I think this question was asked once before, and the answer is no. Crew mooks are meant to just be your basic humans, nothing more. Nothing special about them like being fishmen or cyborgs or whatever.
Makes it really lame if you're trying to do an all fishman crew (which gives me a cool future crew idea now that I think about it), but eh, rules are rules.

I don't see any reason why you couldn't have all fishmen mooks for story purposes, but they would be considered to be weak fishmen, no different from regular humans.
It was determined awhile back in a wc topic that adding special races even if just for flavor could give mooks too much power. Fishmen do have advantages over humans after all and cyborgs are metal and full of special stuff.

Even if it's purely for flavor? I mean, a mook is still a mook. Despite whatever special abilities a mook may have, their damage and health is really minimal. I'd expect something like this to cost extra or require a trait, but I don't see how it's completely impossible.

It's not so much impossible as much as just not something that sits well with staff. There's always a desire to limit and keep mooks and NPCs in general weak and lacking in customization compared to a PCs, even when they really just serve as an extension of said PC. So it's really just customization still and/or flavor as you said. But that doesn't sound reasonable at all huh.

I do understand the reservations staff has. I mean, I know I wouldn't abuse them, but I know there's several others who would milk the special customizations for all they're worth. I was mostly just hoping to open up the idea and see if anyone had a good idea on how to implement it in such a way where potential to abuse is little to none. Though seriously, I agree with Chips here. I don't have anything to contribute at the moment, but isn't there really any way to make this work? One of them ain use of mooks I see is flavour.
Also, while we're on the subject, how does weaponry work on mooks? Like, if I had the money, could I buy each one of my mooks a seastone net shooter? Or how does that work?

Pretty much they all happen to have the starting basic weaponry. And yeah if you had enough money i'd be fine with that though it'd count as a purchase for yourself and you just hand them over to your mooks. It'd be insanely expensive but you could imo though might want a blue to help you out on that one since Ice didn't like my joke about making an armada with mooks.

So what's stopping a crew from buying like 20 full iron armors and putting them on their mooks? If people have the beli they can do that? Why not make a way to do the same thing but with cyborgyness instead.

@Zander, problem with that and this entire idea is that mooks are supposed to remain mooks. Giving them armor or above-average weaponry potentially puts them a step above mooks. The thing that is trying to avoided is military power. These ship mooks and the like were always a very touchy subject, because we don't want anyone on the site to be amassing massive armies. So these ship npcs must be mooks to work well with the RP.
So more than anything, the question is how can we customize these NPCs while keeping them at their same mooky level? I still have yet to figure that out completely.

Oh someone pulled tropes in this goody. Now I can simplify things. Skimming through those I noticed that Player Mooks with no actual growth to them is the idea we're going for here. Perhaps Adorable Evil Minion as well though you can assume mooks have some kind of intelligence. General summary of mooks that probably everyone in the topic knew already:
Yes, when you want a fishman crew that hates on their oppressive human masters and rebelled, it's kind of awkward to have human mooks to do heavy lifting in the daily life department. Honestly, if being a fishman was only cosmetic or being a robot was only cosmetic and not "better than other mooks, even just slightly" then I'd allow it.
But as you said chips, just because you won't abuse it doesn't mean others will follow that line of thought. Pretty easy to see that fishman crew pull an Arlong on the population of some shitty island and then sit there ruling as tyrants while they have like 50 sd tops maybe.
Fact still is, we don't play bias treatment in system and story matters and have to assume worst case scenario before thinking of benefits. inb4 someone will flame me on that statement so I'll stop here. Short answer is "You can't have them because we don't trust everyone to treat it responsibly."
