Sheltered from the wicked gales of treacherous weathers, there was once a secluded corner of the vast world not many have traveled. It was a place most will call a nirvana, with fertile soils abound all year long, and pastures aplenty. Decades past after the first person set foot there, and a few souls made the place their home. Soon, weary travelers took fancy of the little settlement, and it grew to a small village, untouched by conflict, ever in peace.

Through the ages and generations, the then tiny village sprawled to its surrounding areas. Its population size increased significantly, until finally reaching a threshold. This brought one change. A ruler will reign over the village so as to avoid potential conflicts.

The first ruler, Baron Garda Nightsong, appointed by Her Highness Queen Palestonne the Ninth, served well, as how his successors did. Under their care, the village developed a strong base in commerce and resource production. Prosperity bloomed and the village soon grew into a fiefdom.

The fiefdom of Puhilsgar is not a vital part of the Aisengard Empire; in fact, it is just a small piece of land located in the furthest edge of the Empire's border, right beside one of its ally, the Kingdom of Parsee.

The area is landlocked, and most of the citizens' livelihood came from the agricultural sector, with the irrigation coming from the nearby Tretton river, which was flowing through the eastern side.

Most of the civillians' dwellings are concentrated around Fort Primsriver on the heart of the territory, although there are some hunter's cottages near the forests in the northern side.

Recently, the ruler of the land, Baroness Lorelei had just passed away. She was neither incompetent nor talented, and the people were not particularly grieved. They were worried though, about possible chaos caused by this event--the sole remaining heir to the fiefdom is still at the tender age of nine years old.

The temporary governance is therefore held by an emergency council immediately formed by the Baron's ministers and other influential figures in the fiefdom, who tried to plot the future of the land, each with their own reasons and goals in mind...

Welcome to Storytales' newest RolePlay! In this game, you'll be playing as the Baron's ministers/council members, and set forth to bring Puhilsgar to even greater heights (or take control of everything for yourself)! How you ask? As a member of the Puhilsgar council, you can create rules and regulations, and decisions regarding Puhilsgar and its people. You can choose to be the lawful good Minister of Agriculture, or the Baron's right-hand-man with his own secret agenda, then bring this fiefdom towards the direction you want. That is, if you can gain the vote of the majority!

Blessed be Puhilsgar is based on the game Nomic.

Nomic is a game in which changing the rules is a move. In that respect it differs from almost every other game. The primary activity of Nomic is proposing changes in the rules, debating the wisdom of changing them in that way, voting on the changes, deciding what can and cannot be done afterwards, and doing it. Even this core of the game, of course, can be changed.
—Peter Suber, the creator of Nomic, The Paradox of Self-Amendment, Appendix 3, p. 362.

In this game, though, what you'll be changing are the rules of the fiefdom. And that includes everything about Puhilsgar. The name, the motto, everything! You can even set ridiculously absurd rules such as having every person in the fiefdom eat gruel with spinach sausage every Thursday, at 4.37 pm. You decide! (Along with a few other ministers.)

The system of the game goes like this. Everyone will be taking up the role of a minister. Yes, you are allowed to choose any minister you'd like to be. But remember, no two people can have the same role. For now, you cannot be in the same ministry as another player. This may change, though, if later during the council meetings a proposal on this is accepted. Remember, you are supposed to act your part. If you're the Minister of the Military, don't act cute and soft. Act tough!

Most part of the game will be the 'daily life' part. You can create your own background here and interact with any kinds of character you want (other RP-ers are recommended). You can report on the acts of your subordinates (you're a minister after all). In short, this is where the story develops!

If there are interactions between players, and one of the included parties does not respond anymore, the player being left alone can conclude anything he wants out of the interaction. During the next council, he can use flashback to describe the meeting with the other player who didn't respond, and he can choose whatever he wants as the end result of the interaction. Eg. I was talking to Joe about meat buns. When I asked whether he liked cheese buns, he never replied me anymore although the conversation wasn't finished. So, I can't go on with my storyline, because I need to choose whether to buy him a meat or cheese bun. In the next council meeting, I can either say he likes or doesn't like cheese buns. My pick. So I said I bought him a meat bun instead, and he liked it. Although it hasn't been said anywhere else in the RP.

Council meeting is the place where ministers gather to create or modify rules. It'll be every Friday 00.00 - 23.59 (GMT +8), give and take a few hours. It's explained further here ^^

OK, here's the rule for council.

Council is where the ministers of Puhilsgar gather to discuss the next policy for their beloved fiefdom. You can implement any policy related to Puhilsgar, which might or might not affect the gaming system as well as the in-world situation.

What am I talking about? I'll explain after I mention the default rules:

1. Council meeting will be held every Friday, 0:00, GMT+8, and will be ended as soon as the day changes to Saturday. You can post, debate or whatever during that time. We'll tolerate a few hours late, so don't worry.

2. The ministers' positions are equal to each other. Every decision is taken by voting.

3. This is still an RP, so try to voice your character's opinion in his/her style.

As mentioned before, you can change the rules (through proposal and majority voting, currently). That means you can change any of these three rules or add some more. Say, for example, you wanted to change the IRL time for council. You can do so, just word it IC and properly. Consider your ambitions, fears and the random events that had happened to you along the way. Have fun.
