How do you determine the "efficiency" of a type of infrastructure? Ex: communications infra says efficiency at .46%, does that mean it'll give me extra money or something at .46%? |

Communications infrastructure improves military efficiency. The percentage is how efficient your military currently is. I'd assume higher efficiency would improve the battle strength/accuracy of your attacks or something. |

That. Your military currently operates at 0.46% efficency, which is admittedly not very high. That number factors into war equations: a guy at 2.56% efficency will probably smoke you in any conflict right now, man for man. |
