Assessment and Commentary on the FRA

Greetings, I'm Unibot, the Arch-Chancellor of the Founderless Regions Alliance (FRA). In the following months I hope to bring about changes in how we operate and conduct our affairs with our member-regions and NationStates abroad. However, it is clear that people have genuine criticism and concerns to give in regards to how the Alliance operates, how we have operated and how we will operate. I'm not a historian, I do not claim to know everything that the FRA has done and what grievances it may have caused, but I look forward to trying to find solutions for the future, for some of the problems and whatnot that others may have with the FRA. Consider this your chance to give us a review of our administration, feedback and emphasis some of the problems that have plagued us in past so we can try to resolve these issues. I will be circulating this thread across our member-regions in the hopes to give a direct link to our member-regions for assessment, criticism and commentary, in addition to opening this discussion on the Official forums for non-members. In no-way am I suggesting that our representatives have not been giving me active feedback, but I have simply sensed that there is some deep resentment building up in areas of NationStates and member-regions and I wanted to offer a direct channel for such critical review. Thanks to a lovely poster for giving me this idea, she knows who she is.

Criticism for defending in general is off-topic in this thread, and please keep specific names out of your criticism as much as possible -- I want to try to keep the hostility out of this thread and the best way to do that is to cut the names out of it to make it a little less personal and confrontational.. but perhaps more constructive. WANT TO TRY OUT DEFENDING?
The Founderless Regions Alliance Rangers will be hosting several relatively-wide-open defender clinics throughout the month of May. With these clinics, players can try out defending within an orchestrated environment that tolerates mistakes and inexperience.


Q: What is Defending?

A: Imagine you're sitting in your region when a hoard of strangers come into your region, attempting to claim your WA Delegate's position -- threatening to eject and ban you or your regional colleagues, changing the World Factbook Entry, suppressing your posts and oppressing the region for their own amusement. You have just been raided. Defenders attempt to catch raids when they happen and protect the region from a successful invasion by raiders, this is called a defense mission .. and is essentially preventative. In addition to defense missions, many defenders, most notably, the Founderless Region Alliance's Rangers, will attempt to overthrow the raiders that control regions against the will of the region's native residents. Liberations (not to be confused with the WASC proposal categories of the same name) are retaliatory in nature as they are a response to a raid that has already happened. As it is always more economical to try to prevent more so than correct, we emphasis the importance of defense missions... but sometimes defense missions fail for whatever reason and we must attempt to liberate. NOTE: Defending is strictly gameplay and does not require nor utilize roleplaying.




Q: What Do I Need To Defend?

A: You need several things,

  • A Mobile Nation in the World Assembly. Mobile means that you wouldn't care if you moved your nation out of your region temporarily -- this also means that if you have a responsibility as a region's delegate, you will not be able to defend.
  • Time and patience.





Q: I Don't Have The Time Or The Will To Defend Often, Why Should I Try Defending Out?

A: (1) Until recently if you weren't willing to commit to defending full-time in NationStates, you would not be able to defend generally. But the standards have changed, raiders are outnumbering defenders, and defenders are learning quickly that they need to adapt and accommodate their system for people like you -- someone who would help out on occasion if asked by defenders, but someone who also wants to devote most of their attention in NationStates to something else (e.g., roleplay, WA, NSG...). The FRA Rangers for example, is starting up a militia -- a sort of roster that people would be contacted from when defenders need help liberating or defending a region which demands special attendance with large numbers. (2) Defending is fun, you may not know what you're missing until you've tried it. For example, I started out playing in the WA and enjoyed defending so much after my first experience that I've stuck with it ever since while maintaining my participation in the WA. (3) This is your window into how some players participate in NationStates, understanding others via some experiences is always a good thing in such a divisional game.




Q: Okay.. So I Want To Participate In These Defender Clinics. How do I do so?

A: The FRA Rangers will be running six defender clinics. Three of these clinics will offer a chance to partake in a mock defense mission, (a) Wednesday, May 11 2011 from 3:30 GMT to 6 GMT, (b) Thursday, May 19 2011 from 15:30 GMT to 18 GMT, (c) Sunday, May 29 2011 from 3:30 GMT to 6 GMT. Another three of these clinics will offer a chance to partake in a mock liberation mission, (d) Sunday, May 15 2011 from 15:30 GMT to 18 GMT, (e) Sunday, May 22 2011 from 3:30 GMT to 6 GMT, (f) Tuesday, May 31 2011 from 3:30 GMT to 6 GMT. NOTE: These times are in Greenwich Mean Time (GMT). Furthermore, you may have noticed these clinics are scheduled to take place for two and a half hours, it is unlikely that the clinics will actually run for this long, but be prepared to participate for that length. I recommend that you sign-up for at least either a mock defense mission or liberation mission -- if you only doing this for the sake of fun, I recommend a liberation mission. My apologies if the times are inconvenient, we only decide the days, the times are decided by what time the NationStates server updates during the day.

Please sign-up for these clinics by posting the following information here: (a) Your main-nation, (b) what nation you will be using for the clinic, (c) what clinic(s) you would like to attend, (d) how much experience do you have with military gameplay ["no experience" is expected but not required]. Entries will be screened for any active raiders, so do not bother signing-up if you are actively raiding (besides.. this venue will not share any of our defending 'secrets'). If you're an ex-raider but wish to attend a clinic, just send me a telegram explaining this or include this in your sign-up post so that our Intel doesn't declare you as 'active raider' -- you will likely be welcomed to attend.

(1) Information and details about the clinic will be sent to shortly before the clinic begins via telegram to your main-nation and your mobile WA nation, (2) As an enhancement to the clinic, I highly recommend that you log onto EsperNet > #fra, on IRC.




Q: That Was Fun.. How Do I Go About Becoming A Defender

A: We won't lie, part of the purpose of defender clinics is to recruit. I'm glad you asked. There are a number of ways you could go about becoming a defender, (1) You could join a FRA Region and become a Ranger, (2) Being active on the #fra IRC channel on the EsperNet server during 4 GMT to 6 GMT or 16 to 18 GMT will give you an opportunity to help out the Rangers, (3) You could convince your own region to join the FRA, in those cases I would contact the FRA's Regional Recruitment Officer or Deputy RRO, (4) You could convince your region to establish its own defender group, (5) You could telegram me and I could put you on the Militia roster for the FRA -- when we need extra bodies for liberations or defense missions, you'd be notified.

Greetings,

With last update I discussed some of my own and my cabinet’s plans for this term, although I was informed later that it was customary for the Arch-Chancellor to consult the Regional Assembly before distributing an update, so I want to first apologize for not making that consultation. Change is here and evident in the Founderless Regions Alliance. We are in a process of restructuring and revitalizing the Alliance, reaching out to new people and mending timeworn hostilities. I am happy to announce that the first of my three immediate goals of my term has been accomplished this week. With the assistance of Northern Chittowa, the Regional Assembly has passed an amendment to the policies of Rangers to include a new, “Rogue Delegate Policy”, by a vote of 11 to 7 votes. With this amendment entrenched in law, a delegate who executes a clear and present self-destructive policy (e.g., malicious region purging) may be overthrown with the support of the FRA Rangers by directive of the FRA Cabinet on condition that there is native support for such an action. With these legal provisions finally codified, the moral inconsistences have been further reduced in the purview of this body’s idealistic defender values.

Also last update, I discussed the possibility of a “Defender Clinic” where players from all walks of life in NationStates – gameplayers, roleplayers and even ex-raiders will be encouraged to try out defending in orchestrated practice defense missions which would be open to the public. I am delighted to inform you that these Clinics will be taking place throughout the month of May, with the first session taking place on May 11th. Our administration will be circulating advertisements about the Clinics shortly to all member-regions and many non-member-regions. Players are urged to sign-up and experience defending firsthand if they have not already. Further discussed in last update, political enfranchisement for FRA Rangers has become a hot topic in our Regional Assembly. Several camps have formed around several compromise and activist bills contesting for recognition – all these bills varying, of course, in the amount of political enfranchisement they are willing to provide for FRA Rangers. One group supports the resurrection of the Independent Assembly (IA) for individuals like FRA Rangers to lobby the Assembly, others want special representatives for the FRA Rangers in the Regional Assembly and of course the two opposing factions in support of the status quo and full voting suffrage, respectively, are actively engaged in heated debate as you read this update. Players of member-regions are highly encouraged to keep active on this issue and lobby their respective representatives.

In the last two weeks, we welcomed Vice-Chancellor Spartzerina to the rank of General. We’re happy to acknowledge such a great achievement for a Ranger. Congratulations Spartzerina. The FRA Rangers have been busy these last few weeks to combat concerted efforts by raiders, for example in Marxist Leninist Party and Iran. In Marxist Leninist Party, Rangers in coordination with the natives of the region were able to intercept a refound attempt by the Black Hawks, Europeia, The New Inquistionand Unknown who were bidding to forcefully capture said region. Whereas in Iran, our Rangers liberated the region from the receding clutches of the Black Hawks and supported a native delegate during an extensive clean-up of the region to ensure its security. Another region, Republicans, which had been captured by the Alliance of Dictators for several weeks, has been liberated by the FRA with help from several supportive roleplayers who simply wanted to help out. I think this mission demonstrates that opening our arms to unconventional sources for troop provisions, like roleplayers, is the way of the future for the Founderless Regions Alliance – to keep up with the large numbers that raiders have been sporting in the past few months, the FRA can accommodate players that do want to help but don’t want to be a dedicated military gameplayer. Perhaps this sounds like you, if so, I’d have you know that the mission in Republicans will be rather longitudinal and will require a lot of sitting and waiting for influence to be gained, so if you wish to help out, people are welcome (at least with our blessing) to move their WA nation to Republicans and support the FRA as we try to remove the Alliance of Dictators threat out of said region.

On this topic of a more open and outreaching FRA Ranger organization, I have two considerations to announce, (1) The FRA IRC Channel has been established as #fra on EsperNet. Previously, the #fra channel was reserved for the FRA Rangers and their private military affairs, but we’ve moved the Rangers to their own new channel, so that the #fra channel can be used by anyone who may want to help out the FRA Rangers from time to time on missions but does not have the motivation or time to commit to become a full-time Ranger. If you want to try out defending or help out, I encourage you to not only attend our previously discussed defender clinics but also log onto our IRC Channel, #fra on EsperNet during 4-6 and 15-17 GMT, (2) My administration and I will be establishing a militia for defender sympathizers across NationStates. Said sympathizers can sign up on a roster and will be called upon when the FRA needs troops for large-scale missions, in particular, liberations. This will be a great way for the FRA to accommodate the player who wants to help out but can’t actively defend which is yet another effort by my administration to improve and to innovate to make sure that the FRA is better set for the future in a rapidly changing Military Gameplay environment. Further details about the militia will be released as they emerge.

Nevertheless, after all of these initial successes there is still much work to be done as I am constantly reminded. To begin the process of reform with open ears, I have offered a chance for member-regions and non-members to weigh in on the discussions of how the FRA can improve itself, and I hope that you take the effort to read over these threads for constructive criticism which has been provided in member-region forums and on the official forums. These threads are shaping up to be very useful for some much needed direct communication from regional members to the FRA Administration, and may be the source of tomorrow’s innovation in regards to our esteemed Alliance’s policies.
