West Esstia League In an effor to foster closer relations between the Empire of Calarius, the Republic of Bithynia and the Costeren Republic, the underwritten plenipotentiaries have deliberated on and agree to the following terms of the West Esstia League: A. Economic Provisions i. The Empire of Calarius, the Republic of Bithynia and the Costeren Republic enter into an monetary union which places the Costeren mark, the currency of Bithynia and Costara, and the Calarian mark, the currency of Calarius, at a fixed exchange rate of 1:1. The gold reserves of the Costeren mark and the Calarian mark are adjusted towards this exchange rate accordingly in equal proportions, in gradual steps until January 1916. ii. Free movement of labour and capital is implemented between the borders of the member states of this League. Any citizen holding identification documents belonging to a member state of this League is allowed to traverse freely among all the member states, and any foreign person holding entry permit to a member state of this League is allowed to traverse freely among all the member states. iii. As an extension of Clause ii, a tariff union is in place among the member states of this League. All goods leaving the borders of the member states of this League, as well as all goods entering, are subject to the same set of taxes. Goods being transferred within the confines of this League are not subject to any kind of tariffs whatsoever. The individual governments of the member states of this League are however entitled to impose their own specific levels of taxation on businesses operating and labour being employed within their borders. B. Defensive Provisions iv. All member states of this League are obligated to defend the League in a defensive conflict. In the event of war being declared on a member state by a foreign aggressor, the two other states of this League are required to declare war on the aggressor no later than five days after the initial declaration. In the event of the territory of a member state being unjustly breached by a foreign aggressor without a formal declaration of war, the two other states of this League are required to declare war on the aggressor no later than five days after a declaration of war is issued by the member state being offended by the foreign aggressor. v. In a joint involvement in a defensive conflict, the Empire of Calarius is obliged to provide a minimum of 40% of all ground troops committed to the conflict by the entire League. The Republic of Bithynia is obliged to provide a minimum of 40% of all naval vessels committed, and the Costeren Republic is obliged to foot a minimum of 40% of expenditure resulting from the conflict. This clause is negotiable a situational basis. vi. Member states of this League are encouraged but not obliged to provide assistance to another member state in the event of an offensive conflict. vii. Member states provide free and full port access to all naval vessels of this League during wartime. Free access during peacetime is granted to no more than 20 vessels classed as Cruiser and lower, and no more than 5 vessels classed as Battlecruiser or Battleship, per port. Unlimited access during peacetime is granted on a situational basis. B. Administrative Provisions viii. This treaty may be reproduced by member states in their preferred languages but the version in Calari will be referred to for any disputes regarding clauses. ix. This League will remain in place for ten years beginning 1 June 1914, during which member states may propose revisions, and after which a renegotiation on all clauses is required from all member states.
