I am fairly new to this game - Star Ocean: The Second Story for the PS - and I have a few questions for gamers out there. First, I heard that the level cap is set at 255... is this true? Also, is it possible to max out all the character's skills in this game? Also, is there an efficient place - in game - where the player can level up - in the beginning, near the end, etc.?)

Correct, max level is 255, but you can definitely beat the game within the early to mid 100s if that's a concern. If you WANT to hit max level, I suggest going through the Cave of Trials once you get near the end. It's hard, make no mistake, but it'll get you levelled.

Early on, as in on the first disk, I usually hang out in the sanctuary of linga until I've levelled enough to get a sufficient amount of skill into Reverse Side special skill as well as Reproduction. Use Reverse Side to make some Forged Medals which are used to level you like Pokemon's Rare Candy (though this is capped to about lvl 99/100 I forget which). But that's plenty high enough to coast through the rest of the game if you put in the effort.

Oh, and as for maxing out all the skills, definitely. I never did but got close by the 160s I'm pretty sure.

you can do that medal trick that can help you jump some levels part of the way, but I agree with Bomb- not sure there is any need to even get into the high 100s in terms of levels.
