Let it be at the Gym Leader's discretion to allow it and the challenger's discretion to ask for it from that Gym Leader. I would be ok if there was a non type on the team. I mean, in my Standstorm team I might want to lead with a Metagross. That would be ok because if you still looked at the team as a whole you could say "oh that's a sandstorm team". If I could look at you team with porygon z and and still know it's a bug team that's good. We just cannot got extreme and have three fire types on a water team or something.
