Compact of Lumecia The sovereign democratic nations of The Federated States of Lumecia, La République Démocratique de Lanaudière, the Republic of Jirobia, and the Confederated Lumecian States recognizing the need for greater cooperation and amiability amongst Lumecian nations do bind themselves, by the grace of the Holy Mother and in the eyes of all just and righteous men, by the articles contained within this document... ARTICLE I Trade Ties and Economic Development 1. All parties shall embrace generous trade policies in concert with one another (their intra-Lumecian peers), removing all restrictions, quotas, and tariffs on goods and imports that have been otherwise eased or removed in respect to nations outside of the continent (specific dealings with fellow Lumecian nations do not have to be replicated in this fashion). 2. The signatories shall strive to improve cross-national trade by way of rail, producing and connecting railway systems in a manner that will accomplish this goal on a timely and feasible schedule. 3. Although all involved nations are free to practice their own sovereign rights as deemed necessary and prudent by their separate ruling bodies, it is highly suggested that these heads of government consult their intra-Lumecian peers before embracing extra-Lumecian trade dealings. 4. Although all involved nations are free to practice their own sovereign rights as deemed necessary and prudent by their separate ruling bodies, it is highly suggested that these heads of government consult their intra-Lumecian peers before enacting fiscal or monetary policy that could prove detrimental to their fellow signatories. 5. An economic development committee is to be formed by the year 1914 to direct and aid Lumecian nations in developmental programs. Placement on this committee is to be based purely on merit alone. 6. Any attempt by non-Lumecian citizens to circumvent tariffs, quotas, or restrictions by way of utilizing intra-Lumecian trade agreement will be prosecuted, heavily fined and extradited immediately. ARTICLE II Agreements for Mutual Defense 1. All assembled parties shall endeavour to aid each other in the event of military struggle without delay, hesitation, or reserve. This military compact is to be permanent, unless reviewed and dismissed at the discretion of all as parties. 2. Members of the Quadrumvirate are beholden to perform war games and practical joint exercises on a bi-annual basis to promote and sustain a serviceable level of military readiness. 3. All signatories are to recognize the importance of mutual preparation in the face of conflict with powers of malign intent and provide training, instruction, and guidance to their intra-Lumecian peers as necessary to prepare for this potentiality. 4. Unjustified aggression deemed competitive with the goals of the Quadrumvirate will be grounds for denial of military assistance by fellow compact members. ARTICLE III Future Cooperation and Official Recognition of Sovereignty 1. All signatories will agree to further relations and ties with their fellow Lumecian nations preferentially over other powers in Amador. 2. Members of the newly formed Quadrumvirate will agree to officially recognize the current borders of their fellow signatories and territories contained there-within as the sole and sovereign property of their current occupier. Any competing claims to these associated lands are to abandoned immediately and permanently. The sovereign powers of The Federated States of Lumecia, La République Démocratique de Lanaudière, the Republic of Jirobia, and the Confederated Lumecian States will honor and abide by the articles here-within until such time as they are released of these bonds by mutual agreement. |
