Summary

You have 25 (30 if you get a perfect grade by a beta reader) character points to play with. You can use them for stats if you want. you have seven stats which are: strength, stamina, agility, speed , wisdom , intelligence, willpower. They start at 10, you can drop them as low as 7, or raise them as high as 20.

You will also have up five power effects/skill slots. These are basically “What your character is capable of doing.” Each of these takes up character points too depending on how versatile the effect/skill is.

If you wanna do something WAY past what you say your effects can do, then you might "Burn Out" your powers for a period of time...which gets longer every time you do it.

The why:

1) Allows for a very flexible system that encompasses everything a character should be able to do without taking the freedom of character play
2) Gives Staff a very fast reference sheets for each character
3) Helps with roleplaying. I want you guys to think about the WHY of your character just as much as the what.
4) Gives me a system of control to deal with disputes in as far as way as possible.

Characters character points can be spent on a variety of things.

Point Use 1 - Attributes

The first option is Attributes. Each character has 7 attributes, split into two groups, and each attribute defaults to 10. You can spend as many of your character points as you want in Attributes.

The stats range from 7-20, with 10 being average human and 20 being the highest possible in the game. You can also reduce attributes below 10 to reallocated those character points, but no more than 3 attributes, or 5 total points.

BTW, these stats should be the upper limits of your character but if you char has a power that permit him/her/it to have a much higher effective strength. then PLEASE drop in a number (typically 10) in parenthesis for your normal level. It won't come up too often, but it's a just in case thing.

Physical Attributes:
* Strength - A measure of how physically strong your character is. Encompasses how much the character can lift, and how hard they can hit.
* Stamina - A measure of how physically durable the character is. Encompasses damage resistance, health and endurance.
* Agility - Encompasses a variety of attributes, including hand-eye-coordination, flexibility, balance, precision and manual dexterity.
* Speed - A measure of how fast your character can move.

Mental Attributes:
* Intelligence - A measure of your character's brainpower. Encompasses IQ, creative ability, reasoning and learning.
* Wisdom - A measure of common sense, perceptiveness and intuition
* Willpower - A measure of your character's mental fortitude. Covers determination, and also a measure of how mentally resistant a character is (telepathic attacks, torture, etc.)

NOTES ABOUT ATTRIBUTES:

- Be prepared to defend in their own terms why a character should be at a selected stat level.

Although we want to allow players leeway to create and play the characters they want, we reserve the right to request you adjust your attributes if they just don't make sense, or if we feel the way the character is being played in a way that does not correspond with these attributes.

Cases in which this can occur include, but are not limited to:

1) A character is acting in a way that is superior to their mental attributes (being smarter, more determined, etc). The Beta Readers may require you to adjust your character sheet to reflect these changes (shifting attributes in order to increase the attributes to a level consistent with your portrayal).

2) A player is unable to convincingly portray a character of a certain level of attributes (within a reasonable area of difference). This is to prevent "railroading" other players into reacting to a character in a way different than the character presented. The Beta Reader may require that a character lose points in those attributes.

If, in these situations, you feel a Beta Reader is being unfair, please send a respectful, level-headed PM to an Author. A vote will be conducted in Role Play Analysis (so that the results of the vote are available to the players as to what the character's attributes should be changed to (if any change is warranted)). The results of this vote are FINAL, and continued complaining about this will be counted as a rules violation.

Point use 2 - Power/Non-Power effects and skills.

The character must also spend their character points on the respective power/non power effect, meaning that you need to spend point not just in the stats of your character but also in the meta-human abilities of your character a.k.a power effect which encompass the uses of your meta-human power such as super speed, fire breathing, etc... along with non power effect are those abilities that are NOT linked to your meta-human powers but are obtained from other means such as natural talent or training.

a character may not have more than SIX (6) powered/non-powered effects unless told otherwise in the concept dictionary and only spend a total of 10 points spent in this area.

These effects split into five big types can be originate from either power or non-power effects:

- Super Art (a conscious powerful display of your meta-human character capabilities that use the borderline burn out nature, which can be almost anything but the use of this abilities are often limited and wear the character at much faster pace)

- Passive Trait (this is something your character has naturally and requires no effort to have such as immunity to certain attacks, clairvoyance, super human senses etc.)

- Buff (this a character capacity that can increase or decrease the stats of a target(s) for a limited time which can be one self, allies or your enemies or all of the latter)

- Active Power(this is the general expression of your standard meta-human power, they requires conscious activation by the user such as flight, energy beams, telepathy..etc)

- Expertise ( The non-power effect big Daddy, this are thing your character learns or obtains trough training or experience such as martial arts, hacking ,espionage amd such)


Example:
Makoto
- [Super Art] Koudou Rikimu *allows the user to exert the max strength with any part of their body for limited time*
- [Passive Trait] Nigh-infinite physical potential *Makoto can obtain superhuman attribute trough training due to unlimited physical development*
- [Buff] Ryusui Seikuken *increase the agility by 4 when avoiding attacks or countering *
- [Active Power] Fire Renki Form * generate, control meta-physical fire and have control over existing fires)
- [Expertise] Gogyoken Ryuu lit.Five Elements Fist School *extensive martial arts training in a school of martial]


Notes: that some power/non power effect cost more than one point or even banned. If, in these situations, you feel a Staff is being unfair, please send a respectful, level-headed PM to an Author. - Stats that are at 19 or 20 might be required to take up an effect slot, BUT you will not be charged an extra character point for that.

- Construct using and shape shifting will take up two character points each, only one power/effect slot.

- Protection against a specific attack type will only take one point, total invulnerability will take two points.

- Immunity to using your power is free, immunity to others using a similar power is not.

- if you want your character to have a component of charisma (like leadership or media savvy) add it to their personality.

- Be prepared to defend your in their own terms why a character should be able to do a certain powered/non-powered effect or skill.

Point Use 3 – Equipment/Weapons

If you would like your character to have a specific piece of equipment or weapon, this might cost character points too. For the most part, simple, easy to find generic things like guns, swords, etc, won’t be included, but it you want a specific rare type of armor or a sword that doubles as a teaser, that will likely cost you points.

Like everything, this is dependent on Staff approval, and open for appeal. Also If you character meta-human power is actually of the equipment class then said character is exempt of equipment cost as long as they are related to the equipment in question.
