
The Marauders' CovenantPreamble:
In order to facilitate good government, and provide a stable and secure enviroment for ourselves and those who come after us, hereby enter into this covenant. We who enter in to this union hold that this document to be the highest authority in the land.
Section I: Bed-Rock of the Marauders
1. The Style of this union shall be the "Midnight Marauders".
2. Members hereby enter into a firm league of friendship with each other, for their common defense, the security of their liberties, and their mutual and general welfare, binding themselves to assist each other, against all force offered to, or attacks made upon them.
3. The Midnight Marauders, to practice tolerance and work for the good of all members within the alliance and unite under the principle that "the whole is greater than the sum of its parts". We commit ourself to the concepts of honor, honesty, initiative, innovation, and
meritocracy.
Section II: Rights and Responsibilities
1. Any member of the Midnight Marauders shall have the right to secede at any time for any reason by posting a resignation in the designated area of the forums.
2. Members of Midnight Marauders shall use the alliance affiliation of "Midnight Marauders" without exception and shall be members solely of Midnight Marauders.
3. Members are expected to be respectful of both non-members and members alike. Upon admission, all members hold the honor, rights, privileges, and responsibilities of membership.
4. Membership is conferred by the established government, and may be withdrawn for misconduct, charter violation, or treason.
5. Every Marauder holds the right to free speech within the alliance. A forum of the people will be provided so that each nation may freely air its grievances, suggest improvements, propose legislation, and generally speak thier mind. However, the government, retain the right to edit any posts made by members for the sake of clarity and organization, not censorship. as well as the right to restrict conversing publicly on specific sensitive issues and during crises in order to ensure a unified and clear message.
6. Any Marauder may call a vote of no confidence in any official at any time upon receiving a second from no less than five members, a vote of in the confidence of the official shall take place lasting no less than 72hrs and no more than 120hrs, if three-quarters of those attendence vote in favor of removal, a new official will be appointed by the Triumvirate.
Section III: Admission
1. Individuals wishing to apply must submit their application in the section of the forums designated for applications, following the protocols established by the alliance.
2. Applications will be reviewed and accepted or denied in a expedient manner, individuals who have their applications accepted shall be considered members of the Midnight Marauders and shall be entitled to the rights and responsibilities outlined in Section II.
Section IV: Government
1. The executive brach of the government of the Midnight Marauders shall take the form of a Quintumvirate,
2. The Quintumvirate is comprised of five officials, each serving until they resign or have recieved a no confidence vote or []. The Quintumvirate is charged with directing the internal and external operations of the alliance and possesses all the powers necessary for such, unless explicitly reserved elsewhere in this charter. The Quintumvirate shall be considered the final arbiter in any dispute. Each Quintumvir may speak on behalf of the alliance and is responsible for negotiating and formally proposing treaties and legislation; One Quintumvir shall have domain in each of the following areas of the alliance; Foriengn Affairs (The Voice), Internal Affairs (The Helm), Defense (The Axe), Economics (The Hand), and Protocol (The Shield).
1. The Voice - The Voice is responsible for seeking diplomatic relations with City-Scapes' wealth of alliances. The Voice must keep track of all embassies both on The Marauder’s forums as well as The Marauder’s respective embassies on foreign alliance forums. The Voice is also responsible for keeping track of and welcoming new Ambassadors and Diplomats to The Marauders.
2. The Helm - The Helm is responsible for keeping alliance members informed, investigating violations of the Charter, admitting and recruiting new members, and issuing punishment should the need arise. The Helm may discipline any nations found to be releasing private information to outside parties.
3. The Axe - The Axe is responsible for coordinating war efforts and educating Mara on the practices of war. The Axe acts as the Chair and Head of The Marauder’s Army, and is responsible for gathering and organizing the forces of the alliance.
4. The Hand - The Hand is responsible for helping to manage inter-city commerce, suggesting improvements, coordinating aid, and ensuring each nation is running at optimal efficiency.
5. The Shield - The Shield is responsible for ensuring that government the government runs smoothly, that protocol is followed, that the grievances are addressed, that suggested improvements are brought to the attention of the rest of the Quintumvirate. and managing Consular elections.
3. Each Quintumvir has sole dominion over the management of thier domain, and may appoint deputies to assist them in their duties as they see fit.
Section V: Legislation
1. Legislative branch of the of the alliance shall be called the Congress of the Horde. The Congress of the Horde shall consist of the Quintumvirate, and four Consuls. Of the four additional members, two shall be elected be appointed by the Quintumvirate every two months by majority vote, and two shall be elected by the general membership of the alliance every three months.
2. The Congress of the Horde may pass legislation and treaties by a simple majority of 5/9.
Section VI: War
1. The Midnight Marauders are committed to avoiding war at all times. However, The Marauders recognizes that sometimes war is necessary. The power to declare war on another organization for any reason other than mandatory treaty obligations lies solely with the Congress of the Horde by majoirty vote. All wars on individual cities must be sanctioned by the a Quintumvir.
2. The Sword requires that all cities be on standby at times of war. If a nation is specifically called upon by The Sword to declare war or send aid, that city is required to do so. Failure to comply shall be considered desertion.
Section VII: Amendment
1. If a member finds that the Charter of Midnight Marauders needs to be amended, it is to bring the correction to the attention of the Congress of the Horde. An amendment will then be written and presented to the Congress of the Horde to be voted on. The amendment must pass with a two-thirds (6 of 9) majority to be ratified.
