Moving stuff around; make mod development go up

This isn't meant to be something large, but wouldn't it be better is we moved the mod development section up so people can immediately recognise where our mods are. I found it now, but I couldn't at first.

What do you think dark? How far up should we move it?

No, not the very top. Make like announcements the top then the rules and general, then the mods.
