The Seventh Division; Tactics and Strategic Planning

In all the the Seventh Division grounds there was one, and only one, area that no one was allowed to disturb, save for Tenji. Even his trusted Vice Captain was well aware this was the spot even she would not attempt to tread upon. This area was solely Tenji's and Tenji's alone. It was surely also the reason why Rin had yet to utter where he was to the commodore. The area and the time spent by Tenji was so valuable to the captain, the strictest orders were set. What exactly the punishment would be, however, was up for debate. No definitive punishment was listed but Tenji assured he would personally execute it. Given all the rumors that surround the Shinigami, that fact seemed to be enough for everyone to let it be.

So, while the entire division was well aware of the commodore's presence, no one dared to disturbed Tenji. He was in that room. And the time spent was never something one could properly estimate. It was arguably the only thing in Tenji's life that could not be accurately measured. All a pair of subordinates could do was stand and wait in silence for the door to open. Even standing outside and creating negative sensations was risky. They knew little about the interior of the private room or what Tenji did but they were well aware he demanded absolute peace once inside.

With how built up the place was amongst the Seventh Division members they would surely all be disappointed if they ever got a chance to look inside. It was blackness. Utter blackness. Completely light-less, painted black, extra thick walls... and small. Hardly bigger than a walk-in closet. It was as if the tiny room was a void zone, locked away from the plane of existence the Shinigami resided upon. It was not, of course. Just a really fucking dark and silent room. It's purpose? Well, that was what Tenji wanted to keep a secret, of course.

It was his sanctuary. His private world. It was the only place he didn't smoke. Literally, though, it was a dark closet in which he spent unknown amounts of time harnessing his "chi." In this silence and darkness was where Tenji resumed his Tai Chi. This is where he achieved his harmony. Not only that, his paranoia was such he was not about to allow anyone to spy on his training or how he might approach them if they ever became his enemy. Slow movements, rhythmic breathing, utter clarity. It was how Tenji fought hand-to-hand. While many of his comrades excelled in hand-to-hand through brute force and fast movements, Tenji's was far more gentle, however arguably far more devastating.

How much time had passed? Tenji never knew. Really... he never had a concept of time. Not just in this room but at any point in the day. What do seconds, hours, even days mean to the immortal? Regardless, Tenji had finally harnessed his chi successfully and now could exit... and smoke. Sadly, he barely exited the sliding door and lit up a cigarette before noticing two rather nervous underlings down the hallway.

"Lovely..."

~~~~~~~ Brief Time Skip ~~~~~~~

Looking as Tenji always does, he entered the room where Noriko and Rin were keeping each other company. A cigarette dangled from his lips and he gave a slight bow of his head to his superior. Were he flustered or seemed disturbed by the unscheduled presence, he certainly hid it well. In fact, he seemed rather amused. For the commodore to come ahead of schedule clearly meant she was anxious. Why exactly? That was still to be determined. Though, it was obvious it was one of two things: Noriko was infatuated with Tenji or something troubling happened.

"You brighten my division with your radiance, Most Honorable Commodore," Tenji said as he moved to his ultra plush chair and poured himself a glass of red wine. "How can my division be of service to you today?"

Noriko nodded her head softly by ways of affirming Rin's query. She didn't want to go into too much detail concerning Kazuko's new mission objectives, not only would it make Kazuko look negligent, but for something so outrageous to happen mere moments after Noriko was crowned? Well she would be a laughing stock. The masses wouldn't care about where she was, how she could have done nothing to prevent it or any other specifications that could excuse her for the disaster. They just cared about seeing leaders fall.

"The Second Division has other issues to attend to. However, should they be able to lend assistance, they will."

Seeing as Kazuko's mission meant that she was out of Seireitei, she figured the woman might come across some helpful information for the Seventh. Maybe find her some human suspects in the process of arresting Raizen. Who knows.

She nursed her tea delicately, careful not to burn herself. When Tenji finally appeared, she gave him a nod of a greeting, watching as the man took up a seat and proceeded to pour himself a glass of red. Well, maybe for some it wasn't too early to start on the good stuff? Still, Noriko would stick to her tea.

"Mizushi." Noriko remained where she was, trusting that Rin would take the file over to the man without even having to be asked. "As I was just telling Rin, the Tatti investigation is yours again." Rather than allow the news to soak in, Noriko continued. "We have reason to believe that the rogue group, Ryuuza, are behind his death. The group is composed of beings from all walks of life, Humans, Arrancar, Shinigami, Vizard, all kinds of vermin." Shinigami vermin included. A disgraced, rogue shinigami was just that. Vermin.

"I trust that you can deal with them?"

Tenji simply raised an eyebrow at the mention of the investigation being thrown back his way. The look was hardly one of annoyance or disappointment (though he surely felt it). No, it was more intrigue than anything else. Whether Noriko paused in her speech or not, the gears in Tenji's head were already turning rapidly. She already knew the supposed name of this ridiculous club and had an entire dossier on them. There were two overriding questions rattling around: What happened for this case to be returned back to him and why bother continuing with an investigation if it already appears to be complete.

"I trust that you can deal with them?"

This last question prompted a "Hm" from the tactics captain and he soon gestured for Rin to deliver the file to him. Looking through it, the information appeared to be pretty well-researched. Names, locations, descriptions. Naturally, Tenji was curious as to how Noriko obtained all this information but it would simply be uncouth to question a superior. If she believed the information to be accurate and reliable, he would not question her certainty. Then again, the fact she even gave him this detailed file and continued to request it be an investigation could very well be a hint that she wanted him to verify it for himself. Quite the catacomb of possibilities indeed...

"Judging by contents already ascertained, it would seem this is more a headhunting operation than an actual investigation," Tenji said, paging through the file's contents.

Tenji did not appear to be against the idea by the tone of his voice. Opting to play the role of the heartless killer, the tactics captain figured such a direct line might uncover the most in his superior's reaction and actual intention. Perhaps she was looking for a hatchet man and had Tenji pegged to handle the Soul Society's dirty work. Still, the fact he was once again in charge of this mess was already very telling. He wouldn't bother trying to pry regarding that, though. If Noriko was going to tell him, she would have done so already.

Rin passed the file over to the Captain when he gestured for it, but seemed to prefer hanging back from the meeting now that Tenji had appeared. Her expression was a controlled one, betraying nothing of her current thoughts. Among the many benefits of blanketing your face in a mask of white paint was how effectively it concealed the colour draining from it.

Rin smiled politely.

The Commodore nodded softly at Tenji's words, the report was very thorough, details that had been hoarded together by various Executive Militia scouts and even from Central 46 informants, those who would go unnamed. Noriko had read through the contents herself, the group itself was nothing to be worried about, right now. However, it had the potential to become a real pain in the Gotei's backside. Leaving things to the last minute was a talent that no other organization did as well as the Gotei Thirteen. Noriko didn't want to take any chances, instead, she wanted Tenji to nip this in the bud before it became a bigger problem that demanded greater attention.

"All intel we have received on the group is from secondary sources. We haven't had any hard evidence that they were involved in Tatti's murder, all we have is speculation. I need you to confirm those speculations, Tenji and to take action."

Humans had killed Tatti. In Noriko's mind it was certain. It made sense, more sense than the Arrancar killing him or any other faction.

"There is no real signs of a struggle. No damage to the area in which Tatti's body was found. No influx of reiatsu documented the night of his death. Which of course, leads us to believe that Tatti didn't fight. The only group Tatti wouldn't, couldn't exert true force upon are the Humans. Perhaps they knew that and took advantage of it. You'll come to your own conclusions."

With that, Noriko finished her tea and placed the cup back down on the table carefully. She gave the Captain and the Vice-Captain a nod as she placed her glasses back on, preparing to bid them farewell, eager for Tenji to get on with his mission.

"I trust your judgment Mizushi," she stood and gave them a slight bow. "You may use whatever means you deem necessary."

"Good luck, Mizushi." Noriko gave them a brief flash of a smile before retracing the steps she had taken earlier and leaving the 7th Division house.

It was as Tenji suspected -- on both counts. Noriko didn't completely trust the information and she wanted the tactics captain to clean this up without having her own hands dirtied. Tenji could not help but feel overcome by a wave of nostalgia back when he led the Onmitsukidō. Once again, Tenji appeared to be pegged as the underhand of the commodore. Not that he really minded. And, chances are, it was that fact that his superiors kept approaching him to "clean up" messes they wanted no part in. One of these days Tenji figured he would have to try and pretend to possess a working conscience. He was pretty sure he possessed one... it just didn't work. That, or he'd grown deaf to its cries long ago.

"I trust your judgment Mizushi. You may use whatever means you deem necessary."

Tenji nodded once in response as he tapped some loose ash away. While he was certain some other crisis was taking place, causing this investigation to fall back on him, he could also see why it ultimately was given to him rather than Kazuko. While the harpy was indeed leading the assassination squad, she was hardly a subtle individual. However, Tenji was certain she could be if the situation called for it. No, where Kazuko fell short on in this mission was the mercy she possessed and pretended not to have. Kazuko, through all her bluster, rarely killed sentient, rational beings. More often than not, she would leave her opponents battered but alive. And Tenji suspected if one were to beg for their lives Kazuko would grant it... if only out of disgust for the act and losing all interest in the target. It was easily her greatest flaw: After all these centuries of being dead, she still maintained shreds of humanity.

"Good luck, Mizushi."

Tenji quickly stood as the commodore prepared to leave, bowing his head. He then eyed the doorway, making sure the subordinates outside would do the proper thing and escort her out, showing her the respect her rank deserved.

"Please, feel free to visit or call upon me anytime you wish," Tenji said. "You shall always honor me by seeking my assistance."

While polite, the tone had a certain flavor of condescension. Nothing overtly insulting, of course. Simply, that he was sure she would need him a lot more than the previous commodore if she wanted to succeed. Whether or not she was aware of this was unknown, but the woman would soon learn it herself if she had not already. While he did not question her ability, she definitely lacked the leadership qualities of the dearly departed Tatti... at least on the surface. Tenji knew it and Noriko knew it. And, like it or not, social grace could only go so far in the military. One way or another, she was going to have prove herself capable of actually being able to lead an army. To her credit, she made a smart move: Rely on Tenji to make herself look good. Tenji, of course, will eventually expect favors. And while this, too, could be an act by her, the favors requested of Tenji still stacked and recompense would come. He would see to that.

"Well, I suppose this is the perfect opportunity to employ Plan Chameleon, hm?" Tenji said to Rin once he was sure Noriko was far out of earshot. A certain smirk grew as he sipped his wine."At the very least we shall get a brief vacation out of this while we sift through the wreckage."

Tenji was never good at coming up with clever names.

The Vice-Captain followed suit with her Captain, rising as the Commodore rose and matching her bow to that of her superior. Shinsei Noriko chose her words carefully, of that there could be no doubt, and when she made her orders known that the Seventh Division was to confirm suspicions Rin was finally able to place why they were given the mission. The Seventh weren't assassins, regardless of the division it's Captain and Vice had expected to be situated in, and for the worst possible outcome of the job to be averted before it had even begun was nothing if not good news.


'Plan Chameleon.' She couldn't help but laugh at Mizushi for the name, the kind of laugh where it's hard to stop once you've started. Annoying. Almost as annoying as thinking 'Plan Chameleon' was clever when all it meant was 'snooping around in Gigai.'
