Article I: Membership

Part 1: Introduction

We are Outcasts: Rejects of society, and shelties of wanderers.
Membership in The Outcasts is rich, Organized and Unified
Members are encouraged to take part in the politics of this great alliance.

Part 2: Advancement in The Outcasts

Members can apply for a position within any ministry, providing that they fulfill the requirements needed for that position, and can rise through the ranks, possibly even becoming Minister of that ministry.
Officer positions and above are to be decided by the Host and the Host alone.

Part 3: Involvement and General Existence

There are rewards and badges to recognize member’s achievements and rank in The Outcasts.
These can be worn in the signature.
Any member is welcome to suggest new Articles or article revisions for implementation. Members are actively encouraged to propose improvements to the alliance or the forum.
The more experienced members will educate the younger members in the finer parts of City building and management. And how to wield a katana like a butter knife.

Article II: Member Rights

1. Members have the right to receive Crisis Aid. Only under Dire Circumstances (to be determined by an Officer)
2. Members have the right to be free from insults and derogatory remarks of any kind upon their person whilst on The Outcast forums.
3. Members have the right to offer advice and ideas on any aspect of The Outcasts. Although all decisions will be made by the Officers and the Hosts.
4. Members have the right to have their contributions fully considered by the leadership.
5. Members have the right to suggest changes to any aspect of the alliance, and have those suggestions fully considered by the leadership.
6. Members have the right and are encouraged to criticize any aspect of The Outcasts.
7. Members have the right to leave The Outcasts for any reason, apart from Militaristic Intentions.
8. Members have the right to partial military protection from The Outcasts.
9. Members have the right call for the removal of any other member, providing the reason given is reasonable.

Article III: Government

Host

The host is the leader of the alliance and the end decision in ever matter should he/she choose to be. The Host is never elected. If a new host is needed, it will be decided by the one who previously held the position.

Officers

Officers are part of a General Officer's Council and are to be decided by the Host of the Alliance. decision will be made based on activity and benefit to the alliance.

Ministries

Ministries are both the bureaucracy and legislature of the Outcasts. There are 3 Ministries, split into Internal, External, and Defense. The Interior is made up of the Ministries of Membership, and Education. The Exterior is made up of Communication and Foreign Affairs. The Ministry of Defense takes care of all matters concerning the safety of our Alliance. Ministers are elected by the general membership every 2 months. All Ministers have Admin access. They may appoint a Deputy if they feel they need one, and are encouraged to train an apprentice.

Internal

Minister of Membership - The Minister of Membership's job is to oversee Recruitment efforts and keep Membership matters under control. He/She is in charge of making sure membership listings are made available and ghosting is kept track of.


Minister of Education - The Minister of Education is in charge of the School for Outcasts. He/She may appoint specific teachers if need be, or place a new member under a Mentoring program.

These two Ministers make up the Interior Council.

External

Minister of Communications - The Minister of Communications' job is to have a general idea of the major goings on in Server 3. It is his/her job to write any newsletters, determine Diplomat's conduct on foreign forums and to ensure Outcast has good channels of communication around Server 3. He/She also may make embassies and diplomat masks.

Minister of Foreign Affairs - The Minister of Foreign Affairs' job is to keep The Outcasts in good standing on Server 3. He/she is to keep up with Civony Politics as well as oversee Diplomats. It is his/her job to ensure The Outcasts have excellent communication between her allies. Any treaty The Outcasts sign must be written or reviewed by the MoFA. He/She may also make embassies and diplomatic masks.

Defense

Minister of Defense – The Minister of Defense is in charge of the Alliance Security. If our security is threatened as a whole, it is the MoD’s job to warn everyone of the coming or possible danger and who poses the threat.


Crisis Chain of Command

In the event of absence of officials during a war, the chain of command is as follows:

Host
Co-Host
Any Officer
Minister of Defense
Minister of Foreign Affairs
Minister of Communications
Minister of Education
Minister of Membership


These officials may change alliance Defcon and issue Executive Orders if no one else is above them in the order.


Replacement of Ministers

When a Minister seat is vacated by resignation or removal, that Minister's respective Secretary must put forth a candidate as a replacement, to be voted on by the membership for approval. This requires a unanimous vote. The Secretary shall serve as Minister until the candidate is approved.

Article V: Amendments

This charter may be amended in any of these two ways
•A unanimous vote in the Officer Council.
•A General Referendum Poll. Any member may start an amendment poll (in the General Assembly please!), but for it to be a valid vote there must be at least 1/4 of the alliance voting, and the proposal must win by at least 2/3rds.
•All amendments will be inserted into the text, with the removed items placed below in this document.
