Lets get a skills list hammered out! Keep. It. Simple.

Administrator: Officer is a skilled public servent capable of governing planets and planetary regions. Planet this officer is Governor of recieves a 10% bonus to taxes and a bonus against revolts and rebellions. Mastery decreases Corruption and Crime by 25 points a turn.

Architect: Character has been taught in the many architectural styles of the Galaxy, and knows how to duplicate them. Buildings this officer makes take 50% less time to make. Mastery decreases price of buildings by 25%.

Blaster Training: Character is trained to know all there is about a blaster and how to use it. Character gets 5% more accuracy while using a blaster pistol, extra plot consideration. Mastery gives more plot consideration and an additional 5% bonus to blaster pistol accuracy.

Cloner: Character has knowledge of cloning, taught to them by the Kaminoans. Officer can build a Cloning Plant. Mastery allows character to build a Large Cloning Plant.

Crime Lord: This person has become one of the leaders of a large crime ring, which he uses to his advantage all the time. Can build a Blackmarket and a Smuggler's Bar. Mastery increases Corruption and Crime by 25 points every turn on a planet this officer is on.

Engineer: Character can fix almost anything. Officer gets a 5% bonus to repairing damage done to personal droids and vehicles. Mastery grants an additional 5% bonus to repairing damaged droids and vehicles.

Explosives Expert: Character knows all there is about things that go boom. Character can make explosive weapons in Personal Turn and recieves plot consideration. Mastery allows for creation of better explosives and more plot consideration.

Farmer: Character has knowledge of several agricultural practices used in varying planets across the Galaxy. Officer gets a 10% bonus to developing Agriculture. Mastery gives an additional 5% bonus.

Infantry Commander: Officer is adept at leading infantry units. Can use the Battle Tactics of Ambush, Flank, and Fortify Position. Mastery gives a 5% bonus to combat if leading only infantry units.

Inventor: (specifiy between Weapons, Droids, Starships, Vehicles, etc) This officer has quite the imagination, coming up with new and diverse equipment to be used in many different ways. Officer gets a bonus to creating new types of items in the Planet/Faction Turns (only applies to they type that matches what version of this skill officer has). Mastery gives an even larger bonus to creating new items.

Lightsaber Master: Skilled in using a lightsaber (specify lightsaber style). Gain a 5% bonus to damage in a duel while using a lightsaber, plot consideration. Mastery gives an additional 5% bonus to damage and more plot consideration.

Marksman: This officer has been trained to hit a target from a distance, making him deadly dangerous. Officer gets a 10% bonus to accuracy while using battle rifle and sniper rifle class weapons and reciees plot consideration. Mastery grants an additional 5% accuracy and more plot consideration.

Medic: This character is versed in the many ways of healing people. Officer can use the Battle Tactic Heal Allies and gets a 10% bonus to healing other characters. Mastery allows officer to create a Bacta Factory.

Merchent: Character has had many discussions with merchents across the Galaxy, and has learned some of the techniques they use in their work. Officer gets a 10% bonus to developing Commerce. Mastery grants the officer an additional 5% bonus to developing Commerce.

Naval Commander: Officer is a superb commander, trained to fight in space. Can use the Battle Tactics of Swarm, Broadside, and Concentrate Fire. Mastery gives a 5% bonus to combat in space.

Navigator: Character has great knowledge of various star systems and hyperspace routes in the Galaxy. Officer doubles the range the officer can travel using the Personal Turn action Move. Mastery triples the range and allows the officer to use the Battle Tactic Expedite.

Piloting [Freighter]: More effective at flying a freighter class ship. Recieves a 15% bonus in combat. Mastery gives an additional 10% bonus.

Piloting [Speeder]: Can use a speeder class vehicle more effectively than most. Recieves a 15% bonus in combat. Mastery gives an additional 10% bonus.

Piloting [Starfighter]: An exceptional pilot with a starfighter class ship. Recieves a 15% bonus in combat. Mastery gives an additional 10% bonus.

Tank Commander: Officer is skilled at leading tanks and other vehicle units. Can use the Battle Tactics Bombard Position, Fortify Position, and Suppressive Fire. Mastery gives a 5% bonus to combat if leading only vehicle units.

Scientist: This officer likes to study all the forms of science in the Galaxy. Officer gains a 5% bonus while performing research actions in Planetary/Faction Turns. Mastery grants an additional 5% bonus to those actions.

I think the eapon skill should be broken like this

Meele Weapon (weapon type)
Blaster Weapon (Weapon type)
Lightsaber Training (lightsaber type)
Unique weapon (weapon type)

ok so weapon type is where a person puts a specific weapon he trained with. and although he can use all of that class of weapons he is more proficient in the weapon he actually trained with. Same should go for piloting

That complicates the matter. I added in a few more skills, including marksman for rifles and snipers, and I'm making broad terms for these skills cause we need to limit these down and keep it simple, otherwise people get taken aback at the game being overly complicated and might not play.
