Description: Hotaru looks like a normal little girl, but she's actually some sort of construct, a sort of living storm. Raitei is actually what she thinks of herself as, while her other abilities were named as such by the British scientists who studied her.

- Hotaru is immune to Thunder Elemental attacks, and takes 25% damage from pure, non-elemental physical attacks. This does not extend to Noble Phantasms which break the laws of reality, however.

- None of Hotaru's stats may be reduced beyond E.

- Hotaru is continuously in Flight.

- Any Earth-elemental attack that target's Hotaru hits. No exceptions. Neither her flight status nor her immunity to Thunder-Elemental attacks will stop this.

- If Hotaru is in a Storm, she gains two subranks in all stats. If she's in a Sandstorm, she loses two subranks in all stats.

Description: Hotaru is made of lightning, and thus, voltage is pretty important to her.

- Hotaru has a voltage gauge going from 0-100. She begins the war at 50 voltage. No, this is not an exact representation of how many volts she is.

- Hotaru gains 22 Volts per turn. This is halved if she is in combat.

- If Hotaru is reduced to 0 Volts, she dies at the end of the turn. Even if she recovers to over 0 volts, she still dies.

- If Hotaru is hit with a Thunder-Elemental attack, she gains 10 Volts.

- If an Earth-Elemental attack is used in Hotaru's current area, she loses 10 Volts.

- If Hotaru is hit with the above Earth-Elemental attack, she loses another 10 volts.

- If Hotaru is hit by an attack that isn't covered by the above, she loses 5 volts. Ongoing effects do not count.

- Hotaru can spend X Mana to gain (X/4) Volts once per turn as a free action.

- If Hotaru begins a turn at less than 20 volts, she loses (20-Current Voltage) Health, and cannot regenerate health or mana that turn.

- For every increment of 20 Volts she has, Hotaru gains a + in Magical Energy, though when her Voltage hits 80, the previous subranks disappear, and she gains a rank. She still gains another subrank if she has 100 Volts. If she would go below an increment as a cost for using an ability, her voltage before the cost is used for calculations.

- If Lightning Buster is used in response to an attack, the target is tagged with an electric signature, allowing Hotaru to track them. The signature will last for the target skill's rank /2 turns, rounded up, if it was a melee skill, or the target skill's rank / 4, rounded up, if it was a ranged skill. The duration of the signature can be extended up to two turns beyond normal by paying 10 Mana and 10 Volts each of those turns.

- All of Hotaru's stats are raised to EX while Imperial Storm is active.

- Hotaru is actually present in all areas Imperial Storm is active in at once.

- Hotaru is completely untouchable while Imperial Storm is active, being the storm itself, though she still loses 10 volts if an Earth-elemental attack is used in her presence.

- Hotaru will not regen Health or Volts while Imperial Storm is active, but she will regen Mana.

- Everyone takes 15 Thunder-Elemental absolute damage at the beginning of the turn they are inside Imperial Storm, as well as taking 15 Damage when it begins. This damage cannot be negated.

- Every End Phase while Imperial Storm is active, the Storm spreads to all areas adjacent to the areas it's currently active in.

- Imperial Storm cannot be freely deactivated. Instead, it is automatically deactivated when Hotaru begins a turn with less than 22 Volts.

Note: Lightning-elemental attacks have their damage increased to 1.1x normal inside Storms.

- High-Speed Regeneration will not trigger if Blazing Emperor is activated by Stray Dragon.

- In addition, Gulcasa mounts his dragon, and thus is capable of pseudo-flight (Leap). Flight can be activated or deactivated as a free action, and has no costs whatsoever.

- If combat ends, Gulcasa immediately reverts to his original form as Garlot.

- If Gulcasa's health rises above 200, he does not return to his original form immediately, but instead at the end of the turn.

- While Genocide is active, all of Gulcasa's stats increase by ++ on top of the boost provided by Blazing Emperor.

- All of Gulcasa's attacks are treated as Noble Phantasms, and all attacks are treated as Fire-Elemental.

- If Gulcasa would inflict burning on a target who already has burning at a higher rank than what would be inflicted, their burning rank is instead increased by 1.

- All stat checks involving Gulcasa's attacks are removed (so his status effects always succeed).

- All non-Noble Phantasm Fire-Elemental attacks are nullified. All Noble Phantasm Fire-Elemental attacks have their damage reduced by 85% after calculations. In addition, Gulcasa is immune to Burning.

- All Ice-Elemental damage Gulcasa receives is increased to 1.2x normal.

- Burning does not decrease in rank in Gulcasa's presence.

- During regeneration, the area burns from Gulcasa's heat, and every unprotected target in the area takes 30 absolute fire damage. Protected targets instead take 20 absolute fire damage. Team Berserker is not exempt; only Gulcasa.
