Help in Morrowind; Again (contains spoilers)

I need help to find the book the progress of truth. On uesp it says that I can buy it at Jobasha's rare books but I can't find it anywere at him. Other options are to steal from library of Vivec but I can't find the book there either.

It's for the main quest.
As I search for a piece of kindness
And I find Hitler in my heart
From the corpses flowers grow

He should have the book in his inventory. Are you positive you're at the right place? Perhaps you accidentally purchased it before without knowing you'd need it later?

Alternatively, here are some other locations where the book can be found:

* Tel Uvirith, Arelas' House
* Vivec, Hall of Justice Secret Library
* Vivec, Jobasha's Rare Books
* Vivec, Library of Vivec
* Vivec, Telvanni Tower

(I just copied and pasted that from the Wiki page you said you used. I think you need to look harder. :P )

Well, he should have it for sale. It's big and red and pretty nondescript. Look carefully through the inventory.

I did but I think I have might stole it from him before. I needed money so I stole valuable books from him.
Another hint that I stole that book from him is that I did the add item cheat and tried to sell him that book, so I could buy it from him (incase if I should get a journal update about buying the book) but when I sold it to him he said it was his book and the ordinator arrested me.

Now I got to find a ashlander in ald-ruhn which I can't find either.

Hassour Zainsubani is in the Ald Skar Inn. You will be told he is downstairs in the back room, but that means first going upstairs to the bar, finding the stairs off to your right and going down there.

Now I have spoken to the wise woman, and I must find some sort of book of lost prophesies, and I'm suppose to find at a temple or something but I can't find it.
Also, why is the ashmask of vivec in Gnisis and not in Vivec?

The mask is a holy relic and is displayed in Gnisis Temple. It is a pilgrimage site.

Near the altar is Vivec's Ash Mask. In the Days of Fire when Dagoth Ur first crept back into Red Mountain and awakened it, Vivec led refugees here as they fled the ash and blight. Weary, they rested here a while. When Vivec awoke, he found himself and all his followers encased in casts of grey ash. Frozen like a sleeping statue and unable to free himself or help his people, Vivec was filled with despair. Vivec's tears weakened his ash cast. He tore the ash from his perished followers, breathed life into their lungs, and cured them of the blight. This is Vivec's heroism -- his tender heart provides strength when his might fails.
