Notice to Shipping along eastern Xan coast

As part of my remit regarding military affairs in the Commonwealth forces, I am instructed to provide the following note to interested parties:

Several months ago a peaceful naval mission to eatsern Xan was dispatched with the objective of establishing peaceful diplomatic relations with neighbouring governments, chieftains, and settlements in order to look at establishing trade in the future. However upon the attempt to establish respectful communication 1 of our vessels came under nprovoked attack by a criminal Rahidist element in northeastern Xan. Several young sailors were murdered.

As provided for under the Articles of Commonwealth we have undertaken operations to neutralise their fortified position and remove a threat to shipping travelling between Kharseyyiq, Jirobia, CLS, Sturvolk Colony, and Dahar al Haliim, as well as shipping on the Esstia-Xan and Ahmoud-Xan routes.

We therefore request that ships on these routes maintain a full bridge-watch when transitting this area, and report any attempts at criminal activity. Whilst the criminals are currently contained by our superior forces, we still believe caution should be maintained, and our forces stand ready to assist any merchant vessels passing close to this area.

A Note from the Republican Ministry of the Classis;

To date, the Republic of Bithynia maintains the largest naval presence in the waters between Esstia and the 'New World' countries, yet we have received no reports of hostility against our mercantile marine or otherwise. Rahidists have long been a reported problem in Xan; yet we find it strange that your mercantile marine cannot simply follow established trade routes, which have been proven to be safe. Residents in the deserts of Xan hardly have valuables to trade, and thus it is curious that you should be perusing the Eastern coast.

We suggest that Jirobia or Kharseyyi'q be at the forefront of piracy combating operations, or at the very least at the forefront of a multinational effort against piracy in the region, in lieu of unilateral action by the Islemen Commonwealth.

With respect sir, I kindly request that you re-read my previous statement in which I stated that we were attempting to make peaceful contact with a view to exploring future trading opportunities, at which point we were attacked by this criminal force.

We also require no guidance as to shipping routes, as the Commonwealth maintains significant interests in trading routes, and we must point out that the eastern coats of Xan is a major shipping route as again described in my previous statement.

We maintain our soverign right to apprehend those operating in extra-juristictional territories whom have committed acts of murder upon the Commonwealth.

A Note from the Republican Ministry of the Classis;

We are in full realization of your comments and intentions, and our position remains that the deserts of Eastern Xan have little commercial, industrial, or otherwise economically valuable commodities that would warrant establishing trade with the tribes. Perhaps sand will become a valued commodity that the deserts of Eastern Xan will export to the Islemen Commonwealth.

Additionally, it strikes us as odd that a country who boasts of its piratical past now seeks to punish 'criminal' Rahidist tribes who don't want you meddling in their affairs on the Eastern coast of Xan. Your 'sovereign rights' extend only as far as your territorial jurisdiction extends. Unless the Islemen Commonwealth has annexed or laid claim to a part of Eastern Xan, we fail to see how the sinking of your marine, which proceeds through those waters at its own risk, warrants unilateral action.

The soverign right of a nation to defend it's shipping does not end in it's own waters, nor is bound by territorial limiations. It is for this reason that upon a ship operating under the flag of a certain nation, that that nation's laws apply oboard said ship. It is also for this reason that every soverign state maintains under recognised international custom the right to defend said shipping as an extension of the protection afforded to stae assets and citizens whilst in internationally-recognised non-territorial waters.

We hope that our clarification of this point of accepted international legal custom has been made clear sir, however if further clarification is necessary then the Republican Ministry is welcome to contact us further on this mater.

As regards the comments upon the lack of trading commodities in Xan, your Ministry is assuming that we wish to import from Xan, rather than export our considerable stocks of consumer and industrial goods. Trade does not rely upon a balanced import-export ration sir.

Finally regarding your "pirate" comments - any soverign state, mercenary company, merchant house, or pirate brotherhood will all agree upon the simple fact that they will defend their assets against attack.

The Republic of Jirobia has already taken it under their wing to correct the troubles of the Rahadist movement within Xan; as they have shown open hostility to our own.

However, we believe that Xan falls under the jurisdiction of the Sultan of Dahar as well as the sovereign nations of the Republic of Jirobia and Kharseyyiq. And as such, we would like to officially thank the Islemen Commonwealth for their efforts against the Rahadist movement. However, we are under the full belief that the Islemen Commonwealth has no jurisdiction within or along the waters of Xan. Concerning this matter, we must fully agree with the Republic of Bithynia on the topic of your interests in Xan. As such, the Republic of Jirobia calls for an investigation of Bithynia's claims. We shall back this based on the fact that the eastern coasts of Xan is by no means a major shipping lane.

The Rahadists must and shall be dealt with by those whom live in proximity to Xan; not by foreign encroachment. After all, it is quite clear to the Republic of Jirobia that foreign powers care only for the search for Merthyr or ancient artifacts within the wastelands of Xan. As such, we would hope that such foreign powers would refrain from taking such action against the Rahadist movement save for those whom are in direct proximity and threatened the most by the violent movement.
