Observations of the Possible Origins of Persona Ability and Hypotheses as to Its Origins and How It Affects Persona Users
Subject: As observed by Nagashima region Persona users, Persona ability is granted by butterfly-esque spirit/deity/demon. Identity and purpose of butterfly unknown. Reason for choosing this region unknown. Methods of ability gifting are unknown. Subject has been granted several names in the past, but is generally known as The Butterfly among the normal persona users. I have named it as both Psyche and Philemon in my notes, but neither name is necessarily true. Butterfly is golden, and has no discernible markings. A glittering dustlike substance falls from its wings. This description is based on eyewitness accounts before they enter the ruins, and is generally unreliable. Accounts fo the butterfly appearing to Persona users after awakening are rare, but have occurred (generally when the butterfly appears to an unawakened user and an awakened one is nearby). None of these appearances have produced usable data.
Awakening: Methods of ability gifting are unknown. The reasons for awakening so many users within such a short period of time is unknown. Ruins are filled with shadows. Possible army gathering for the sake of anti-shadow operations vs. former lead researcher of ruins. Links to Hoculus are confirmed. Hoculus = mental disease with no known disease vectors. (Transmission by Shadow?) Evidence of Shadow activity in other regions? Investigate further.
Persona Game? Rumor is 20 years old and appears only in a small region far from Nagashima. Performing it myself yields no results. Personae motivated by will to fight. Should only exist within minds and areas that can support such manifestations of mind. Is Nagashima inherently suited to Shadow growth?
Known information: Butterfly is source of Persona ability. Ability is inherently unstable in Nagashima users and is prone to berserk periods (see: Ruwashi Park Incident [Nagashima Times, Accessed 2013-〇〇-〇〇], own notes about personal berserk experiences, etc.). Personae are summoned using masks that appear in hands, though lesser versions of skills can be used without mask.
Hypothesis: Due to the Butterfly leading newly awakened Persona users to the ruins immediately after awakening, it can be assumed that it expects them to fight the Shadows within. Attempting to overwhelm the Shadows through force of numbers?
Known Information: Butterfly appears in rumors concerning a woman kidnapped into a hidden laboratory. Obviously refers to the ruins and the method of Persona awakening.
Hypothesis: Woman in rumor "Ms. Gold"? Unable to consult her myself due to acquaintance's disturbing affection toward her. Remove Ashdown from picture and coax her into speaking.
Known Information: Hoculus endemic to this area. Confirmed that Hoculus outbreak has occurred in the past. Laboratory appears to have been made to concoct a cure. No known vectors for transmission. Persona users are known to encounter personal Shadow while under influence of Hoculus. All known infected Persona users survived this round of Hoculus.
Hypothesis: Persona ability granted as a way of preventing deaths from Hoculus. Does not explain why the ruins are necessary as an awakening area.
Too much unknown information. Destruction of documents by residents of ruins makes it difficult to find more information. Personal experiments must be enacted.
Most direct way to investigate Butterfly is by encountering it in the field, but Butterfly only appears to soon to be awakened users. While Butterfly has appeared before awakened users in past, it was always in vicinity of unawakened users. Have successfully lured an unawakened user into ruins and had the Butterfly still awaken them, but it's still possible the user was already predetermined to be a Persona user. More experiments must be done.
Death of the Butterfly
Hypothesis: Killing the butterfly leads to loss of abilities for all Persona users. Persona user crime would cease to exist, as they would no longer be able to summon. Would also force an end to anti-Persona user hostilities. However, Persona users would no longer be able to enter the ruins and fight Shadows (Personal note: would this be a bad thing?) Possible overrunning of town by Shadows. Ms. Yellow's motivations are unknown. Possible evacuation of Nagashima necessary. Alternatively: bomb the ruins off the face of the earth. Problems: Accessing military power for an endeavor. Does not guarantee deaths of Shadows.
Hypothesis: Killing the butterfly does not lead to loss in abilities for Persona users, but no more Persona users can be born. Persona user growth ceases. Organizations would likely continue to use the Persona users they have, and anti-Persona user hostility will continue. Deaths in the field are more costly, due to lack of a way to replenish manpower. Once all Persona users are dead, similar worst scenario situation as outlined in above hypothesis may occur, but only if complete annihilation of Persona user population occurs. Unlikely due to the large population of non-combatant Persona users.
Hypothesis: Butterfly cannot be killed. Persona user growth will continue until it either achieves its purpose, or this region is abandoned. Anti-persona-user violence will continue, and will either lessen or grow stronger as the population grows, though at the point of writing Persona users are still a very small minority (.01%) of Nagashima population. Annihilation of forces within ruins is likely. Humanity is stubborn.
No god is truly immortal. Kill the butterfly.
Aaaaand it just ends there ( ´△`) Man, whoever wrote all this thinks too hard...

Looking at this now, I think I've actually changed my view on the butterfly. Namely, in that I don't think we should kill it, at least not yet.
The shadows are currently the biggest danger here, more than violent users and hate groups, because we quite literally have no idea if they can find a way out. The barrier holding them in might not last forever, or might not cover any new holes that the more powerful shadows could make.
My main thought is this: what if the barrier is there because of the butterfly? The shadows don't have any reason to keep themselves locked in like that, and if they could make barriers like that, why not just block everyone else out instead of going to the lengths they have?
That's my main reason to avoid killing the butterfly right now: combined with the future lack of persona users that would cause (or immediate removal of such powers from all individuals), having things like the Reaper able to roam freely would carry a far larger body count than any persona user could.

Nakagawa-san, that file was private. I don't know how you managed to find your way into that folder or why you chose to post it on here, but I would prefer if you stayed out of my personal files.
As for anyone else, disregard any information in that first post. I won't delete it, because it's outdated, but it is nothing you should concern yourself with.

I'm not interested in discussing this further. My reasons for killing the Butterfly are mine and mine alone. Even should it prove impossible, it still only confirms that there is more to this situation than what we know of.
