Haven is a moon of Aberdeen which was the site of a small mining outpost of some type. For a price, the local inhabitants were willing to provide shelter and the chance for a new beginning for those wishing to remain under the Alliance's radar. The outpost was destroyed by unknown reasons, but this shortly happened before the Miranda message was broadcasted. There are however other small communities who do the same. It's not a rich planet, but at least the inhabitants are welcoming to those who seek a place to hide.

It's pretty much an ice world, where the temperature rarely goes above zero, snow is seen for much of the year. There's a Fed Station here. The inhabitable parts lie around the equator, if you go up north or down south you'll find yourself in massive mountains, ice and snow and freezing tempratures. Why it is so cold is pretty easy, the largest part of the year Aberdeen is infront of the sun as St. Albans resolves quite weirdly around the big Gas Giant.
