That comes out to two centimeters below regulation. Let's not bother with the variation, unless you think two centimeters of difference will really matter. Make sure to get some leather or cloth strips to wrap the hilt -- I don't generally have those in stock. You can get some from a pair of old shoes with a box cutter, if you don't feel like spending extra.
I prefer to be paid after the work's done. I feel it's only honest.

Can you do a little repairing too? If you can, will you help to repair my sword? It's a little chipped and I think it may break soon if used too much. And I don't really know how to keep the sword sharp and in good condition.
And, if it's possible, can you reinforce the blade a bit? Like making it much harder than before?

I can repair it with a bit of difficulty, yeah. That'll be pretty cheap, and I'm perfectly willing to teach you or anyone how to properly sharpen and oil a blade for free. Just come in at any time, and if I'm not busy I'll run you through it.
Reforging is a bit tougher to do, but not impossible. The issue is that if we make it harder it will chip less, but if it gets damaged it would probably shatter completely. A more flexible blade will bend a bit, and is easier to repair as a result.

In that case, I'm not sure what I can do: the engineering behind much of what's down there is a bit beyond me. I'd gladly take a look at it, though: honestly, I'd pay for the chance to examine something found down there, so how about we call it even if I can help out?
As for the hilt, I can see what I can do about that, but your best bet will probably be to wrap it with something like leather or cloth. I can see what I can do about making that easier.
