Here is the information that was requested from the UFA Rule Discussion Thread:

1. The estimated roster cost is the number your board uses to dictate how much money you may give to sign or re-sign players. The cost includes all the players on your main nhl roster. It also stipulates that you must have 20 players on your nhl roster (if you have less than 20, the game arbitrarily fills in costs for 20 players by taking the three top contract amounts of players a team has in the minors, as if those 3 players were not in the minors (so 2 way contracts are negated) - for example, if you only have 17 players on your nhl roster, your estimated roster will be higher than expected). Thus, it is advisable to always have at least 20 players on your nhl roster. Additionally, the estimated roster cost does not include players in the minors (that is still in the total cost). Hence, your total cost as you will notice should always be slightly higher than your estimated roster cost.

However, the estimated roster cost is what the board considers to count against the salary cap, including signing bonuses, performance bonuses (i.e. goals, assists, etc) and buyouts. These bonuses and buyouts seem to count against the estimated roster cost in the last month of a fiscal year, at the end of a season, that being June, after the playoffs. The increase is different team by team since it depends on the amount of signing bonuses/buyouts players accept throughout the season.

So, now knowing this new information, it is highly suggest to 1) re-sign players before the playoffs end and 2) keep track of the amount of signing bonuses/buyouts you offer to a player throughout a season, starting in July ingame. Otherwise, you may see your estimated roster cost go up in June, thereby not allowing you to re-sign your players.


2. Credit to Reap :), former DM GM: During the offseason there is a change to how estimated roster costs are calculated versus the middle of the season. During the offseason your 23 highest earners are counted as your estimated roster cost. AHLers (if they're your top 23 earners) are counted as their HIGH salary if they are on 2W contracts even if they are currently in the minors.

During the season the game counts estimated roster costs of 20 players minimum, but if you have 23 players on your roster it would count 23 into your estimated roster costs but it always counts the players on your roster even if you have higher earners in the AHL. So the change during the offseason is that your top 23 earners are counted no matter what.

Once the game gets close to October 1st or so just before the season starts the estimated roster costs will go back down to being counted based on the (minimum 20 man) roster (I believe this timepoint is actually the day after training camp ends).

However, if a team is above their estimated roster cost during the offseason there is always the risk an AI AGM may do something silly like waiving star players. This is especially true during the late offseason september-ish as the AI seems to want to be preparing the team to get under that 39million limit and starts to take actions to achieve that goal - Once again, I believe the September reference is in regards to the end of training camp. I have another thread which follows up on this if anyone is interested :).

Regarding total costs: They don't seem to be as important as estimated costs. If total costs are 40-41mil teams should be just fine as long as estimated costs are under 38mil or lower.
