I(Dracul) have decided to Publicly share our Constitution so that it may be used/borrowed by other Clans when the time comes. Having said that, Terra grants you full permission to utilize and tweak the TerraCon for your clan's purposes, but please do give credit for the original framework to the Terran Federation. All that is written below is not to be Abused, Usurped, or trampled over. This is our Code, our Written Laws. Follow Them. Respect Them.

The Constitution is divided into Sections and Subsections. Each Section should discuss in detail various issues regarding Clan Life, both externally, and primarily Internally. There are Sections for Clan Membership, Alliances, Rules of Warfare, Clan Governence, Usage of this Article, Alterations to the Constitution, Policies towards various Mechscape Races, among other things.

Terran Constitution Section A1: Internal Affairs: Basic Rules:
A1a - All Members are to Post a Topic or Reply to a topic atleast twice a week, This doesn't mean maknig replies saying "ok" or "Sounds good", make the effort to read the initial Topic Starter (1st post). Look for Topics to reply in, Or come up with your own Topic for others to R&R (Read and Reply).

A1b - Make an effort to Attend Events. It's Understandable if you miss an event for a valid reason (something in Real Life, Family, Friends, School, Work, etc). However if you are ingame, do not refuse to come to an event because you are "doing something" or "busy working on a skill". Drop what your doing and come. If you do not see an Event you are interested in, either suggest an Event or Take the initiative and Host your own Event.

A1c - Do not Disrespect other members, Do not Cheat/Scam other members, Do not Flame, Do not Troll. These rules apply also for when you are on a Mechscape fansite such as Mechscape world or Zybez's Mechscape Community or something else. You will be Mature and Respectful at all times. Also Applies when dealing with allied clans.

A1d - You will obey commands and orders when in the field, namely during PvP Combat, but also other events too. Do not Backstab other members, Do Not kill other members inless its a sanctioned duel. Do not start arguments with other clan members.

A1e - Clan Members are not to multiclan. Regardless if you Have other accounts, You as a person are obliged to stay in the Terran Federation until you leave. Since you as a Person are joining Terra, and you personally may control other accounts, they are tied to you, you are tied to them, and upon joining you are tied to the Terran Federation.

Terran Constitution Section A2: Internal Affairs: Advanced Rules:
A2a - If in the Event a Clan member gets into a very heated argument with another Terran, you are to pass your Grievance onto the High Court for Judgement.

A2b - Clan Members are not to Spam, Harass, Hack, Scam, Cheat or Abuse in any way, shape or form Other Members and Allies/Friends.

A2c - If you have an idea on how to improve the clan, Clan members are to post such ideas in the Suggestions part of Federal Square.

Terran Constitution Section A3: Internal Affairs: Treason/Spying:

A3a - If A Terran is caught aiding an enemy clan, the Tribunal will give a motion to the Supreme Court to Review the Accused member's alleged Crimes, and put on trial the Alleged Perpetrator.

A3b - The High Court may issue a Certificate of Death Sub Rosa (under the table, behind closed doors, in secret) for the Traitor. Or they may issue a Certificate of Expulsion, or perhaps both.

A3c - Members have the right to be presumed Innocent till proven guilty.

A3d - Terrans may make a confession in secret to either a Tribune or Court Magistrate which may absolve them of their crime, but may still undergo punishment dictated by the Supreme Court.

A3e - The Supreme Court must have a majority vote to issue a C.O.D., and they must have atleast 2 Votes in favor of Expulsion in order for that to be carried out.

Terran Constitution Section A4: Internal Affairs: Tribunician Powers:

A4a - The Tribunal must always comprise only of 3 Clan Members.

A4b - The Tribunal has the power to declare war, reject war, accept alliances, Make Alliances, Reject Alliances, Make Treaties, Expel Members if the Supreme Court votes for Expulsion, Make Changes to Existing Laws if Permitted by the Supreme Court, Create New Laws, Accept and/or Reject Member Applications, Raise Armies, Maintain the welfare of the Forum, execute (carry out) the Laws of the Constitution, and Preserve the Constitution, and Preserve the Clan, as well to Make appointments to various Duties such as Diplomats and Generals, The Tribunal may also create new Positions, as well as get rid of Positions if the Supreme Court permits, and finally to create Events or allow Events.

Terran Constitution Section A5: Internal Affairs: Marshal/Officers:
A5a - The War Marshals are incharge of Maintaining and Operating Terra's armies.

A5b - War Marshals are responsible for the Research and Development of War Plans, Strategies, Tactics.

A5c - War Marshal's are to Recommend new Generals and Officers to the Tribunal as time goes on, as well as recommend demoting Generals and Officers.

A5d - War Marshal's do not Take part in direct army-leading in the Field. War Marshal's are to appoint Generals and Officers to Field Command duties. If None are available, then the War Marshals are to serve as field commanders.

A5d - The Generals and Officers of Terra may take part in helping the War Marshals Develop Strategies and Plans and Tactics for Interclan Conflicts. Furthermore, Generals and Officers are Responsible for the Implementation of All Strategies and Plans and Tactics, and are responsible for training the Infantry in said Developments. Furthermore Generals and Officers are to serve as Field Commanders in wars and Clan Raids, Pk trips, Pk Run runins.

Terran Constitution Section A6: Internal Affairs: Supreme Court:
A6a - The Supreme Court of Terra is responsible for Overseeing the Constitution, making sure that it is Followed down to the last word, dot, line, etc.

A6b - The Supreme Court has the final say on Law Expansions, Editings and removals. Additionally, The Court has the power to Veto an Action made by the Tribunal if it is determined to be Against the Law.

A6c - The Supreme Court is to be comprised of 3 Court Magistrates.

A6d - The Supreme Court is Appointable by the Tribunal. They may also be dismissed, but only by majority vote of the Tribunal.

A6e - The Supreme Court Presides over all Internal Disputes between Clan Members.

A6f - The Court may issue a Review on the Conduct of a Tribune, War Marshal, General, Officer, or a Clan member.

A6g - The Court may issue a Review on the conduct of an Allied Clan to determine whether or not their conduct infringes on the signed Treaties, and or on the Section Dealing with Alliances.

A6h - If the Court finds an Ally guilty of Infringement, the Court may hold a vote to suspend the Alliance, The Vote must be 2 out of 3, (2-1) in favor of Breakup. The Court is to pass on their Judgement to the Tribunal, and the Tribunal will formally carry out the Judgement.

Terran Constitution Section A7: Internal Affairs: Clan Elections:

A7a - The Following Political and Semi-Political Offices are Electable: Tribunal and the War Marshal(s).

A7b - All 3 Tribunes will serve 3 months per Term, they are only permitted 2 Consecutive terms, aka during their 1st term, they may run for a 2nd Term Towards the end of their First Term when Elections are held. If a Tribune wins a Second Term, they may not run for a 3rd until 3 months after their 2nd term is over.

A7c - The War Marshal will be permitted to have unlimited Terms, but may run every 2 months. Aka Each War Marshal term will last 2 months, after which they may run again.

A7d - All Clan members are permitted to Run for Elections. However There is a catch, the catch is this: A Terran seeking to run for Tribunal must have been in the clan for atleast 3-4 months and must be Prolifically active on the forums, and/or have attended atleast 10 Peaceful events and atleast 2 Hostile Events (Clan raids, pk trips, A War, etc). Those seeking to be a War Marshal must not only be active on forums but should be a Veteran of atleast 2-3 wars, several pk trips, and maybe a Clan raid or 2.

Terran Constitution Section A8: Internal Affairs: Race Policies:

A8a - All those who are Clan members must either be Human or Pliigi.

A8b - Potential Races that are added in the future in Mechscape that closely resemble Humans, that are termed Humanoids (Human-Like aliens), might be included in the Allow-List in the future.

A8c - Humans Are first and foremost Superior to all other Races. Though Pliigi will be treated equally amongst Humans in the clan.

Terran Constitution Section B-1: InterClan Affairs: InterClan Alliances:

B1a-The Tribunal has the final say in the Acceptence of Alliances.

B1b-A Clan Requesting an Alliance must meet specific requirements:

*The clan must have atleast 10 Active members
*Must Allow Terra to send an Observer to atleast 2 of your Clan Events.
*Must Have a either a full-fledged Democracy or a Republic form of Government.

B1c-The Tribunal must have atleast 2/3 Votes in Favor of Yes to Accept an alliance. If however it is 2/3 against an Alliance, then the Requesting Clan shall be Rejected.

B1d-The Tribunal May decide to at any time pass on the Vote to the Members of Terra.

B1e-The Terran Federation members are forbidden from Engaging in Trolling and Flaming the other clan's members at any time. The other clan must forbid their members from Trolling and Flaming on these forums as well, as well any other form of immature unprofessional behavior.

B1f-If indeed your clan is/becomes an ally of the Terran Federation, you are required to sign 2-3 Premade Treaties which can be found in the Alliance Petitions section.

B1g-If A Spy is caught in Terra, We reserve the right to terminate all Treaties pending possible Termination of the Alliance with your clan.

B1h-If in the event of war, in accordance with the MPT (Mutual Protection Treaty), and if called upon to supply a contingent of troops to fight in Terra's war effort, you are to do so. Likewise, Terra is equally binded to the MPT Treaty, all Treaty's are counted as Presigned by Terra.

B1i- It is required that you send atleast 2 of your clan's Diplomats to register onto Terra's forums to partake in various diplomatic endeavors in your clan's Embassy which will be made on the forums. Furthermore both the Terran Federation and an ally may permit their members to register on eachother's forums as Allied Members, not as simple Clan Friends.

B1j- Allied Members may freely post in eachother's forums, and may freely choose to attend Events whether or not they are officially Allied Events. However Allied Members will not be granted the rights to be Official Clan Members (Citizens in Terra). Likewise Terran Members will not be granted Official Member Status in your clan either.

Terran Constitution Section B-2: InterClan Affairs: InterClan Conflict:
B2a-The Tribunal has the final say in the Acceptence of War.

B2b-A Clan may Declare on us, but may be rejected depending on the decision of the Tribunal.

B2c-The Tribunal must have atleast 2/3 Votes in Favor of Yes to Accept a Declaration. If however it is 2/3 against War, then the Declaring Clan shall be Rejected.

B2d-The Tribunal May decide to at any time pass on the Vote to the Members of Terra.

B2e-The Terran Federation members are forbidden from Engaging in Trolling and Flaming the other clan's members at any time. The other clan must forbid their members from Trolling and Flaming on these forums as well.

B2f-A conflict does not necessarily have to include war, if there is a serious dispute between members of Terra and another clan, then both clan's may engage in peaceful diplomacy to determine a reasonable and suitable settlement. This is to carried out by Officially appointed Diplomats from each clan.

B2g-If A Spy is caught in Terra, then it may be considered grounds for war. Additionally if you crash a Terran Federation event or war and you do not back down, then we reserve the right to officially declare war.

B2h-If in the event of war, either clan wishes to bring Friends, or another clan into the conflict, it must be clearly stated beforehand. If it is not, and your clan does bring unauthorized personnel, we reserve the right to walk away from the fight, the war will be declared Null/Invalid/Void, and neither side will lose nor win, regardless if either side Walks away or dies. Additionally, if an ally of yours seeks to merely Observe the war as a noncombatant, you must still notify the Terran Federation beforehand. The Observer must show up in a New Account, wear or wield something white so that all combatants will know not to harm the Observer, and the Observer will not count as a member of your clan.

B2i- If Hostilities continue for more then a day, aka, Both clan's conduct Clan Run-ins, raids and other disruptions, a treaty should be signed at some point declaring an official end to the war, either directly after the first Battle, or after another battle. Both sides will negotiate Treaty Terms. Diplomats will be sent to meet eachother to Negotiate the Treaty. The Diplomats must be Non-military Clan members (No Warlords, Generals, Officers), however you may send an Officer to attend as an Observer, but not to directly interfere with the Negotations.
