Okay. first off the rules.
Any Jutsu you dont have in your character app, thats added later, must be trained.
You may train and create as many jutsu as you want, but only of the rank below you.
by that I mean:
Genin can create as many E and D rank jutsu as they wish
Chuunin can create as many C rank and below as they wish,
Jounin as many B rank and below,
S rank ninja, as many A rank and below as they want

To create jutsu that are your rank and above, you must complete tasks or special training.
Genin, to create a C rank or B rank they must complete a C rank mission.
Chuunin, to Create a B rank or A rank, must complete a B rank Mission.
Jounin, To create an A rank or S rank jutsu, must complete an A rank or S rank mission.
Special tasks exist in place of these, but are not usually used, so they will only be given if need be.
