I found some models to use as NWO, or as just some soldiers with gas masks

Cool minis especially if Stalker or Metro2033 is your thing,

I think they are true 28mm so some heroics may dwarf them.

I have these miniatures they are very nice. But as the boss says they are a bit small compared to heroic 28 millimeter.

No idea as I don't have any eureka minis, I just remember someone having some and saying they are smaller than GW.

I do have them. Wonderful lads - also check out their U.S. in NBC gear!
As for size, they are indeed small, but not overly so. You might want to reconsider mixing them with especially tall miniatures (like Wargames Factory plastics), but other than that you should be fine.
