By not punishing children when they do something wrong you're not teaching them anything except it's OK to do what they just done. Rehabilitation is to expensive. most first world countries spend billions on just housing the criminals. even a state like the US, who's got a vast economy, lots of money, and a lot of resources, cannot afford to spend the money to rehabilitation criminals. in the US 1 in 10 Americans are in jail or prison. that's roughly 30 million people. Most countries in the world do not have 30 million people as their populace. To house, and only to house them, it costs about 100 dollars a day or 3 billion dollars a year. Where is this money comming from? The tax payers, and a lot of tax payers get upset if their taxes go up to basically support a bad guy.

Then there is also the thing, can these people be rehabilitated? A lot of criminal pathologist dont think so. this is especially true with rapists and pedophiles. they can't be fixed, even with therapy. Short of massively killing them all off what else can be done?

Children in the US do tend to get some rehabilitation if incarsirated, but there have been instances where the parents have sued and prevented it.

Kids are much more likely to be rehabilitated than adults, and this is a fact.
