infringed upon by any member of Government unless a Senator shall be found in violation of this Constitution. The numbered list as follows shall be conventionally known as The Republican Bill of Rights.
1. Senators shall be entitled to the right of free speech not to be infringed upon by the Government of The Galactic Republic on The Galactic Republic’s forums pending they follow the rules of the forums as established by the forum administrator, in compliance with the owners of the forums. 2. Senators shall be entitled to the right to petition the Government for a redressing of wrongs perpetrated by the Government. 3. Senators shall be entitled to the right to impeach any member of the Government so long as a vote with a two third majority of the Galactic Senate is in favor with said impeachment. Two weeks (14 days) will be given for as many Senators to be able to vote as possible. 4. Senators shall be entitled to the right to serve the Government in accordance to their abilities, by joining one of the 5 aforementioned Offices (as listed in Section the Third Article the Second) with the express approval of the Office leaders. 5. Senators shall be entitled to the right of Mutual Protection from unjust attacks by any other member, within or without The Galactic Republic. 6. Senators shall be entitled to the right to run for an elected Office. 7. Senators shall be entitled to the right to vote in elections for the leadership positions of the Offices. 8. Senators shall be entitled to the right to an appropriate level of aid granted through the Intergalactic Banking Committee to facilitate growth and/or stability. 9. Senators are entitled to the right to anything not forbidden by this Constitution.
SECTION THE LAST - IMPEACHMENT Impeachment is a power which the Galactic Senate possesses expressly except in the case of gross incompetence, in which case the Supreme Chancellor may remove a government official. The word "Impeachment" used in this Constitution shall henceforth be enumerated and explained as the removal of a government member from elected or non-elected office. Any member may propose an impeachment. A member wishing to put forth an impeachment vote must simply create a thread on The Galactic Republic's off site forums in the Senate Rotunda forum. The petitioning member must bring forth evidence expressly proving incompetence of the charged government member. The government member may be allowed to calmly, peacefully, and respectfully reply to the thread with evidence refuting the claims before the voting process. At that point another member of the Government shall create a poll in the very same thread. The vote shall last for 14 days after the voting begins, and a 2/3 majority is needed to remove the accused person from government. At that time, the accused shall re-enter the ranks of the Galactic Senate as a regular member.
ARTICLE THE LAST – AMENDMENTS
SECTION THE FIRST AND LAST – THE CREATION AND ADDING OF AMENDMENTS Any member of the Galactic Senate may propose an Amendment to this document. The full requirement for ratification of the Proposed Amendment is the unilateral and unanimous concordance of the full and assembled Government of The Galactic Republic. The final step of adding an Amendment shall be the signing of the Amendment by the Supreme Chancellor, which shall make the Amendment full, legal, and binding in all regards to the rest of this Constitution.

I salute you men of the Republic! For though our path has been long and bloody, you have served our Emperor with unflinching courage and the honour of true warriors. We have seen many fall this past while and must remember, even as we die, that our blood too is welcome...
We serve the Emperor with our faith and devotion, and with faith there must also sometimes come sacrifice.
This constitution shall serve as His will made manifest. Let all who stand witness understand that today is a new day, and in the wake of the dawn we shall rise. We shall rise to a new height and forever we shall remain in the light of His eyes.
