2) Inactive investigators will be kicked after a 48-hour grace period. No excuses.
3) The Chief can choose to start a vote to begin surveillance on someone. This vote must have majority approval to pass.
4) As ever, the Chief or an investigator can start a vote to arrest someone. This vote must also have majority approval to pass.
5) L can choose to put someone in solitary confinement.
6) Serial killers can perform non-Kira killings. This is perfectly allowed. Go wild.
7)Serial killers are citizens that have chosen, for whatever reason, to consistently murder other citizens or investigators. To be considered a serial killer, a citizen must murder two other players consecutively. Once a citizen has committed two murders, they are considered a serial killer.
Serial killers must at least attempt a murder every two rounds. If they do not, then the serial killer is automatically caught by the Investigators. Also, a serial killer will fail to murder someone if that person fakes their death on the same night that the attempted murder takes place. Finally, the success rate for a serial killer murder is always 40%.
8) There can only be one serial killer at a time. Other citizens can choose to help the serial killer, but there is only ever one. Of course, if the current serial killer dies or is caught, another citizen can choose to become a serial killer if they so desire.
9) Investigators can choose to fake their death only once per game. If a serial killer tries to kill them on the day where they fake their death, the investigator will live. However, the investigator cannot escape getting killed by a Kira in this way.
10) While there are three Death Notes, there is a maximum of two Kira killers at one time. The 2nd Kira may be replaced, but no 3rd Kira killers are allowed.
11) Votes to confine someone may be started by an investigator or the Chief. This vote must have majority approval to pass. However, only L can choose to put someone in solitary confinement without a vote.
12) Civilians are a part of this game. Civilians can choose to become serial killers or even assist the serial killer. That being said, the civilian players should realize that assisting a serial killer means the investigators will come after them.
13) L's identity is only known to myself and the player chosen as L. Not even the Chief knows L's true identity.
14) Watari will present any communications from L to the investigation team. No one except L and myself as the Shinigami knows Watari's true identity.
15) Investigators, the Chief, L, the Kira killers, and civilians will all submit their actions to me via PM once an IC night. Failure to do so means that your character will not take any action in that IC night.
16) Please do not discuss the Kira game on the box. You may discuss it via site PMs to each other, Chatango private chats, and other means. However, the no screenshots rule from the previous Kira game still stands. Please do not violate the no screenshots rule. If you send screenshots, you will be kicked out of the game.
17) Enjoy yourselves. This is only a game, so please do not engage in aggressive trolling, spamming, or flaming.

Roles
Shinigami - The Game Master. The Shinigami chooses who will be Kira for a Volume and announces each day who dies and how they die when Kira decides to kill someone for the day. The Shinigami also handles any action taken by players.
All actions taken must be PM'd to the Shinigami.
All decisions in the game that are made by the Shinigami are made by a dice roll.
I will be the Shinigami for this game.
Kira - The secret killer. This person will eliminate the other players one by one every day. It's the goal of Kira to kill all of the other players before they can guess who is really Kira.
Kira must kill one person a day by PM'ing the Death Note entry to the Shinigami. If Kira chooses not to kill someone, the task must fall to a Second Kira. The Shinigami will announce the death, as to avoid revealing who is Kira.
Kira is not only allowed, but also highly encouraged to make a descriptive death (limited to the boundaries of what is actually humanly possible). This can possibly throw people off, or increase suspicion around you. Be careful how you use the Death Note.
Kira is allowed to tell others they are Kira, but he must be careful who they tell, as that person might just use that information to end the game.
Every two kills he makes, Kira may make global announcements to the people through the Shinigami. Kira must PM these announcements to the Shinigami.
Kira may not quit the game if they believe that they're about to get caught.
If the game goes on for 4 days and Kira hasn't killed anyone, Kira will die and the game will end. This means that Kira cannot rely entirely on a second Kira for more than three kills in a row.
In decisions made by popular vote, Kira's vote does not count except for Solitary Confinements.
Second/Fake Kira - The other secret killer. This person's job is to try to take suspicion off of Kira and onto themselves with his manipulation of the deaths.
If the Kira chosen is having a hard time keeping suspicion off of him, they are able to recruit a second Kira. This person's name must be PM'd to the Shinigami. It will not be announced that a second Kira was chosen.
The second Kira can only use the death note on a day that the original Kira has decided not to kill someone (It should be noted that it works the same way in reverse: Kira may not kill on the same day as the second Kira).
The second Kira may not discuss their role with anyone. Any person caught saying that they are the second Kira will be punished.
If the Second Kira is murdered or defects, then Kira may not pick another Second Kira.
Kira has the right to kill off the second Kira and replace them with someone else. Kira forfeits this right if the second Kira defects or is murdered.
In decisions made by popular vote, Second Kira's vote does not count at all.
The Second Kira may not kill Kira.
The Investigation Team - The cops whose job it is to deduce which of you is Kira from the killings and actions of Kira. These are the people that Kira must kill to win the game. Kira will be among you in secret.
The Investigation Team has two types of imprisonment available to them after the third kill. These are Solitary Confinement and Declared Arrest.
Solitary Confinement – The Investigation Team reserves the right to detain a member of the team for up to 4 days in Solitary Confinement. This is decided by a popular vote of two thirds or by the L. The detained team member is released before the 4th day ends. Only one person can be put in Solitary Confinement over a single period of time.
Declared Arrest - An action taken by a majority vote of 3/4ths by The Investigation Team. If a Declared Arrest is made on Kira, The Investigation Team will instantly win the game. Declared Arrest is different from Jail or Solitary Confinement as it removes the expelled person from the game entirely. In addition, The Investigation Team must choose to expel someone every five days, starting with after the sixth murder, though they do not have to wait for fifth days to pass before attempting another Declared Arrest. An Declared Arrest is not always successful, however, and may only be attempted three times; if the third attempt fails, The Investigation Team gives up and Kira wins the game.
If a member of The Investigation Team wishes to murder somebody, the attempt goes the same as it would for any other player.
Detained (whether by Solitary Confinement or Jail system) Team members may not make any actions, including taking part in voting and writing in the Death Note if they're Kira. They may still post in the thread.
Under Surveillance (this is decided by majority vote of the Investigators) If you are placed under surveillance, watch out. What this means is that an investigator will be watching your every move. If you are unlucky enough to be placed under surveillance and you are a Kira, I would recommend proceeding with extreme caution. You may still post in the thread if you are under surveillance.
L - The hidden leader of THE INVESTIGATION TEAM. I choose the L.
The L has the ability to make global announcements once a day after the third Kira kill through the Shinigami to preserve his hidden identity. These may be used to guide his fellow club members.
Any extra information gained from private investigation after a death will be sent to the L, though they will not know who discovered the information.
As mentioned, the L holds the right to put a member of THE INVESTIGATION TEAM in Solitary Confinement providing someone is not already occupying the cell. Removing someone from Solitary Confinement early is beyond the L's power and still requires a popular vote of 2/3rds.
The L must name two successors in case they are killed. The 1st successor will take over when the L is killed and assume their identity and if the 1st successor dies, the 2nd will take over. Only the original L may assign their successors, though they are free to change them at anytime before their death.
The L may also promote a Student to a THE INVESTIGATION TEAM member after an THE INVESTIGATION TEAM member is killed by Kira, but only if the Student had signed up before the game began.
It is possible for Kira to also be the L, if they are accidentally voted in by popular vote or assigned as a successor.
Commissionaire – The most experienced cop in the district. Though otherwise a regular cop, he is considered a mentor by most everyone in the Investigation Team, including Kira.
The Commissionaire's identity is public knowledge and will be announced at the start of the game.
He may not become L.
His vote, in all matters, counts twice.
The respect everyone shows him guarantees that he is immune to kills until there are only five Investigation Team members left in the game, including him.
Citizens - Citizens are just your typical everyday people who aren't a part of THE INVESTIGATION TEAM.
Citizens may not take part in The Investigation Team popular votes.
Citizens are able to make murder attempts, though the success rate is very low. In the event of a failure, the Citizen will be placed in Jail for twice the normal amount of time.
Citizens have the unique ability of Life Saving. If someone is suspicious enough to where you believe someone is about to murder them, a student has the ability to save their life. This is done by PM'ing the person whose life is to be saved to the Shinigami. The success of this is determined by the Shinigami. If no outstanding death threats have been made on the chosen person, this action will fail and could possibly result in adverse effects.
Medic - This citizen is a special one. In addition to regular life saving, this citizen can also choose to save one additional person. The success of this second saving is determined by the Shinigami. Like regular Life Saving, you will PM me your additional saving.
However, this second saving can only happen once a game. So use that chance carefully. This second saving cannot save anyone from being killed by a Kira.
Dead People - Those that have been killed either by Kira or by other students. Declared Arrest victims are also considered Dead People.
For the sake of making sure there's no confusion, if you're dead, post in red. And keep in mind, your input means practically nothing, as you are quite dead. It will be considered OOC information.
Dead people are not allowed to discuss their roles in the game, or any other vital information relating to the game.
Global Actions
These are actions available to everyone except dead people.
Murder Attempts - To further protect the identity of Kira, any deaths carried out by any person's own means (without using the death note) must also be carried out by the Shinigami. You must PM the Shinigami if you wish to murder someone by any means. Whether or not these deaths are successful is determined by the Shinigami’s Murder Roll. A murder attempt may only be made once every four days by each individual. However, if a murder attempt is successful, they may make another attempt after only two day, though the success rate will be low till a full three days have passed. If the murder attempt fails, the person will be placed in Jail for two days.
Information - When the Shinigami announces a murder or Death Note kill, sometimes not all possible information about the death will be revealed. Investigation of the murder scene, victim, and other factors may be required. In order to gain more information about a murder or death, PM the Shinigami about your attempt to investigate. The Shinigami will then make a decision and PM back any information that was successfully gathered. Only the first investigating student to ask will be able to attain this information, though different students could inquire and learn about different things. They do not have to share it. Citizens may investigate, though they run the risk of incriminating themselves.
Jail System Crimes committed will net people Jail time. Those in Jail cannot take any action, and may only post in the thread in spoilers until their Jail sentence is up. What they say during that Jail time is effectively considered OOC knowledge. The Shinigami reserves the right to place anyone in Jail that they believe is being abusive, annoying, or otherwise trying to screw the game up for other people.

It was an average day at the police precinct. No one noticed anything unusual. Dark was annoyed by ShadowBabe and all was well.
However, all was not truly well. A Shinigami appeared in the human world and gave a Death Note to a certain human. This Shinigami also had a secret, though. The Shinigami had a notebook of his own.
A certain doctor was also finishing up work and closing the office for the night.
Davy Jones, however, was injured. He is now recovering in the hospital for three days. Davy Jones cannot take any actions for these three days.
No one died this night.
Kira has been randomly selected. L and the doctor have also been randomly selected. The player chosen as Kira has been notified.
