![]() Charter of The Iron Column Article I: Membership Section I: Application Applicants must fill out the following form, and post it in the proper location on our forums. Nation Name: Ruler Name: Nation Link: Past Alliances: Who were you recruited by: I have read the TIC Charter and will abide by it: Applicants must switch their Alliance Affiliation to "The Iron Column". Section II: Membership i. All accepted applicants will be granted the privileges of a civilian. Civilians are required to serve in the Armed Reserve Forces and are equally protected from attack. Civilians are not granted the right to vote in the Senate. ii. Citizenship is granted to all those who serve in the Armed Special Forces, or those who serve under one of the Executive Ministries. Citizens are granted the right to vote in the Senate, as outlined in this document. Section III: Code of Conduct i. Members may not declare unprovoked wars of aggression under penalty of expulsion. ii. Nations that desert in times of war are subject to punishment, as determined by the Cabinet. iii. Nations that ignore orders during times of war are subject to punishment, as determined by the Cabinet. iv. Spying on another alliance, including forum hacks, impersonation, or infiltration, is forbidden. v. The Cabinet may expel any member with just cause. Article II: Governance Section I: Executive Powers i. The Chancellor holds primary executive power, and is responsible for coordinating the efforts and operations of the Ministries, including appointing Ministers to head the various Ministries. The Chancellor is responsible for representing The Iron Column in inter-alliance negotiations. ii. Four Ministries will exist to facilitate executive function. a. The Ministry of Defense b. The Ministry of Foreign Affairs c. The Ministry of Internal Affairs d. The Ministry of Economics iii. The Cabinet will consist of the Chancellor, Ministers, and Executive Officers, appointed by the Chancellor. The Cabinet is responsible for the enforcement of this charter and will serve as the joint administration of The Iron Column. Section II: Legislative Powers i. The Senate is responsible for voting on all legislation. ii. All citizens are granted a seat in the Senate. iii. Legislation must receive a simple majority vote to pass. iv. Non-time sensitive pieces of legislation will remain on the senate floor for no less than 72 hours. v. The Senate holds the power to declare war. Declarations of war will remain on the Senate floor for 36 hours. vi. Other time sensitive pieces of legislation will remain on the floor for 36 hours. Article III: Foreign Policy Section I: Jus Ad Bellum The Iron Column will only wage war in the defense of ourselves or others. Unprovoked wars are prohibited. Section I: Tech Raiding The Iron Column condemns any and all unprovoked wars of aggression, conquest, or technological gain. The Iron Column will attempt to aid any victim of raids, either diplomatically, financially, or martially. Section II: Rogue States The Iron Column considers any organization that endorses unprovoked attacks, either explicitly or implicitly, to be a rogue state, and a detriment to the global community. The Iron Column will not entertain treaties or peace-time diplomacy with such states. Article IV: Amendments This document may be amended with an absolute two-thirds majority vote(66% of citizenry; absent votes count as a 'no'). Proposed amendments must remain open for discussion for 72 hours, and open for voting for an additional 72 hours. |
