First up, I recommend that you play the rulesets a few time. Try the campaign mechanisms if there are any. See what you feel fits. I say this as I have read D6 rules and thought they read okay, but didnt like how they played. You might find one game rocks and others dont. One thing I suggest is for the imperial scale sets (Stalker OB, Skank) change the inches ranges and scale to the same in cm. This will scale it down about right. It works for Necromunda, 40K and other rulesets too. For the metric games just half the ranges and scales. Simple as that and off you go. Then see what you would like the game to do. If you want awesome powers and stuff list them. Drop a email to the authors and ask to use them them and permission to make up some additional free rules. Let them know that you will link their website and rules as the core and will publish any modifications for your setting free. When they say okay, and I cant really see them saying no to that, then I will offer my services to help you thrash out what sort of things you want to see. I have played all these rulesets and I am familiar with them, and written plenty of my own home brew rules.
