Basic note. The protection/damage number is just a guideline to give you an idea of how much defense and offense the item has in relation to others. As a general rule, if an item has a higher damage stat than the armor's protection stat, the weapon can damage the armor. Either through a dent or shallow cut. But as with everything please remember that you need a significant force behind the attack to actually succeed.
A piece of armor's defensive value is it's armor rating X2. So if a weapon's damage value is more than the armor value X2, it can damage the armor.
Shields can only be broken by a weapon with triple a damage stat compared to the shield's protection stat. Making shields the sturdiest piece of armor one can carry.

All characters begin with 250 coins, or Septims, available to purchase their needed weapons and armor.

Specialty Forging

There are additionally three types of special armor forging unique to three different races. Orcish, Nordic, and Imperial. Each has it’s own benefits.

Nordic
A forging technique unique to the Nords of Skyrim. It involves adorning normal armor with Nordic runes to increase it’s durability as well as outfitting the armor for cold climates.
Bonus: +2 armor rating and 5% resist Frost (Does not count as an enchantment)
Applicable to: Fur, Leather, Ringmail, and Trollbone

Orcish
A forging technique known only to the greatest of orcish smiths. Specially made to instill fear and awe in enemy troops, orcish armor is as lethal as it looks. There is no armor more durable in all of Tamriel.
Bonus: +3 armor rating
Applicable to: Iron, Steel, and Ebony

Imperial
A forging technique used by the Empire and used to outfit Imperial troops. It is designed to be durable, practical, and cheap to produce.
Bonus: +2 armor rating
Applicable to: Mithril, Akaviri Dragonscale, Iron, Steel, and Ebony

Although without any bonuses it should be noted that Newtscale and Hist Sap armor sets are only available in Black Marsh, Chitin is only available in Morrowind, and Ringmail and Trollbone are only available in Skyrim. Dwarven, Elven, and Daedric cannot be forged, and so are only obtainable through dungeons. Elven can, however, be purchased freely on Summerset Isles. Akaviri Dragonscale armor is worn only by the Blades, and so isn't available for standard purchase.
