Petey turned to everyone who spoke. He lowered his hands and the wind forming in them stopped as he looked around a few seconds before completely stopping his tornado.

"Petey is sorry for the badness that Petey has done. Forgive Petey and any bad guys who wanted to start a fight!"

Clomp clomp clomp clomp clomp...

A pair of human-like figures appeared without warning at the entrance to the door. There stood a tall man wearing a pompous white wig, an anthromporphic eagle hunched next to him. It took whoever was watching a few seconds to realize that these things were actually... robots?

The man cleared his throat, issuing a raspy tin-like sound.

"We are here by summons of chief commander Bowser. He had wished to speak with the Chairman of Cog Nation, also addressed as Chief Chairman of the Corporate Office of Higher Powers."

He bowed lowly to the odd group of villains, before continuing.

"Unfortunatley, the Chairman had other... pressing matters to attend too. As such, he had selected the best of the lower High Officers of Cog Nation. We would like to present leader of the Lawbots, the Chief Justice with your permission."

He stood silent, the eagle continously scourging the room with it's harsh eyes.

"..." Ganon stayed out for longer than normal. Things seemed to drift off topic too easily. It was nice to see that many of them were competent enough to calm themselves and wait for orders. It would come useful later on. Of course, he need not worry about a mutiny. Not yet anyways. "I believe I've stated a few times already that I do not wish for positions to be discussed as of yet. They are important, but not as important as establishing a code of conduct for us to follow. Without our own laws, we'll fall into disorder, and we will each suffer humiliating defeats as bad as our previous ones. Now if we may return to that topic, I'd like to hear some opinions. Oh, and the next one to offer themselves in a position before the time has come, they will be doing so without their leg."

Wario glared at Pram slightly, before dropping the Dark Beam to the ground.
"Ganon's got a point, chumps." Wario said, glancing at Ganon. However, Wario lacked any ideas for laws...at least, laws that didn't involve money going to him, so he looked at everyone else with a rather blank look on his face, until the weird bots came onto the scene....much different than he had ever seen...They looked rich, though.

Such ignorance. these "villain" care not for the order of this union, but for titles and ranks. The Overlord held his tongue as he waits for Ganondorf to put his foot down on these power monglers. he, through the entire time sense his last speach, had to constantly give Gnarl the sign to not say anything. once his time was open again, the overlord took it to install more of his ideas

"Thank you, Ganondorf," said the Overlord" for keeping this meeting on task. Those that wish for titles truly only care for themselfs, and not this union. Speaking of ranks, it would be wise to place an order of which who would become grand leader should the current one fall in battle. while i do not mean that you can be defeated, Ganon, but this is for just in case. should the Grand leader fall, the Master of War will take his place. should both fall, the Wise One, although i think Great Stratagist is a better name, will take the leader's place. should all three fall, the avatar of the people will take the leader's place. should all four fall, Evil forbid, the new leader will be chosen via a popular vote. also, inorder to check the Leader's powers, the Grand Leader may not chose his Master of War, 'Wise One'" said the Overlord with a slightly sarcastic tone" or his Avatar of the people. oh, and Ganondorf, i never heard your opinion on my previous idea."

Before the Overlord could go on with his ideas, he felt a tug on his cape, and looked down to see Gnarl was trying to get his attention. With a quick "Excuse me", The Overlord bent his knees down in a squating position to make himself level with Gnarl.

"You seem to be very very willing to give out fair rules. What's your plan?" wispered the head minion

"I know these kind of fools. they think that they have the world in their palms. they always had power, so they do not know what it is like to be weak. i do, i know what is 'to far'. when they try to beat me with their stongest attack, i will be beating them senseless with my weakest" wispered the Overlord back.

"And if the ones you fight also know what it's like to be weak?"

"then it will be an interesting fight"

Octavius, who had been sitting quietly ever since Pram stepped out of line, decided to speak up again. "In the interests of defending myself, I'd like to establish that my self-nomination was not born of a desire for power, but of the observation that I saw very few valid candidates presenting themselves. I intend no offense, but we would all be ruined if we put a hot-headed demon girl in a thinking position." He adjusted his glasses.

"Moving quickly off of that subject, the Overlord presents a point. Many of us are used to seeking only for our own gain. That must end here. We should establish an organization that will prove beneficial to everyone. We can not afford self-centered, leeching members. Everyone should have to put something on the table for the rest of us. We should divide members by their skills, resources, and abilities, forcing them to learn teamwork, a trait that will no doubt be essential to us as an efficient and well-ordered faction.

"We should then issue orders to each division, which they will complete by communicating with one another and pooling their resources. Anyone not pulling his weight should be punished. Idle hands will be chopped off. We cannot afford laziness in this, the greatest war any of us have ever waged."

A slight growl resonates in the back of Ganon's throat. Of course, he knows of what he speaks. If he was to disagree with the proposed rule that he has no choice in his positions, well, it wouldn't go over well. "Very well. That sounds appropriate for leader replacement. Of course, we should hold a vote to 'yay' or 'nay' it. As for the choice of those positions, I am in agreement that I will not choose who holds the positions, but I wish to hold the power to decline certain applicants. Of course I'll check with a couple others.

Now, I...apologize...but I seem to have forgotten what you said earlier."

Ganondorf seemed to be taking it well. of course, when the average response you see is homicidal attack, being stabbed at, crushed, or ripped apart, The Overlord considerd Ganondorf's reaction 'well'.

"i accept you admendmemt. you may decline any application you deem...unacceptable. After all, we wouldn't want someone who would lead us to desaster..." said the Overlord, unknowingly glancing at Pram when he said that, then quickly turn his attention to his raised fist, which he 'coughed' on "being our Wise One. and earlier i said...i really should write theses down...."

Gnarl took out a piece of parchment, and a feather pen, and quickly scrached something down. once he was done, he hobbled to ganondorf, and handed the scroll to him. More than likely it held what The Overlord had said earlier.
