Synopsis

A Tactician is one who fights using stratagems to prevail in combat. This is something Seventh Division members are quickly taught. Every Seventh Division member is taught how to use what you know to your advantage and to quickly gain the advantage through surprises and manipulation of the opponent. And while strategy for the moment is a key skill needed to excel in this division, it is one's ability to formulate successful plans in advance that gains a Shinigami the most favor here.

It is here Soul Society's most crucial plans are devised. Those who are selected to join are highly analytical. Oftentimes, outsiders criticize this division and their penchant for seeing most all situations like a chess board and even their comrades as chess pieces... pieces that, at times, must be sacrificed for the sake of victory. Since Tenji Mizushi's tenure as captain, that mindset has only become more encouraged. However, it is a distant second to all-out victories. Indeed, since Captain Mizushi's reign, tactics have taken a far more "coldblooded" turn. Honorable battle plans are often pushed aside for midnight mass murders of enemies.

Members of this division are often found behind the battle lines, taking in the information gathered and then move appropriately, hopefully avoiding being out maneuvered by the enemy. So while this means that Seventh Division members will see less combat during war then most divisions, any combat they do become involved in is quite often crucial.


House Description

What once was a rather dull division, Tenji had practically wiped out their annual budget to "fix the place up" when he was named commander more than 60 years ago. While seemingly normal from the outside, save for the obvious pleasant scents escaping the buildings, the Seventh Division headquarters appeared to be anything but the base of operations where some of the most heartless battle strategies ever to come Soul Society emerge from.

Lavishly-decorated, the inside of Tenji's building was covered with comfortable furniture, soothing sounds and pleasing scents. The place looked far more like a romantic resort than a place of business.

The building, poorly lit by aromatic candles, makes reading and writing quite a chore. The food is always readily available and incredibly fresh. The drink du jour is unarguably red wine. Other drinks are available and certainly of fine quality. But nothing else compares in selection to the red wines available at the Tactics Captain's home.

The inner walls, they say, are constantly being rearranged to make navigating through the maze-like division house all the more difficult. They say Captain Mizushi is incredibly paranoid and this story is likely more believable than it very well should be. However, the Seventh Division is on "closed" grounds. Those who come to visit are stopped by guards. Those who come uninvited are escorted away and those foolish enough to try and sneak in are said to never be heard from again.

Being this is home where assaults and all future plans to shape Soul Society are held, strict security is maintained at all times. Those not without proper clearance should not even bother attempting to enter. Mizushi has personally seen to it those in his division who fail to ensure proper protocol is maintained are swiftly punished.

The walk through the division house was as mundane as ever. Tenji's cocky stride, complimented with the demeaning smiles he offered to those he passed by in the hallway, never broke as he skillfully navigated through the constantly-rearranged hallway. He could do so skillfully because it was actually one of the very few tasks around the division house he saw to personally. Why? Because he could not trust anyone else to be smart enough to arrange the walls in a completely unique way as to prevent any similarity to the previous formation. But where was he going? Why, to have a drink in his super lavish office/planning room, of course.

Tenji was quite a sight this time around. While looking exactly the same, he was noticeably missing something: Rin. When you are known as a man of very predictable routines, such odd occurrences often raise eyebrows. In truth, Tenji was horribly, horribly predictable when it came to his routine. And the only thing that was around the captain more often than his retainer were his cigarettes. Still, though, Tenji did not exactly seem the same without both. That was part of his own personal ambiance: cigarette between lips, Rin at his hip. Naturally, whispers spread that Tenji must have been up to something incredibly important if Rin did not come along. Whispers also came about that Tenji may have killed Rin. Also, apparently this might not even be Tenji but an imposter. When you lead a highly analytical division, the rumors and guesses tend to morph into crazy things.

The rumors, though, were certainly flying far more often than usual this time around. The commodore was dead, their captain claimed Regent Lordship, then went missing for a good part of the day, returned without his seemingly-constant companion and his crystal sword was actually attached. The thick, clear sword never was with a scabbard and instead always just dangled by its giant, red, ornamental tassel from Tenji's belt.With the tip of the sword just inches from the ground, it dangled back and forth like a metronome as he walked. Very rarely was the Shinigami actually seen walking around with his weapon. But, then again, with Rin not around, who else could be his sword caddy? Eventually, the rumors of Tenji was doing something monumentally important and that he must have killed Rin grew the loudest.

Amidst it all, though, Tenji continued to only offer brief nods to those who entered into his field of vision. Chances were he actually found it amusing. Mostly, he was simply happy there were no guards about waiting to take him in for questioning. And considering the topics of conversation revolved around the absence of Rin there must not be anyone coming anytime soon.

"Perfect," he thought to himself. "I should have plenty of time."

Plenty of time for what? A drink? Well... yes, but not entirely. There was also plenty of time to make Rin do more work for him. Despite the thoughts Tenji may have killed the scamp, the fact was he needed her to function normally. While somewhat of a romantic notion, the fact was it was quite literal: Without Rin, Tenji would not function properly. He would likely sleep all day and forget everything if his Vice Captain did not continually keep him on task. Alone, Tenji was utterly hopeless and would likely die of starvation because he wouldn't think to get food for himself. With Rin (or anyone crazy enough to want to take her place ie: nobody) he was just about as canny as any captain has ever been.

Finally reaching his office, Tenji took a seat in his ultra-plush love seat and reached for a bottle of wine and a clean glass. A quick sip, a long drag from his cigarette and a long, smokey sigh escaped between his lips. Like a cat finding the spot of sunlight on the floor from the window, Tenji's body seemed to expand across the love seat and closed his eyes. It was time for a nap. He certainly deserved it.

After seating herself peacefully, cross-legged and beneath a large cherry tree just outside of the Division House, Rin opened the wooden case she'd brought with her and withdrew two seemingly important items from it: an inkstick, meticulously crafted to resemble azalea blossoms, and an elegantly engraved inkstone. After extracting a tiny quantity of water from a compartment within the inkstone, and grinding a desired amount of deep black ink for her use, Rin set to work creating twelve simple sumi-e paintings depicting such serene things as trees, birds, mountains and flowers in monochrome washes.
After allowing the inks to dry, Rin then went over the paintings in an elegant, calligraphic script, articulating the letters Captain Mizushi had requested earlier. The phrasing of the letters was extremely formal, and compared to the paintings beneath the calligraphy the words themselves were utterly deprived of emotion or feeling, sharing no compassion with the reader; void of humanity, much alike the combat orders that came from the Seventh.

The letter informed the reader that, while the Commodoe's death had indeed been a great blow, Soul Society is not, nor has it ever been, a single Shinigami. It went on to tell the reader that the Gotei would prevail and, in the end, grow only stronger from this new challenge. Captain Mizushi Tenji of the Seventh Division, the letter stated, would be assuming the mantle of general until an official replacement is made.

The reader was then told quite plainly that, given the particular responsibilities of the Seventh Division, and given the circumstances clearly placing the Gotei quite officially in the midst of a war against those who would strike down their Commodore, Captain Mizushi taking the reigns in absence of a Commodore was nothing if not the obvious choice.

Rin then signed the letters, all twelve, as 'Regent Lord Mizushi Tenji,' and the post script at the bottom of all twelve stated official orders would be issued by Mizushi within the day.


She waited once again for the inks to dry before rolling the letters up and tying each with a simple blue ribbon. She then handed the twelve off, one each, to unseated officers of the Seventh for immediate delivery to the Captains (or, acting captains, as some cases were) of every division save their own.

With Regent Lord Mizushi Tenji's declarations delivered to the Division Captains, Rin first returned her calligraphy box to its place in her quarters, and second set to locating the Regent Lord himself. The vice-captain had a seventh sense for finding Tenji, she was a finely-tuned instrument for divining his whereabouts, arcane and mysterious.

It was Mizushi's personal quarters she went to first, to fetch the Captain's cigarettes; and it was the kitchens she visited second, for a pot of tea. Her walk through the division house was perfectly even and ordered, perfectly practised, perfectly scheduled. Tea time was the same time every day. Tenji always smoked the same number of cigarettes, as if on intervals timed to his circadian rhythm; and so he started his second pack with his afternoon tea, every day. There was paperwork that accompanied it, as well as a massage, the two weighted perfectly against each other in the captain's favour.


Finding the Captain napping was wholly unsurprising. She set his tea tray down on the table adjacent to his lounger, and seated herself on the edge of one cushion (shared with his legs, which she was careful not to disturb). A moment's time was spent silently watching the man, before she poured his tea and lit his cigarette, taking a pull from it herself before dangling it infront of the Regent Lord's face, baiting him back to the waking world of the dead.

Rin would eventually be greeted to a series of whiney grumbles as Tenji stirred, resisting the fact that he was now awake. There was something mixed in the grumbles about "having done enough work today already" but otherwise what he said was largely indecipherable. Chances are it was his typical grumblings about how he doesn't want to do any more work for the day, he would like a day off, and that he needs just five more minutes to sleep. They were largely lies, of course. Tenji attempted to do as little as possible, though he always ended up seeming to do a giant amount of it. And five minutes was never enough. Chances are if actually allowed to sleep until he woke up naturally, it would take days. Well, there would be many breaks in his sleep to smoke, of course, but you get the idea...

The grumbling continued until his voice grew some bass in it and his speech was actually understandable, ending with a:"Fine. I'm awake now." He would then bring his legs close to him before lifting them up and then laying them back down atop Rin's lap as he reached for the cigarette. The cigarette would simply just point upward, toward the ceiling between his lips as he rested his forearm across his forehead. A long drag from the cigarette would come, followed by an exhaling of smoke through his nose as he let out a long, drawn out sigh. There was something about waking up to Tenji. While the opposite should be true, he always felt closer to death after waking up. The vitality that slumber was supposed to give a person seemed to never happen to the Shinigami. All he could think of was how lovely it would be if someone just put him out of his misery.

"Where are we at in the day exactly?" Tenji asked, though the back of his arm draped across his forehead obscured his sight too much to even bother trying to look in Rin's direction. "Or have you come to tell me of the full-scale riot due to my letter?"

Chances were it was not the latter as Rin would likely not be so casual. As subdued as she pretended to be, the rooster-headed, face-painted siren was as about of a tightly-wound spring as one could be. All it took was the right catalyst... which encompassed many, many things. Of course, she could have just as well fled without word to the sleeping captain. An unlikely possibility to be sure if only for the fact the woman would have no one else around who could tolerate her. Tenji, of course, was in the same boat in that regard but he doesn't seem like the type to mind if he didn't engage in social interaction for several decades.

Speaking of social interaction... the brief mental aside actually managed to remind Tenji of something...

"By the way... I managed to stumble upon the Second's Vice Captain," Tenji said in his unique way, making it seem like he discovered something entirely new even when countless others already have done so before him. But, to him, until he did it, no one significant had done it... not correctly, anyway. And that included finally noticing who the Vice Captain of the Second Division for the past several decades was. "She seemed like a very well-behaved sort of person. I imagine you two could become fast friends. As I understand it she's been left to act as de facto captain for quite some time now. You should arrange a play date."

Again, Tenji spoke like this was new knowledge. It was oddly charming in a way... though, surely he had to have known the captain's position in the Second Division had been vacated for decades now, right? Right? He probably did. But, that was simply how he proposed most things. Unless he spoke of it previously, no one had spoken of it properly... and now was the time to properly tell Rin of the Second Division's situation. And Tenji was hardly one to make idle conversation. The undertones of what he said should be obvious to his subordinate now that what he was proposing was not a mere request.

"What do you think, hm?"

Rin slid back on the chaise when her lap was greeted by Tenji's legs, and she rested one arm along the backrest, leaning into it casually. The time it took her Captain to awaken, and the ritual he went through each morning in order to do so, near always brought a smile to her lips. His grumblings rarely failed to amuse, his pleads for more time always exceeded the time requested, and every couple years he inadvertently addressed her as his "mother." Indeed, it was a good time for all.

When he announced that he was in fact awake, Rin took this for a half-truth at best, insidious or well-meaning the jury was out. Tenji's first half-hour was spent in something of a nicotine-withdrawal stupor, during with he was exponentially more prone to say something bizarre, or not remember whatever bizarre thing that he did say. It hadn't failed to occur to Rin that the stupor was a ruse, a clever ploy to get away with saying whatever he'd like, but in the end she deemed this entirely too purposeless and preferred to view him as something akin to a mentally deficient child immediately upon waking each and every day. This, also, was the source of much amusement for the rooster banshee.


"We're several hours after mid-day, Captain," Rin began, "and we have yet to hear back from any division with regards to your delightful letter. No doubt they are having a meeting amongst themselves to discuss what a full-scale riot you are."
She reached across his legs to the table, lifting her own teacup and saucer (in the Western style, like much of the Seventh Division house) before continuing. "You were firm to include your intention of providing further orders within the day, Captain. Have you any thoughts yet on what those orders will be?"


Mizushi's talk of the Second Division's Vice-Captain brought a small smile to her face, though it drew no comment from her breath. She resisted a laugh by raising her tea to her lips and sipping cordially.

Tenji was hardly prepared to engage in an actual conversation. His attempts to "shoo" Rin away with the suggestion of having her go play with that other Vice Captain didn't seem to work right away. Now she was still here. And talking. And asking questions. None of this the tactics captain seemed all that willing to deal with at the moment, especially considering the questions and comments his subordinate made dealt with him having to do more irritating work.

Still, the Shinigami was able to tell time once someone else informed him what time of the day it was. And since Rin was so kind to explain that they were only "several hours" past the middle of the same day he fell asleep in, by his estimation he still had several more hours before he needed to fully concern himself with it. However, even with someone as trusted of an associate of Rin, she still was one his subordinates, so he still had to make the appearance of someone on top of things, token effort as it might be.

"Yes, I am well aware of the contents of my own letter, dearest Rin, thank you," Tenji muttered. "But the last thing I wish to do is interrupt any of the squad houses' dinner arrangements. I'll wait until later this evening."

Honestly, Tenji was hoping Central 46 would have had him arrested or had a true replacement named by now. Best case scenario being the arrest, of course. Chances are his punishment would not include death and simply a possibly-lengthy stay in prison. At last he would be left alone in a cell where he could get all the sleep he could ever want and no one would bother him. Sadly, Rin would likely try and break him out due to no one else being able to tolerate her.

"As for the masses' reaction to my letter, it's hardly a concern," Tenji said as he lifted his legs off of Rin and turned to sit upright. "I'd rather have them laughing at me than having Soul Society descending into absolute anarchy... Besides, I need you to begin drafting my resignation letter as Regent Lord soon anyway..."

"I hope those aren't your forthcoming orders, Captain, it would be a terrible waste of everyone's time." Rin rolled her eyes and laughed, not bothering to muffle or squelch this round of it. She took a pause of several moments to clear her throat and regain her composure before continuing, "Regardless, even if you don't wish to have the orders delivered immediately, messengers still need to be instructed and letters, should we be sending letters again, still need to be written. Are we sending letters again, Captain?"

She paused again, this time in mock thought, before answering her own questions. "If you don't mind my saying, it would seem to me that we should do away with the written letters and time our messengers to arrive just as dinner is concluding. Perhaps the messengers will request a congregation, so that you may give your orders personally? That would seem to be something a Regent Lord would do."

"It is why I said 'soon' and not 'immediately,' dearest Rin," Tenji muttered as he tapped some loose ash in the crystal ashtray that rested on the oak coffee table in front of him. "I think we are all in agreement that myself serving as Commodore in any permanent capacity would not be any benefit to Soul Society."

Indeed, if there was one advantage Tenji had over any other snakes it was that he was not of the opinion all would be better if he ruled things. Snakes were meant to crawl on their bellies, not rise to seats of power. Not in a permanent capacity anyway. While the captain had many qualities becoming of a Commodore, his nature eclipsed all of it. He could never maintain such a position for long. He would never be accepted. Too many (and those with even more flaws than Tenji) would be convinced the tactics captain was too "dark" to lead such a virtuous organization. Such was the naivete of the masses. If they only knew what took place in the shadows around here...

"Simply, I plan to step down the moment this troublesome conflict ends," Tenji continued. "I am not fit to rule during peacetime. Besides, I would hope a proper Commodore would be named by then anyway and I would rather my demotion clearly appeared to be on my terms."

With a prolonged grunt, Tenji came to a stand, hooking his foot under his crystal sword and kicked it up. The heavy thing only made it up about waist-high but was more than high enough for the captain to snag and retie the tassel to his belt. The fact he opted to keep his own zanpaktuo close and not let Rin be his caddy as usual should certainly tell his subordinate a few things.

"As for the orders..." Tenji begin, pausing a moment to take a long drag from his cigarette. "Predictable as it may be, the captains and acting division leaders need to gather for a meeting. At the very least the leaders must agree to be on the same page. So, see to it that late night meeting is set, would you?"

As Central had told her, a meeting with her Captains was probably long over due, but Noriko always knew best. She didn’t want to drag her busy Captains to a stiff formality that generally lead to nothing but more procrastinating. Instead, she had decided to issue her orders personally, to each individual Captain. Of course, some just weren’t at home. The third division Captain being a perfect example, apparently he had decided to give himself his own orders. She had yet to meet the boy, as she understood he was, but she had at least made the effort. The same couldn’t be said for him. Kazuko, she had her very special chin wag* with the very esteemed Commodore. The woman had her orders, and as Noriko sensed the absence of Kazuko’s reiatsu in Seireitei, she figured Kazuko had gone to fulfil them.

Her assistant had informed her that the 7th Division should be her next stop, at least this time she should be relatively expected, especially considering the fact that she had received a verbal invite to the Division by the Captain and had it confirmed by the Vice-Captain. Still, she was surprised by the fact that she had to knock at the door several times before she began to hear activity from inside the house. Stumbling, tumbling, rushing activity. The sounds of someone reacting very eccentrically to the knock at the door that had roused them from their slumber.

She’d hate to think she had awoken the Captain. Or rather, his Vice. She doubted Tenji would be one to answer his own door, or even one to stir at the sound of someone knocking. Again, she turned to her assistant and asked her what the time was. It wasn’t early morning so her arrival really shouldn’t have been dragging people out of their beds. No, Noriko had left her earliest of early appointments to waking the sleeping bear that was Kazuko. Anger was rarely an efficient tool for a Shinigami, but for Kazuko it only increased her success rate. A sleep deprived, angry Kazuko almost promised success.

Or so Noriko was hoping.

“Hmm. Wait outside again.” Not that she expected Tenji to throw a hissy fit or anything, but mostly because what she had to say was really for his ears only. She began to tap her foot idly, a folder sitting in the crook of her arm. Noriko had information on Tatti’s murder, information that had been for Kazuko, before the Nest incident.

Unfortunately, it called for Noriko to delegate the murder investigation to Tenji. He and Kazuko were the only Captains she could get a hold of so easily, the 3rd was playing at vigilante and Raizen was under investigation.

Order.

If one word were to be used to describe the character of the 7th Division house, it would be order. A great machineworks where every officer has their place, knows their place, and -- most important -- fills their place. Those who dared ignore this order receive punishment arguably harsher than that dealt out for failure. At least, with the exception of the Vice Captain. The belief that the white-faced manic was the real power behind the 7th Division throne found its basis in this simple fact; Tenji turned a blind eye to antics hers and hers alone.

When Commodore Shinsei Noriko arrived to the 7th Division House that day, assured twice-over that she was welcome on the premises, her invitation had assumed that she would arrive on time. Several hours earlier than expected, the guards at the door greeted the woman with all the formality they could muster, understanding the steep price they would pay if word got back to Mizushi they had caused insult to the Commodore, before one begged her pardon to slip behind the door.

It was here that the activity behind the walls became a bustle. The Commodore was early. Was she still here for tea? Would she want lunch? What did the Commodore like to eat? Would they insult her by presuming she hadn't? Did she drink wine? Would she want the red?

... Where was Mizushi?



When the door opened for the Commodore, less than a minute after the office had vanished inside, it was opened as widely as was possible and the woman was shown inside with respect that bordered reverence. The 7th Division house was of a markedly western styling and, while the rooms were all stuffed to the brim with as much pomp, polish and plush as could possibly fit, the hallways were of a stark contrast.

Empty.

No little tables, no scrolls, no artwork; not even the walls had decoration down these endless corridors, and after the second turn a feeling of mazelike vertigo was prone to set upon the uninitiated. Hall after hall blending together in memory with nothing for use for a landmark. The feeling of becoming lost could easily grow overpowering, but as quickly as it had begun it was over, and Commodore Shinsei Noriko was shown into an Eastern-fashioned meeting room with a low table and an array of embroidered pillows for seats. In this room the 7th's Vice Captain was seated, but she rose to a stand when she saw the Commodore enter and bowed deeply to the woman, waiting until after the other had taken her seat to retake hers.

"Commodore, you do us honour with your visit. Captain Mizushi is indisposed. How may I help you?" Excuses were not made. That the woman was earlier than anticipated received no mention.

Rather than grow agitated with the wait, Noriko merely took the moment of pause to admire the scenery surrounding the Division house. Her assistant had taken the initiative to wrangle Noriko's abundant entourage together and away from the Commodore, herding them to stand beneath a particularly eye catching blossom tree. From their disgruntled expressions and unpressed uniforms, Noriko had long since surmised that they weren't having much fun with following the Commodore around. She paid their displeasure no heed, servitude often left those servants with a bad attitude and an even worse view of those they were serving, it was nothing new to her. Well, being the one giving the orders was a new thrill. Noriko had come from the Zero Division, the Kings personal guard. But that wasn't for anyone else to know...

Finally, the door was opened to her and she was ushered inside politely. There was nothing exciting to note about the 7th Division House, well, perhaps other than the fact that it was completely unremarkable. Not that Noriko was expecting it to be cluttered with trinkets and pointless decorations. There was a faint smell of smoke to the air, which she immediately attributed to the acting Captain and his bad habit. She was lead through the corridors, a far cry from the kind of hospitality (or lack there of) that she had recieved from the Second. No. There, Noriko had been left to follow the disorder to the general disarray that was Kazuko.

Eventually, she was left to her own devices in one of the long hallways. But to be honest, from the open door at the end, even an idiot would know where to go.

"Ah! Rin." Noriko wasn't in the least bit surprised that the Divisions Vice was left to greet her in place of the indisposed Captain. Whatever did that mean? Was he sleeping? The Commodore took up the seat that was offered to her, and off loaded the dainty looking file she had been carrying onto the table placed between her and Rin. "I suppose I am a little earlier than what we agreed..." Still, she secretly hoped some other 7th Division member had been sent off to wake the Captain, or...make him available to hear her news.

"Well, no matter..." she trailed off, making herself more comfortable on the throne of pillows. For perhaps the first time, Noriko removed her bug-eye glasses and placed them delicately on the table. "Just a visit to say that Tenji has the investigation again." She gestured towards the folder, "and a few new leads on the matter."

Rin chuckled at the news, and while it started as a polite expression of trite amusement, it extended just a beat too long and left the unsettling impression that the Vice-Captain had truly found something funny in such a simple statement. She bent forward to pick up the file, opening it and giving the thing a piece of her attention while she commented on it.

"I'm sure Captain Mizushi will be absolutely delighted by the news, when he finds himself in a position to receive it." Her tone and inflections gave a distinct impression that Rin knew full well Tenji would be anything but delighted by the news, and that she took a particular joy in knowing she'd be the one to deliver it. She began to giggle, but quickly stopped herself, and instead forced silence while she gave the file a brief review.

Rin spoke up again when a nondescript officer entered the chamber with a tea set and poured for them both, in a polite though self-satisfied voice, "can we offer you anything?" The irony of asking only after giving was simply left there for any to interpret.

The stream of laughter that came from Rin was quite unexpected, but that was probably Noriko’s fault for prejudging the woman. But then, part of her prejudgement had been that Rin was a strange one and the prolonged laughter only helped to support that assumption. While Noriko was once again exempt from the joke, she kept a smile on her face rather than wearing a scowl. She had picked up on the Vice-Captains tone and gave a slight chuckle herself. No doubt Tenji would be leaping with joy at the news.

Noriko muttered a quiet thank you before taking up the tea that was poured for her, “hmm? No, I think tea’s fine thank you.” It was probably too early for stronger beverages…

Her mind went to the details of the report Rin was looking at. A moment later, Noriko figured that speaking to Rin about it was probably just as valid (if not more so) than speaking to Tenji about it. She guessed that the task of actually recollecting what Noriko had actually said would fall to Rin anyway.

“We’ve heard from several sources that the rogue Ryuuza group are behind the murder. So we need to get rid of them before they become a greater nuisance than what they already are.” Several sources? Sources she wouldn’t, no, couldn’t name.

Her word just had to be good enough. Luckily, the title of Commodore made convincing people a whole lot easier.

The rogue Ryuuza group are behind the murder... Rin scanned the pages of the report for any mention of what exactly this Ryuuza was or where they were based. The obvious play-on-words was not lost on her, and the particular aesthetic it catered to lead her to suspect something at least semi-sentient... rogue Shinigami, most likely. Did Arrancar pride themselves on trying to be clever? Probably not. The mythological implications of the kanji told her that whoever started this rogue group did so with the intention of being "the good guys," and so were either misguided, insane or just stupid.

Or that.

"A group of humans?" Her surprise was barely concealed, and the mumbled words "how irresponsible" followed closely behind tinged by something closely resembling disappointment, but she didn't seem to pursue that thought further. That a group of humans would name their little club Ryuuza didn't surprise her at all, but that they could actually pull off killing the Commodore...

She smiled, closed the file, and folded her hands on her lap. Complacent was the best thing to be in the face of ... this, and she bowed her head before venturing further. "Has new information come to light that makes Second Division less fit for the investigation, or should we expect their assistance as discussed earlier?"
