Creation of the office of Colonial Governor

This act will allow for the creation of the office of Colonial Governor. This Colonial Governor will have basically the same powers as the High Templar, but he may not ask for a declaration of war, may not remove colonist nations without a trial and may not vote for legislation in their colony.

The Colonial Governor, can, however, appoint colonial officials, propose legislation, organize colonial militia, and can recruit for his colony. He may also be allowed to run for Conclave, in which, if elected, he must appoint a new Colonial Governor in his place. He can also run for High Templar, in which, if elected, he must appoint a new Colonial Governor in his place, but he cannot run for High Templar until he has served as Colonial Governor for at least two terms.

Colonial Governors have a 2 month tenure, and can be elected up to three times. After two terms he can consider running for High Templar, and can run for Conclave at any time. After his third election, he cannot run again for at least one election cycle.

Because this is being written while a colony (Umoja) is being discussed, as soon as the colony is established, Ceylonlanka shall be the colony's Governor and shall be bound by this law.

I vote in favor, partly because we want the office officiated before Umoja is established.
