Once Dyton was made habitable, the Penal Moon was opened by the Alliance. It's a moon convicts are sent to so they can begin to work off their sentence, like a state penitentiary. As Dyton, it's also a moon that is still in the terra-forming stages, although it's in an advanced state of the terraforming process. The moon is heavily gaurded by a grid of detection systems and gaurded by at least four Alliance ships (small ones though).
