When the waiter handed Elliot the coffee, he took a drink and was immediately burned. "Ah shi-" Elliot bit his tongue. The guard, for a moment, rushed to him. But upon noticing him stick his palm out at them, stopped and sat back down on their own table. Elliot popped an ice cube into his mouth for a few seconds before swallowing it.

"That's a shame," Elliot said, somehow still managing to keep a calm voice. "I was looking forward to breakfast with you. Oh well, let's get onto business then." One of the guards handed Elliot a report on coal and oil production.

After reading it for a moment, Elliot looked at Joanna. "Coal, we can spare plenty off, we gain most of our power from renewable resources. Oil... is another matter. There is only one oil reserve in Angelic Wraith territory, and our economy is in need of of 88.99% of what we draw out of it. We barely have enough left to put in our reserves reserves ─ and we are already holding back on it. I apologize, but we will are currently unable to spare any." Elliot faded into his mind for a second, recalling a meeting with Imperial Legion generals. They had wanted his approval to cease oil reserves in different nations. He would have to rethink his answer.

"As for the military exercises... I can organize a small war game between your forces and my personal guards, the Imperial Guard, they go by Legion on occasions. They are, most likely, the most elite troops in the empire. Would that be acceptable?"

OOC: Ho-kay. ^_^

Joanna didn't like the Emperor's answer. Her own country was still in the process of modernizing, with only her corporation's own properties (although quite substantial) implementing state-of-the-art technology in its buildings and energy grids. Rea as a whole still ran on coal plants. Therefore, she treated Elliot's answer as a slight. But then, her personality was simply that way.

"We'd be happy to import your coal reserves for cash or some other form of compensation. As for the oil, that's a pity, but Rea can manage with other sources."

"Regarding the military wargames, we would also like to request a naval exercise as well. The navy as traditionally been Rea's most powerful military asset, and we feel it is a disservice to your elite forces if we do not provide ours as well."

Joanna was still suspicious about the relationship between Koryo and the Empire, but Elliot had let nothing slip. She went over everything in her mind to see if she had left anything out, but she didn't think-

Oh shit, Joanna thought. It was a minor thing, but she really hoped Elliot was as carefree as he looked. She had labelled herself as the Premier's ambassador, but that still meant she had to run everything through him before she said anything severe, such as accepting his trade offers or suggesting a joint naval exercise.

However, her face remained as pleasant as ever.

Again, Elliot looked at his documents. "How much coal to you require? The Angelic Wraith Empire produces a little under 320 million tons of it annually, and we only consume 35% of it." Elliot looked at the guard with a grateful face.

"Now, a bit of advice on the economy." His mellow gaze re-focused on Joanna. "If I were you, I'd presume other means of power. Oil isn't eternal, and once it runs out, and your economy depends highly on it, you'll be in trouble. Currently, the empire is developing green sources of fuel to lessen our dependence of oil."

"A naval exercise is possibly as well, I'll order a fleet to partake in it. Now, how about the Empire organizes the land game, while Rea handles the naval one?" Elliot took a sip from his coffee, without getting burned this time.

Joanna narrowed her eyes at Elliot. She knew very well that Rea's dependency on coal was a handicap on its rise as a power. She also knew that her company owned 97% of Rea's renewable energy industries and that all company towns already had the latest in green energy. It was only a matter of implementing that technology in Rea's major cities.

"We would be happy to import say, 80 million tons every year. That should be enough for our small country. And don't worry, Emperor, Rea's pursuit of green energy is well on its way."

"As for the wargames, we would be happy to organize the naval exercise. However, we wish to have a military observer present for your land games. I presume you'd like to supply one for our naval games as well?"

OOC: Hehe this is quite fun. :D

Elliot didn't like the tone she had picked up and his own eyes showed a bit of flame, which only lasted for a split second before his eyes returned to their standard cool nature. From the nearby table the guards each raised an eyebrow.

It was understood in the empire that the royal family was pretty soft, but it was also known that the Cano family had a history of destroying those who truly offended them ─ or at least that was what had happened to the Kingdom of Kale mere decades ago, and to several other small states under previous emperors.

"$120.15 per ton. Is that acceptable?"

"The observers are acceptable." Elliot's voice lost it's mellow tone.

OOC: You've offended him, I might invade you soon. ;)

A silent flame raged between Joanna and the Emperor, but she resisted the urge to sneer. However, she could not stop a slight contemptuous twitch off the side of her mouth.

"$120. Let's make the transaction easier for all of us, shall we?"

Her face had lost any pleasantry. Now, it was a stony, motionless slab, with eyes that barely concealed hostility.

OOC: Let's wait until I at least finish my nation's military revamp, then we can get things started. It's very fun to RP with ya. :D

Elliot smiled contently upon noting her anger. The two guards from the nearby table broke into silent laughter, they were enjoying their Emperor enjoy himself. "That slight alteration costs the empire 12 million dollars in the long run, I'd like it to stay." Elliot shifted his gaze to the world outside for a moment and turned back to Joanna as she began to speak.

OOC: Yeah it is fun. But why would I wait? :P

Joanna realized that she was making a fool of herself, and relaxed. She put on her pleasant, diplomatic face once again,

"I wasn't aware that the Empire watched money so closely. Surely twelve million is of no large consequence to a nation as prosperous as yours?"

OOC: Because, Pyro, a long, epic, massively destructive war is infinitely more interesting to both sides than just a surprise attack during my weak period that wipes out my entire country in one hit. Wouldn't leave me satisfied at all. ^_^

Elliot grinned. "It's not, to be quiet honest." But you were being rude..., Elliot said to himself mentally. "No matter, 3 IFVs won't make a large difference at this point." His gaze shifted to his guards, who knew exactly why he had relinquished the twelve million.

OOC: Yeah, I know. :P

OOC: Before I continue, I want to make something clear. On the issue of espionage, it's normal for a country's intelligence agency to have its agents all over the world, no matter if the agent's target countries are allies or enemies. As such, your conflict in "General Slaughter," realistically, would already be known to most other countries. I'll continue this meeting based on that.

-----

I'm sure it isn't, Joanna thought. One of Intel's agents was killed in the northern portion of the Empire recently, but not before he reported the existence of an armed conflict in the area. Joanna was pretty sure Elliot's comments were referring to that conflict.

"Thank you for your business, Elliot. I'm sure this deal will profit both our great nations."
