Lord Petyr Manderly listened as his ally gave the council his terms. Harsh terms, he thought. Such terms would give much reason for the Ironborn to rebel. The idea that one rebel was forced in to exile and the others honored….that was the making of a rebellion. But who was he to call them rebels? They were all rebels, w3ere they not? When Lord Hightower finished with his terms he allowed for a pause before standing before the other lords of Westeros. “Lord Hightower, I thank you for your honor, but it appears that we have not yet decided upon our rightful ruler; and until that has come to pass, we shall not condemn the brutal Lord Black to exile.” He allowed for pause as his squire placed a large mqp of Westeros onto the table. “What you said of the abolishment of hierarchy, grieves me. This idea- of tittles being decided by a council…at first I was against this, but as I thought it over it seemed to make sense. However, I have run in to a few problems with your statement. “If we were to have the tittles decided upon, that would mean that anyone would be able to run for the positions of office regardless of birth and status…including Lord Black. “However, that is not what I am against. What you are proposing, is to exile Lord Black and all those born of salt and rock. At the same time you wish to reward his allies. This will result in another war, maybe this year, ten years or fifty; but there will be war I assure you. “What I propose as an alternative, is to reward him with the land that at some point used to be his, on the condition that he pays homage to you or the chosen king, pays his dues to the crown like all other mainland lords and that he does not go up in arms against us. “However, if you wish for punishment, then I assume we could send him to the wall to live out his days or back to the Isles. Failure to follow these terms will result in action agonist your House which will result in the termination of House Black. “To make sure that our terms are being followed, we may choose to send an envoy every so often to keep Lord Black and his grant in check. However, there is an option that combines both the ideas of me and my ally. Lord Black will be sent to the Isles; however he will receive income from the area that is Trident. This land however will be under the ownership of the one of the mainland lords. Ships from the Isles will be allowed to trade, but any practice, other than the worship of the Drowned God, will be punishable and the appearance of Lord Black except by written leave of the crown will mean instant death. Open war however, will mean the destruction of your house and the death of any man who has conspired with you. “Concerning Lord Cenedil, It was in our interests, much earlier to rid you from the south, however our minds have changed. As Lord Hightower has said, we may give you Dorne and make you the Warden of the South. “My option would be to send you to the Vale, but allow you to keep all your current cities that you own in Dorne. It was also in my interests to name you as Warden of the East, but it appears Lord Hightower has other interests. “Lord Vandelay, I would reward you with the two cities that I own in the west, to complement that I would have you as the Warden of the West. However, I had not taken Handship into consideration “Now, hearing your testimonials, Lord’s Black and Cenedil, I am certain that we could bring this realm to rights quite easily. All we need is one document, and this realm will be set to rights. Lord Black, if what you say is true, then I am certain that the good king will gladly grant you the Trident in all it’s glory; and Lord Cenedil, you might be enjoying your summers in Dorne.” Edited by Turncloak, Oct 8 2008, 04:53 PM.

Reven waited for the others to finish speaking. He watched in awe as Black offered the crown of the Iron Isles to the White Bull. He listened to Cenedil's request to be returned to his old position in the Vale. Then Lord Manderly spoke, suggesting that they create a signed agreement. "Are we all in agreement, then?" he asked finally. "A peace treaty, signed by each of us, at last bringing this bloody conflict to an end." He paused, stepping towards the center of the leaders. He gestured for a parchment to be brought forth. He took it, and unrolled it atop the map upon the table. "Let us each put forth our terms, that we may finalize this agreement. Here is what has already been suggested: First, of course, all hostilities shall cease between us. We shall forge one nation, one people, led by the White Bull. Lord Manderly shall be Warden of the North, Sir Harin Warden of the South, Lord Cenedil Warden of the East, and myself Warden of the West. Second, Lord Black will depart for the Iron Isles, but his people shall remain. To bind their future to ours, Lady Black shall wed a son of Oldtown. Third, Lord Cenedil will release Willas Flowers, and in return shall be granted leave to return to his seat at Longbow Hall. Finally, provisions for the future. I propose that the Wardens shall nominate candidates for Lordships, as well as other positions of leadership. Their choices will be reviewed by the Maesters' Council and the final approval will be granted by the King. Are these ideas agreed upon? If so, is there anything else to add?" Lord Reven looked to the others. If they could finalize the agreement, then the dream would be realized. Peace in Westeros. |

"Lord Vandelay, you have done a good job laying out the concerns of all, and your words give me confidence that my choice for you as hand is merited. Archmaester Edric will begin drawing up the treaty now, as it appears that the large pieces are in place, but we still must get to some of the details, for if we do not, we risk this treaty being picked apart in the future by those whose hunger for more power than they are granted by the treaty. First as it appears from what Lord Manderly has said I may not have made myself clear. I have called this council to draw up a treaty naming myself as the King of Westeros. I had thought that I had outlined this, but want to make sure that we are all under the same impression here. If that is the case we can continue. Lord Robert. I am surprised and impressed by your offer. Perhaps there is more to the Iron Born and your ways than I had thought. I find your exile after rebuilding the Gate and Crakehall to be acceptable, and I am honored by the offer of your crown. It will be sent to the museum at the Citadel, where history may view the sacrifice made by the Iron Born, for I am not worthy to wear it myself. Your offer of marriage is also flattering, and from everything I have heard of Joy, Luther would be a lucky man. That being said this is a decision that I will not make for him. I will gladly make the introduction and I am sure he will be thrilled, however, it is unfair to both Luther and Joy to force them into something against their will. Besides, Joy will be very busy rebuilding the Riverlands over the next few years as the will remain in her control. If they choose to be together then I will gladly bless their union, but if either should decide that they do not desire the other, then I would ask that they be granted the ability to continue their lives with no hard feelings. Lord Vandelay and Lord Cenedil, you both raise the point regarding the power granted to the Citadel and the Maesters in appointing future monarchs. I will accept the idea that the next King, after myself, will be selected by the Wardens. I would just ask that in the case of a tie the Maesters be consulted as a way of breaking the tie. I also am willing to accept the Wardens appointing any replacements wardens if a current warden were to retire, die or be elected king. As long as the positions are decided by ability as opposed to heredity I will not be opposed. Lord Cenedil as Lord Manderly has pointed out, he is willing to give up the Vale to your control and I commend him on this decision. I am more than comfortable with you as my warden of the East and from what I have heard of Ser Harin Sand he will make an excellent Warden of the South. What better way to prove to the people that we are changing the old ways for the better than to promote a bastard born man, albeit one of exceptional ability, to a Lordship and governing control of the South? Lord Cenedil, I should hope that you will set Willas Flowers free, but I will not make it a condition of the treaty. Willas fought for me as a free man, and understands that peace in Westeros is far more important than his freedom. I will gladly take him back, but want you to know that he is not the reason that I am willing to let you rule the East. Quite honestly the reason that I am letting you rule the East is that you are the best man for the job, and that in my opinion is the only reason that anyone should ever be granted a position. My lords if these conditions that I have spoken are met, and I have your words of honor that going forward we will strive to put men of ability in the positions where they have the best chance of helping a united Westeros going forward, than I will gladly sign this treaty. I do not plan to rule for long, but I do plan to make my time as King meaningful. What say you all, what say you to peace and prosperity in Westeros? |

Cenedil sighed and rubbed his eyes wearily. The signs of stress at the new developments in the war were taking and obvious toll on his mind and body, and he couldn’t wait for the burdens to lift. “My apologies for using my prisoner as political leverage. I was using the very system we were trying to abolish. I will release all prisoners of war from my care and they will be arranged passage when I return to Sunspear. Have your maesters draw up a treaty and I will be happy to sign it after a brief review.” |
