Additionally, a merchant no good crook may purchase any item that is available to be purchased, regardless of the normal requirements.

Hair: Cornflower blue, as is common amongst the Periwinkles. His wavy hair tends to be kept short and in a devilishly slick left parted style. For the express purpose of looking as shady as human possibly, Percival usually has a pointy pencil moustache, often paired with a satanic goatee.
Eyes: Dull Grey
Clothing/Accessories: One could say that Percy is well dressed, but that wouldn’t be true, seeing as Percy’s sense of style is pretty sleezy. He favors a lavender colored silk dress shirt. The first topmost quarter of his shirt’s buttons are left unbuttoned to allow what little chest hair he has room to breathe. He pops the curved, pointy disco collar always, right out of the wash. Over the shirt is a velvet maroon tracksuit jacket, which is always left open, and the collar is always popped to give him an awful vampire collar. Lastly, over the tracksuit jacket is a somewhat less tacky unbuttoned jacket--this jacket is a light brown suede with grey fur collar and cuffs.

To cover his legs Percy usually wears a pair of pants which appear to be made out of snakeskin from a giant snake. These skin pants of his are a light shade of grey, with black and darker greys making up some of the exotic patterns in the scaly material. He keeps these pants up with the help of a black belt, which has a miraculously untacky steel buckle. Down a ways from the belt are a pair of black crocodile skin shoes and a pair of maroon argyle socks.

Percy breaks all the rules of society by wearing his purple lensed sunglasses inside, more often than he does outside. To show his classless sense of wealth, the man is quite fond of jewelry, particularly in the form of fourteen rings of several different metals and stones decorating every finger (he does not have thirteen fingers, however, some fingers just get two rings). Whenever he grins his awful smug grin, he shows those two white gold fangs of his. Both of his wrists boast several bracelets of various styles, metals, and stones. He wears a white gold chain adorned with several wedding bands that lead into rather elaborate and ornate ruby and diamond engagement ring acting as the medallion (the story behind this is, of course, heinously tragic and paints Percy in a horrific light).
General Appearance: The first thing that most notice Percy are the stunted white pigeon wings that protrude out of his back--these are of course his vestigial Skypeain wings that offer nothing more than something to separate him from the population of the blue seas. Otherwise he could pass for a fairly normal person--what with his four arms and legs. A life of being a criminal as left him with a somewhat lean build that lacks any real muscle definition, and certainly a little bit of softness in his midsection. The man's skin is fairly fair, with some yellow undertones.

He has a thin face, which is marked by the typical narrow and upturned nose of the Periwinkle clan, although his nose is remarkably pointy and curved along the bridge. The man is seemingly blessed with high cheekbones, but given how tacky he wardrobe is they are hardly ever noticed.

The Character
Personality: Percival is a good for nothing snake and a no good weasel, with a good variety of small rodents of questionable worth thrown in for bad measure. As much as Percy might want to put his former life behind him, he just can’t seem to in the most odd of ways. Having been a crook, and not an public sort of criminal for most of his life has shaped Percy in quite a few ways. He defaults to underhanded and sleazy tactics in his everyday chatter and social interactions even when they don’t require. He borders on paranoid, taking the slightest things as an attack on his character and legitimacy.

Percy has a problem with smugness, in that he is very smug, and as easily as his ego gets inflated, it seems even easier to deflate. He’s very quick to pat himself on the back for even the most miniscule of achievements and even quicker to brush failures onto the rug or assign them to the fault of someone else. Hypocrisy runs through Percy’s veins like ice, as smug as he is, he doesn’t seem to be aware of it, and in fact thinks he’s quite humble, and he has a tendency to mark off anything resembling confidence in another as pure arrogance.

But if there’s one thing that Percival isn’t, it’s a cynic. He is believes that altruism is a driving force behind many in this world, and that said world would be an overall better place if everyone was willing to sacrifice for another person in their time of need or even in their time of mild discomfort; Percy just knows that he isn’t that sort of person. However, Percival does have a deep respect for the altruistic, even if he has taken advantage of their kindness in the past, present and future. Even if he isn’t there now, he does make the occasional attempt here and there to be charitable, or at the very least, not a horrific criminal: It’s a start.

He’s at a major crossroads in his life, unsure of how he wants to go about things. The consequences of a life of crime have hit him, and Percy has been left wondering if it’s all worth it. He’s aware that there’s a pretty big target on his back that hinders just about all the progress he can make.

Hometown: Skypiea, White Sea
History: Long before Percival was ordering people to be dangled over the edge of Skypiea by their ankle, he was just the middle child and only son in Julia Periwinkle’s skein of three. His childhood was fairly opulent; Julia was quite the successful criminal and such a caring mother on top of it.

In childhood, Percy’s friends ended up being limited to the children of other crime family members, and his cousins. For their first few years, Percy and his accident prone cousin Cosmo were thick as thieves--mostly because they were thieves. This small childhood syndicate was joined by Phillip Giles, Rebecca Cartwright and Candy Carmichael. Together, and for several years the children picked pockets and shared memories that would stick with them all forever.

The Periwinkles had been dropping like flies for several years, mostly horrific murders centered around getting Cosmo’s inheritance. Julia, being an experienced criminal, thought she could avoid getting murdered and so she made the ill-advised choice to bring Cosmo into her home. It made sense for the first assassination attempts: She saw each one coming, and dealt with them with a counter beating. All of these assassinations were getting tiresome, but for the most part they were all easily unraveled, or until the day of Esther Periwinkle’s wedding. The attempt made on that day did not harm Julia, but rather harmed Oliver and Jennifer Carmichael. Candy was left disillusioned and angry at the crime family, seeing as she was made an orphan; she would grow up to be a gigantic thorn in the side of the crime family and the Periwinkles in particular.

Eventually, one assassin was able to finally reach Julia, leaving Percy, Ophelia under the care of their sister Esther, or at least that was the plan. During his mother’s funeral Percival was approached by the likes of none other than Priscilla Acker the underboss of the Skysino crime family. She had noticed Percival’s potential, and knew that he inherited his mother’s chicanery. She took the young boy under her wing, training him in the various arts of the crime family, as well as teaching him all of the life lessons ones would expect a surrogate mother figure to employ. But before he could grow and learn, and become a good person, he had to act on that deep emotional pain that came from the loss of his mother. He snuck his way into the local orphanage and plotted with the likes of his cousins, he plotted his first criminal conspiracy. A ship down in Jaya was going to head off the awful crime den of Osula, wherein the nicest crime family was ten times worse than the Skysino crime family at its worst. He ordered Cosmo to be stuffed into a crate with no food or water, and smuggled onto that ship. The plan succeeded, or so Percy thought.

In time, due to his coldness and the disappearance of Cosmo, Percival drifted apart from the friends that didn’t want to murder him. As a young man, he would come under the employment of Leland Royce, an old, high ranking member of the Skysino crime family. Even as a kid, Percy was good with money, having earned the nickname Coin Purse before he hit the double digits. Leland needed an earner and put Percy to work as one of his many fences. Work was decent, he mainly ended up getting dials from goons working for other high ranking Skysino crime family members, and then selling them at a higher price than legitimate dials to passing pirates. Everything was going great until a bottle of fuel strapped to a flame dial crashed through the window of the warehouse he was using a shop. Percy had managed to survive, but it was clear that not everyone was happy with his prices.

The Skysino crime family were very low key; they weren’t the sort to raise havoc in the streets like pirates, these sorts of acts of violence were rare and generally called for a meeting of the captains with the boss. Leland, didn’t show up to the meeting. Percy was able to put two and two together; Leland was feuding with Acker, thinking that maybe he should’ve been elected as the boss instead of her, and because he was one of his underlings, he was first on the list to get murdered. Percy was in a rough spot: If he continued to be one of Leland’s loyal goons, he would get murdered, but if he left Leland and joined up with Acker he would be known as an unloyal fink. As he tried to think of a plan, coming out of the hospital, he realised that he was being wheeled by his childhood friend Becky--now muscle for Acker loyalist Mandy Carmichael.

With a hard smack, he was pushed out of his wheelchair and then struck with the very same wheelchair right in his burn wounds. He tried his best to deescalate the situation, asking that Becky remember old times with Cosmo and Phil. Of course, Becky was quick to ask where Cosmo was, and how he was doing. Percy didn’t have an answer, and not just because he was thrown into an alley, but because he was sure that Becky wouldn’t have liked the harsh truth of ‘I had Cosmo sent to his death a few years back’. Percy got to survive the encounter, but the message being sent to Leland was clear. Leland didn’t really care, this was how it went, and if Percy got thrown off the edge of Skypeia that’s what was going to happen. And just like how Leland knew that was going to happen, old Percival knew exactly that that wasn’t going to happen--or at least he hoped.

His target was Elizabeth Perth--the newest of the captains and the granddaughter of the previous boss. In her crew were two Periwinkles: Vivian and the unfortunately named Princess. Target in this sense was not meant to say that old Percival was going in with the intent of assassinating the woman, so much as it meant that he had some convoluted scheme that involved her and would get Leland out of the picture before he was taken out of the picture. His plan was pretty simple, he offered to get ahold of something that would take him an outlandish amount of time to acquire, knowing full well that Elizabeth would be hellbent on getting that McGuffin and wouldn’t allow anyone to throw Percy off of Skypeia until it was retrieved. When the feud was over, Acker absorbed all of old Leland’s assets, which included his fencing racket.

Still in debt to Elizabeth, as that thing was harder to get a hold of than Percy was anticipating, old Percival returned to the drudgery of being a goon in a mid tier crime family. In the meantime, Percival figured it was time to get back at Becky for the wheelchair incident. He had enough sense to know that he couldn’t take Becky in a one on one fight, so he figured that marking up everything she brought from him would do the trick. Still, there was plenty of bad blood left over from the feud, and Percy had a tendency to have goons from other crews thinking they could take his stolen goods without so much a hitch. An old friend had been left in the cold since the dissolving of Leland’s empire, and Percy thought it wise to bring him in as much needed muscle in his fencing operation. Thus Percy and Phillip Giles went from childhood friends to business partners.

Time passed, as it often does, and Percy expanded. He began to get into loan sharking with money he was raking in from his fencing operation. Phil’s much needed muscle came in handy, as someone needed to do all the shaking down. Before long, Percy’s loan sharking and fencing was becoming a regular old business. He was out of fencing and his own illicit shops with his own illicit pawns, and became enough of an earner that Acker couldn’t help but recognize how far this lowly goon had come. Leland’s space is the organisation needed to be filled, and Percy was one of her top earners, and perfect to be one of her captains.

Things were finally started to look up for Percy. With his new connections he was able to pay off his debts to Elizabeth, and get his own crew going. Of course, in his expanded muscle he needed someone he knew he could trust; Rebecca Cartwright AKA Ballbreaker Becky. Business was booming; there were always gambling addicts to exploit, and stolen goods to buy low and sell high.

Once when he was managing a bit of his blackmail racket, and eavesdropping on some games of blackjack in Skysino he overheard some blue sea aristocrats complaining about how much they lost to taxes. Percival was an experienced shakedown artist, and wasn’t wholly against taxes, but he found a bit of an opportunity in the making here. He made quite a bit off of all his extortioning and racketeering, and he remembered what his mother once told him, “Sometimes you gotta spend a little money to steal a lot of it” which inspired him to put forth his money into something that could really sustain him on those rainy days where his shakedowns came up fruitless.

He took a trip down to the Blue Sea and started up a fake charity. Through this fake charity, wealthy citizens could funnel their money, making it look like they’re giving back to the community. This money could be given back, with only a small fee taken off the top. The wealthy were able to enjoy tax breaks and Percival was able to enjoy free money. During these fake charity galas, Percival was able to forge all sorts of connections, one in particular was likes of a swarmy investor one Perseus Sledge. He figured the two could go into business together, Percy & Percy, thick as thieves (literally).

Having returned to Skysino after a big successful business venture in the Blue Sea, Percy got a call . On the den den was the crime family’s resident crooked white barret, “Purse, I got some bad news; Blue Sea guys are looking for you… this is big. I can’t help you. Get out town, all quiet like.” Always one to take advice like, “get out of town, all quiet like” he proceeded to try to go out through his mansion’s window. Waiting outside the window was none other than the second Percy and some guys in suits and brandished guns. Old Perseus Sledge revealed himself to be an agent, an agent of Cipher Pol 5. The World Government didn’t appreciate having money stolen from them, and Percival was in a lot of trouble for defrauding the world’s superpower.

He remembered that one time that Becky jumped him, and he timesed the pain of that tenfold. He wasn’t sure what Cipher Pol 5 wanted, but he was sure that they weren’t going accept any answer that didn’t tell them exactly what they wanted to hear--they were putting too much effort into this for the truth. While in the damp cell they had him locked away in, Percy was approached by yet another suited individual, who kept a low profile outside of the boat. This suit called himself Shang and he promised that he could get Percy out of CP5’s custody if he didn’t mind owing him a favor. Not wanting this torture to continue, he agreed. Shang moved the water itself and punched a hole straight through the ship Percy was being contained in. As the ship began to flood, Percy was swarmed by merfolk and although he nearly drowned, he was able to make it back to Skysino.

He worked low key, keeping up on all of his debt collections and keeping the time he spent in the custody of the World Government as hush hush as he possibly could. He never saw much of Shang, but he started to see more of just about everything else. Something had awoken within him during his time with CP5, something that expanded his horizons. He started to realize, over time, that that feeling of smug self-satisfaction that constantly trailed him wasn’t his former ego… it was Shang, who was waiting to make his move.

But before Percy could focus on moves being made against his miserable excuse of a life, one of the crime family ended up dead and in the most peculiar of ways: way up in the sky, and away from any sources of water, this poor hapless idiot ended up drownt. This one goon happened to be one of Leland’s former goons, which stung Percival in the gut, because later on several more of Leland’s former muscle and fences ended up dead in much manner. The crooked White Beret gave Acker a loud talking to, he was only able to cover up the family’s crimes so much, but all those murders were going to make them less inconspicuous. Acker confided Percival remembered that Shang could move the water and could reasonably drown people in such a manner, but he thought it was best to not mention that, because then he would have to admit that he was in custody.

Percival took Phil off the streets and had Becky handle the bulk of all of his muscling needs. He tried to continue business as usual, going on to start a ransom racket. The ransom racket went well, until he was kidnapped of the streets. This was Shang, finally making his move. Percy had been dragged into some rickety building and when he opened his hazy eyes he looked upon the horrifying mug of Leland Royce who certainly looked as if he had been thrown off of a sky island. He accused Percy of treason, seeing as he bended the knee (his own words) to Acker once the feud was over. As Percy was ready to tell Leland that he was working for Acker now, he had a feeling that Leland was about to try to smash a pot of coffee into his temple, but before any of that could happen Shang hit Percy in the back of the head with his spear, so Leland had that chance to smack Percy right in the temple.

Leland had become a member of Shang’s Cloud Sea Sea Serpent Society, a new crime family looking to take over everything the Skysino Crime family had built up. Shang’s favor was a 40% cut on Percival’s earnings, which when coupled with Acker’s 15%, meant that Percy was being bled dry. Ever the crafty bastard and mathy enough to know that 15% was lower than 40%, he figured that Acker was the lesser of two evils and began to craft a plan to get Leland out of the picture forever, and make Shang rue the day he broke Percival Periwinkle out of custody. Through the grapevines he made it clear that he was meeting with Leland, knowing that the one person he wanted to hear it would hear it.

In a back alley he met with Leland and Shang. He stalled, trying to make casual conversation before passing over the suitcase of money. This newfound power of his gave him the confidence in regards to the dodging of actual bullets, which started to fly about fifteen minutes into the meeting. Candy Carmichael had made her return, and her vendetta against the Skysino crime family came to a head against Shang, Percy, and Leland. Leland was left horribly injured and further disfigured, while Percy got away, and Shang shook off his bullet wounds out of pure disdain for Percy.

Percy thought it best to ignore Shang and his growing CSSS, but Acker wasn’t able to. The CSSS started to become an actual force to be reckoned with in the criminal underworld. It wasn’t long until violence between the CSSS and the Skysino crime family began to arise, and once again it hit close to Percy’s home. Phil had been taken out, leaving Percy with just Becky. During the grieving process, photographs arose; Percival in Shang’s club. Acker took this to mean treason, and when Percy finally came clean with the imprisonment thing, Acker was mad that he had kept that a secret for so long. But during that drama, which mostly involved Percival pinned to a wall and with with barrel of a seastone gun digging into his jugular.

Needless to say, he got out of that unharmed, and found himself hated by both the crime families in his former home. Left without any money or any of his old connections, Percival has to carve out something new, something better. Maybe he’ll even go legit.

Combat: Despite being a what appears to be a tough guy loan shark out of a violently dangerous crime family, old Coin Purse Percy is not much of a tough guy himself. He tends to favor avoiding an enemy whilst trying to hit them at point blank range with buckshots.

A titanium shotgun that appears to be the size of a pistol. The whole weapon has an elaborate silvery appearance, along with with a “trumpet” styled barrel that causes the gun to be much louder than he needs to be. The gun holds six buckshots and can fire off them off one at a time.

Due to the shape of the barrel and the motion, coupled with the speed the pellets are traveling, some nonsense ends up happening. The bullets twist and churn, and with their force they form a twisting shockwave that blasts and assaults an opponent for a few brief moments… and sometimes they might get hit with a bullet or two also.

Description: Percy pulls the trigger and fires off one buckshot, and then before the first gets halfway out the barrel he's prepared another and has it fired a second time. The second buckshot is then fired knocking into the first one and igniting. The two shots explode within the barrel to a thunderous sound and then fire out of the gun as a powerful blast of flaming molten balls of lead which fuse together into a larger ball of molten led. Upon striking the ball tends to splash a bit, spreading its liquid pain around.
