Neon competition question

Hi,

I'm curious how does the judging work with the Neon competition?
The project I'm working on I feel is going to be a very last minute submission (if I finish in time),
will people who submit at the deadline have an equal chance to be judged?

The reason I'm asking is because I've noticed a Latest and Popular tab on the Neon page.
I wasn't sure how the judges go about 'judging', do they go through them one by one and judge them, or do they only do 'popular' ones?

Please Help.
