Although it is made out of hair, it’s about as hard to damage as a normal human body. It’s a stand. Write has a fucking stand.

Manipulating hair into usable limbs is a seperate tech chain to the salon stuff, don't branch into it. Also pick a shape, arms or legs if you wanna do a bunch of kicks or horns, it's too open ended as is.

This is the part where I want to make a case using techniques that were previously approved, but then I remember that there's no such thing as precedent in OPRP.
The branching is a basic application of something transitioning to a more advanced application of the same thing.
Having to make separate techniques for every separate type of hair control limb is literally retarded. At best, I'll change it to making hair horns, along with vague hair tentacles, given that it was never my intention to use punching/kicking techs with hair limbs, unless they were specifically made to be used with hair limbs. But yeah, I'd like a second opinion if not.

Well first up the effects are without a doubt significantly different, just like cutting someone in the face and making a shockwave aren't both just swinging a sword, and using the logic "it's both just manipulating hair" is tenuous and flimsy at best.
Secondly letting you invest 6 tp to create fully functioning limbs of hair after spending 8 tp on what are essentially disguise techniques is bad, i apologise if this revelation undermines your entire believe in the technique system but it is, and if whoever you ask for a second opinion agrees with you they're bad too.
As for the limbs themsevles, it's a little too much in one tech you're paying for the ability to make limbs of hair, the number of limbs you make go up as you raise the rank that's about all you should be getting with this tech line so pick one shape.
If you then wanted to have a seperate say rank 8 that lets you alter how the ends are tipped between say, sharp points (horns), hands, feet or whatever that'd be cool.

Whatever on the Salon line, if the branch doesn't work, it's being removed. Gotta be tp stingy.
Having different tips cost more doesn't make a lick of sense. Regardless of the shape, hair is still hair, albeit layered and twisted to make it about as hard to cut as flesh, for balance reasons. Even if the hair is shaped into a point, it's not going to be sharp in any sense of the word, at least not on its own. Hair legs are just hair tentacles that are a flat on the bottom for walking around. Hair hands are just hair tentacles that tendril out a bit and loop around to grab things. If you could explain to me why it's so bad and broken to have different flavored hair tentacles, please do so.
Forcing extra tp/AE spending on separate techniques is meaningless. If you want me to, I'll add a disclaimer saying that the hair limbs can't use punching/kicking techs, unless they were specifically made for that purpose, like the horn techs I have to go with the hair control limbs.
