Wasteocrates, Wastelanders....

The Warlord has followed the call to the ruins of Matt Black City which was once the mighty capitol of Mattblackgod's world (see the Mattblack city reports thread). We found a suitable block and moved in setting up the mighty township of Wastetopia. The ruins of the city itself is chock full of valuable salvage.

As mighty Wasteocrates (as long time visitors here are called) there is a chance for you all to be immortalised in the text and background of Wastetopia. More on that later. First some details and background of our new home. Got to give you a flavour of our new home.

Wastetopia is a township in the ruins of the mega city. It has become a trade hub and is favoured by those who don't like too much stifling law and order. Whilst it is ruled over by the Warlord and his horde of trusted Wasteocrates it lax in some areas of morality. In addition to this as a trade hub it attracts many thieves and bandits who come there to trade their ill gotten gains.

The block is typical of a mega city (for those scratching their heads watch the movie Dredd for an idea of the structure. If you haven't seen it...WHY NOT??). This block is smashed and only 11 floors remain. Nuclear blasts ripped the other 190 floors off and deposited them somewhere else in the ruins.

The remaining structure is 800 meters across. There is a centre shaft which all balconies are placed around. It is partially open to the air although the Warlord has mobs looking for plexiglass to cover it to keep dust and critters out. For around 400 meters around the block the Wasteocrates have built a 30 foot high rubble wall. Various buildings, workshops, businesses and animal pens are built in the space here.

For the first four floors/levels there are no floors or apartments. This would have formed the block's original social and business levels. Around the edges the bars and other services have been repurposed by the Wasteocrates. The large empty floor space is now a mix of businesses, workshops, warehouses and homes. Some buildings have two or three stories and some near the outer walls have scrap metal walkways put in to the nearby balconies.

Everything can be found on the first five levels and ground floor. There is the arena (used for gladiatorial combats, live music and markets), the mutant pit (the Warlord throws anyone who annoys him into for the beasts below to savage them to death. Really bad offenders have to face the Warlord's socks!), eateries, relic dealers, scrap dealers, weapon dealers, breweries, water merchants, hostels, brothels, mechanics, vehicle builders, beast handlers, armourers, hospitals, doctors, stalker hangouts, slave dealers, gambling dens, drugs dealers, drugs dens, bakeries, fast food sellers and more.

Level 11 is the topside weapon mounts, guards and spotters. It is off limits to the locals. Solar sills are also located on the top level. The solar panel battery is also situated here and provides the power to the Wasteocrate levels and to light the general passageways. Note:businesses and citizens have to provide their own power. This is usually done with solar cells and generators.

Level 10 is home to the Warlord, his concubines, advisors, bodyguards, servants, personal amoury and vault etc.

Level 9 is the apartments of the senior Wasteocrates. They are the Warlord's Captains and Lieutenants. Each of them have their own gangs which serve as security and law enforcement for Wastetopia. The gangs themselves mostly live in the barracks on level 6. The Wasteocrates each have their bodyguards, lovers, children and servants (or slaves if they are that way inclined).

In addtion to this many Wasteocrates run or own one or more business in the levels below.

Level 8 is a off limits storage area. It is heavily guarded. Many rumors circulate about what is stored there.

Level 7 is empty and is called the expansion zone.

Level 6 is the gang and mercenary barracks.

Level 5 is the first proper apartment level and the 1000 apartments is ample space. Mainly the affluent merchants and stalkers live here. It is rare but not unheard of to find thieves and footpads on this level.

The basement level is made up of the lower levels of the businesses above. It reaches out as far as the defensive outer walls. Also here is some cheap hostelries & bath houses. Many live rough building what they can in between the ancient pipes, dead block recycling plant and burnt out plasma reactor. The lower level of the mutant pit and cages are found here. The unwary can find themselves dinner for the beasts caged here. The basement also houses the water recycling plant which cleans waste water for reuse in fire fighting or cleaning duties. There is a chance footpads and thieves operate here.

The sub basement is the place where the poorest live. Again its footprint reaches the outer wall. Many just use a sheet to make a home. It is a dark place with few business operating here. Theft and mugging is rife. The Warlord's prison is here. There is also a pig farm and mushroom farm.

The under levels beneath the sub basement are dark filled tunnels filled with many dangers and strange locations. They have never been fully explored. Only the really down on their luck end up here. Some say that there is a tunnel down there that goes to the lair of a terrifying mutant the Wasteocrates call "Ol Gregg".

Wasteopia's main trade is the Stalkers, who bring relics and locations of large material locations out in the ruins. Recovery teams will often go out and start to strip these location. These are traded to various scrap, relic and material dealers. The dealers (and many other traders) will trade or offer items to the Warlord in taxation/tribute. Much of these items go into improving the towns defences or structures. The traders will often take items to various places beyond the wastes in convoys where they make a fortune. Many convoys return with other items the township needs which are traded for a profit (food, clean water, munitions, beer and so on). They also trade with bandit gangs but not those who raid the trade convoys who are treated as enemies of the state.

Slaves are traded and used in Wastetopia although mistreatment of them is frowned upon with the Warlord taxing offenders. The big man frowns on slavery although you wouldn't know it from behind his mask. However he knows that slavery is part of life out in the Wastelands. The outer walls used slaves to build them and the Warlord ensured they where well treated. Once the defences where built the Warlord freed them all. Many of the slaves still live in Wastetopia. The well treatment and freeing of them has created a loyal band of citizens to the boss.

On his birthday the Warlord often buys a slave then frees them. If they appear lost he gets them employment and ensures they get a fair chance to start again. At other times on a whim he purchases a slave, gets them to do a small task such a pick up a scrap of litter. He then booms "debt paid!" and gives the slave their freedom. The Warlord hopes that by leading by example he can change how his people think about slavery. The use of slaves by Wastetopia has caused tensions with the Liberty City Enclave of Little Liberty.

Drugs are openly traded and used in Wastetopia. The way the Warlord sees it many need them to forget the horrors of the wastelands or their past. Gambling is likewise legal. Prostitution is legal too. However the age of consent is set to 18 to prevent child abuse.

The laws are simple in Wastetopia. All Citizens are allowed to defend themselves if attacked or robbed. This includes upto the maiming or killing the offenders. They where beyond the law. The offender if still alive and caught will in most cases be beaten senseless, stripped naked and kicked out the town gates with a one year ban. Serious offenders will be kicked off the walls with a life ban. Rapeists will sometimes be castrated. Sometimes the naked offender is driven miles into the ruins and then kicked off the back of the truck. Half the offenders belongings & clothes goes to the victim in repatriation and the other half goes to the Warlord.

Murders and people who cross the Warlord end up in the mutant pit or executed in some gruesome but imaginative manner. Some even get dragged into the lair of Ol Gregg (yes, it followed us too). Those who abuse the under age sex and prostitution rules are also treated harshly with castration and some imaginative, gruesome way of public execution.

The law is enforced by the various gangs and mobs of the the Warlord's Captains and Lieutenants.

No politics or region to be practised in open areas. Offenders get a wallop and told not to do it again. Repeat offenders get fines or kicked into the mutant pit. Practice is behind closed doors and recruitment is regarded as a offence. All people who can bear arms must pick up arms to defend the town when required. Stalkers and reclamation teams often join the guards on the outer walls when Wastetopia is under threat.

Wastetopia has strained relations with some of the other factions in the ruins. Little Liberty (Liberty City enclave, because of drugs and slaves), Mega Sodom (Nu Sodom city enclave, who see it as a rival), Miranda town (Brittainna enclave because of dealing with bandits, gambling and drugs) and possibly Utopia when it gets set up. The K2I corporation also has a beef with Wastetopia as the Warlord banned them. That doesn't bother the Warlord as he isn't beyond launching raids on the other townships convoys.

Open hostilities still exist with the Great Lakes enclave of Chaztown. The Wasteocrates waged a successful war against Great Lakes when they tried to expand into Wasteocrate territory. Both sides have not forgotten this.

The town is largely ignored by Trog Town, the most powerful township in the ruins.

Mutations are accepted here, as are evhuman races (Squats, Ratling, Big uns), cyborgs, robots, andriods, Trogs, Grots (there is a small community of Grots living in the sub basement), Vermen and what ever. The Warlord accepts all into Wastetopia provided the abide by his rules and take up arms to defend the township when ever needed. Sexual orentation, transgender, hermaphrodites and even a person's kinks are openly accepted.

Around the outer walls is used as a race track and races often take place with spectators watching from the ramparts. Sometimes death races take place in vehicles here too.

So what I do I want you lot to do? Have a think my beautiful warriors!


How do you see yourselves living in Wastetopia? Do you run a business? In real life do you have a skill that you could use to make a living in the town? Do run you a stalker or salvager mob? For instance Mr Clean's bath house or Tinkers Brewery and rat on stick emporium. I will write them into the background and maps. Yes, there will be maps.

The Warlord realises that his hordes may need a uniform or methpd of identifing the enforcers of the Warlord's will. What items do you think the boss should use so locals and visitors can identify the heavy hand of the Warlord? Pitford in Mutant Epoch uses horse hair helmets and coloured tabard worn over the Ganger's equipment, barter town in mad max 3 use headdresses, Immortan Joe uses shaven heads and warpaint.

How do you see what the banner or flag of the Wasteocrates?

Is there any nasty ideas for the sub basement and under levels?

Rych and his Gang 'the Kaledonii' , loyal to the warlord who uses the gang as his shock troops , famed for their red tartan kilts (dyed in the blood of there enemies don't ya know) Ryches own passions lead him to the breeding pens , he breeds racing and war Haggii. The racing beasts are more lithe than the war haggii but the Kaledonii love the bad tempered creatures . After business overtures from Tinker he has started breeding a food variety , he isn't sure how it will take , I mean who ever heard of haggis you can eat

Ha ha. Great stuff Rych. I have some hairy Haggis minis some place. Red tartan? That will be a bitch to paint.

The boss is partial to a bit of Haggis and whole heartedly appaulds the enterprise.

I'm not English speaking so for me chunks of text like this are difficult. :read:
Half of it I can understand.
Maybe I got an idea for a flag/corporate sign on top of the building.
I read about repurposing stuff from the olden days. So maybe on top of his building there is a yellow lettre 'M' (like the big roadsigns on a pole along the burger chain) Maybe a 'B' from an IBM sign and maybe they fabricated the lettre 'G' themselves ?

I 'de be making a harnas out of an old kettle and some tiers, a couch out of an old fridge, improvise boobytraps of scrap metal, maybe add some color substance to the otherwise unappetizing grey PA food, inventing the 'zombie decapitate artillery' (based on two canons firing simultaneously and a metal wire), making masks out of dried enemy skin,...
