Affirmation: “Восточная Кровь” (
East Blood )
We, as inhabitants of the Eastern lands, of Slavic, Germanic and Rus descent do hereby swear fealty and allegiance to the East Empire, Ostreich. It shall serve forevermore as the bastion of strength, purity, unity and pride of the eastern peoples. This document sets forth the laws, decrees and statutes sent forth by Perun himself, and administered by the Tsar. It is also affirmed that traitors, enemies to the Reich, and those too weak to carry out its will, shall be rooted out from amongst us and crushed. This is our empire, this is our document and this we Affirm.
Град!Article I – Admission RitesAny empire wishing to fall under our banner and become a full member of the Reich shall be processed properly, and will be accepted so long as the Criteria are met. Any application for membership may be blocked for any reason by the Tsar.
Article II – Hierarchy and Positions1. Tsar - Emperor The absolute monarch of the Ostreich is henceforth referred to as Tsar, whom all citizens must swear loyalty to as they would loyalty to the Reich. The Tsar alone wields a supreme power to block any action, and the ability to issue Imperial Decrees, which are instituted as Ostreich law upon implementation. He is the head of state in all guild affairs, including foreign affairs, military affairs, and interior affairs.
The Tsar serves a life term, until death or resignation, and cannot be expelled or suspended from power. Upon the event of either, the Tsarevich, who is named by him before hand, will be crowned the new Tsar of Ostreich.
2. Ministers – Imperial Cabinet The Tsar is given with the power to appoint Ministers to assist in the administration and governing of the Ostreich. These
Boyars, or Nobles in Rus, serve at the discretion of the Tsar and may be dismissed at any time. The Boyars are responsible with whatever duties or powers they are granted by the Tsar, at or after the time of their appointment. At this time, the ministry offices consist of:
Economy, or the Bank Bjarmaland, in charge of supervising the economy of the Ostreich and contributing to the successful growth of the Reich as quickly as possible.
Radegast, responsible for the up keeping of internal embassies and the sending out of ambassadors to foreign guilds, as well as the supervision of relations with all foreign guilds. The Radegast is also in charge of processing treaties, making sure that they are signed and announced in a timely manner.
Duma, responsible for the creation, distribution and upkeeping off all protocol and guides to be used for the enlightenment of Ostreich members. The Boyar of The Duma is also in charge of running the Ostreich Universität in order to train and initiate new applicants into the Ostreich. The Boyar of The Duma is also responsible for the creation of propaganda to be used by the Reich.
Einberufung, responsible for the spreading of the word of the Reich and find possible new empires to become Citizens of the Reich.
Boyars have full control over their ministries and the operations held within. This power is not extended beyond limitations set into place by the Tsar.
3. Duma - Imperial AdvisoryThe Duma is granted the ability to voice opinions, hold discussions and suggest policy to the Tsar, Boyars and the Tsarevich regarding the administration and governing of the Ostreich. Every member serves as a member of the Duma, and as it is not a democratic body and perfoms an advisory capacity, dismission and appointment are irrelevant. Generally, Duma duties will consist of signing treaties via vote, subject to the Tsar ratification, and viewing all government proposals and improving upon them before they are submitted to the Tsar, and put into action.
Tsarevich is an honorary and successor title bestowed upon veteran guild members who are advisers to the Tsar. It is the Tsarevich's duty to work closely with the Boyars, The Duma, and White Army, to accomplish goals that will require various elements of each of these groups for success. It is their duty to find solutions to complex problems as well as make sure that all official documents are standardized. In the event of the Tsar's abdication, the Tsarevich is appointed Tsar in his place. The Tsarevich also serves as Acting Tsar in the Tsar's absence if needed.
4. White Tsarist Army ( WTA ) – Imperial Armed Forces
The armed forces of Ostreich shall be a full time professional military, made up of all members. Service in the White Army is non negotiable for all members. The Tsar, as supreme Commander of the Army, may appoint officers to command over it, and may vest them with the ability to promote or dismiss military officers according to their discretion in addition to any other duties he may provide them with.
Article III: Symbolism and IdeologyThe Ostreich is by its very nature, strongly opposed to anything that it deems a threat to its ideals of eastern cultural preservation. Aside from this and our values as a Russian/Slavic Nationalist alliance, Ostreich is purely an IC entity and does not take any particular stances on OOC issues. Because of this, the Reich will only have a limited discussion forum for OOC issues that is strictly moderated.
Our ensign is the Rus Coat of Arms circa 1730, the national symbol of the Russian Empire. To us, it symbolizes our ancient heritage, pride in easter influence, our motherland, and our ability to overcome all odds. It also symbolizes unity and strength, two core values of Rus and Slavic peoples and hence, the Ostreich.
Our crest is the Double Eagle, the traditional crest of the Russian Empire, and an emblem of Russia itself. It symbolizes power, unity and majesty. The eagle is a bird of prey, top of the food hierarchy, and a king in his own territory.
Our official hail is Град, the Russian ( Cryillic ) word for hail. We use this word to signify our faith and support of the Reich's eastern foundations, through peace and war and all times to come.
Article IV: Foreign PolicyWhen it comes to the affairs of other guilds, the Ostreich will treat all guilds with the respect and diplomacy they deserve, giving even fundamentally opposed guilds a chance to solve issues through diplomacy in a civilized manner. If this course of action fails to meet the interests of the Reich at any time, then and only then will war be an inevitable option. If attacked, it can be expected that the Reich will retaliate, and call for support from its allies. The Reich will always respond to calls from help from guilds that the Reich has signed any treaty obligating mutual defense or aggression. The Reich is a civilized guild and does not see the need for senseless warmongering. Diplomacy will always be the first choice, however, we will not hesitate to retaliate if our peace loving folk and lands are threatened or attacked in any way.
Article V: War and JusticeOstreich nations may engage in various raids upon any unaligned empire without the express approval of the Reich. (Unaligned is defined as the “Unaligned” affiliation or any affiliation that has less than 5 members to it, or is not protected via a protectorate treaty). However, if an empire engages in said warfare, the Ostreich government will not provide any official aid to the empire, and the empire will be on it’s own in settling any conflicts that may occur. If an Ostreich nation raids an aligned nation, it will be forced to declare peace and pay reparations immediately or face expulsion from the Reich.
Treason and Espionage Clause: The commitment of treason or sedition ( as defined as any subversive activity deemed so by the Tsar or a Boyar ) by a member against the Ostreich, her allies or a protectorate, is punishable by expulsion and execution. Discovered spies can expect exposure to war from the entire guild, be it through multiple empires or financing. Espionage/treason is to be treated as the highest crime against the Reich, and thus can expect the appropriate justice to be served. The penalty for treason is death, and any member can be expelled by the Tsar at any time, without giving justification. The Tsar may also pardon any member from expulsion, suspension, or otherwise punishment term. The Tsar cannot be expelled or suspended from power.
Desertion Clause:Внимание! Empires who leave the guild without justification and warning will be treated as deserters, especially in the case that they steal or take guild material or ideas created by the Reich staff or membership. Desertion during times of active guild warfare constitutes as an act of high treason punishable by death. All members are required to resign using proper protocol, and clear any and all debts they hold with the guild before being permitted to leave.
Article VI - AmendmentsThe constitution may only be amended through Imperial Decree.
