Would I be able to put the traits I have in fated into the percentage boosters? For example, if I had three traits in Fate of the Swift, could I switch them over to Ludicrous Speed? Because, eventually, 60% (or 66%, can't remember right now) is going to be more than 9.

You can only spend the traits you have saved in fated when you earn a new one. Traits that need a storyline to be achieved are exceptions to this rule; you can exchange your fated traits as soon as the storyline is completed.

From what I was told before, if you have traits in fated, you can spend them on a devil fruit, regardless as to whether or not you've earned another trait. Is that what you mean by traits that require a story line?

Yes. However, devil fruits are not the only traits that need a storyline.

Villis is right. Traits like devil fruits and legacy traits which require an IC explanation and storyline in order to achieve can be obtained as long as you have the necessary fated traits. Traits like TP Boosters or Stat Boosters can only be obtained, however, when you earn your next trait and, in a sense, temporarily "unlock" your fated.
