How to understand a cartridge

There are lots of different cartridges. But they are not "9mm" and ".50 cal" there is names, but they are pretty confusing.

Ex:
9x19mm Parabellum = 9mm = Glock, M9 Beretta, ect.
The first number of it is the diameter of the bullet.(9.03mm)
The second number is the length of the bullet.(19mm)

12.7x99mm = .50BMG = The cartridge in an M2 Machine Gun and a Barret M82
The diameter is 12.7mm (rounded to 13 on wiki)
The length is 99mm

Comparisons:

7.62x54mmR vs. 7.62x51mm NATO

7.62x54mmR-cartridge used in the Dragunov sniper and weapons made by the Soviet Union.
This cartridge is almost the same to its enemy NATO cartridge except the length of it is different, the dragunov would pack a bigger punch than an M14 using the NATO cartridge, because of the length of the bullet.
