His name is Anthony Topehal, and he is an extremely high ranking agent. He has some psychic powers, and a nazi fetish, and has been known to carry around a sawn off shotgun, just in case anyone attempts to disobey him. He has no issues with killing. ~~A group of werewolves is generally called a pack.~~ The name that the werewolf packs will refer to themselves is 'The Lukoi' The sacred meeting place of all Lukoi is 'The Lupanar'. This is where the pack go every full moon to shift. It is also considered the Lukoi sanctuary and none that aren't pack may enter. It is considered sacrilege and a traitorous act to bring a non Lukoi to the Lupanar. Ranks in the pack are gained or lost through winning/losing fights against other pack members. To attempt to become Ulfric, a challenger must work their way up through the ranks. Although most dominance battles end when one participant backs down, leadership of the pack is USUALLY only transferred by a battle to the death. However in the interest of people involved, there will only be the death of a leader if both parties agree to it. When a pack member dies, their beast and essence of being becomes part of the 'munin'. The munin are the spirits or memories of the dead pack members. Live pack members can channel or "call the munin," drawing on memories or abilities of former members. Various packs appear to preserve the munin by different methods. The essence and presence of the munin is always the strongest at the Lupanar.
