Marines come into conflict with Pirates, Bounty Hunters, thieves, rowdy teenagers, sea monsters, corrupt officials, and . Pirates generally don't come into contact with Marines or bounty hunters unless they go out of their way to be noticed. A marine doesn't have that luxury.
